AN ORDINANCE AMENDING CHAPTER 10.12 OF THE MOSES LAKE
MUNICIPAL CODE ENTITLED "PARKING REGULATIONS"
THE CITY COUNCIL OF THE CITY OF MOSES LAKE, WASHINGTON ORDAINS AS
FOLLOWS:
Section 1. Chapter 10.12 of the Moses Lake Municipal Code entitled "Parking
Regulations*" is amended as follows:
10.12.030 Parking Signs Required: Whenever by this chapter or any other ordinance or
resolution, or order of the city traffic engineer any parking time limit is imposed
or parking is prohibited on designated streets, appropriate signs shall be
erected giving notice thereof, and no such regulations shall be effective unless
said signs are erected and in place at the time of any alleged offense, except
the restrictions and prohibitions of MLMC 10.12.037, 10.12.039, and any state
law shall not require any posting unless the city's municipal code or state law
require posting.
10.12.036 Parking Time Limited and Regulated: No vehicles as defined in MLMC
8.52.020 I shall be habitually parked or stored continuously in any one block
upon any public street or highway in the City of Moses Lake at any time for a
period longer than two hundred and forty (240) hours, regardless of any other
regulations then in effect. When any vehicle is parked or stored for a period
exceeding two hundred and forty (240) hours, the vehicle is deemed to
constitute a hazard or obstruction to traffic or is deemed an abandoned
vehicle and may be impounded as provided for in MLMC 8.54.
10.12.037 Parking Non-Passenger Vehicles in Residential Zones: No street right-of-way
in any residential zone of the City of Moses Lake, or which is the boundary of
any residential zone, shall be used for the parking or storage of any farm
vehicle, for-hire vehicle, limousine, motor home, motor truck, private carrier
bus, road tractor, semi trailer, park trailer, travel trailer, tractor, truck tractor,
boat, or any other commercial vehicle except for the purpose of making
deliveries. This section does not prohibit on street parking of a passenger
vehicle, motorcycle, or motor driven cycle.
10.12.038 Parking on Undeveloped Right-of-Way: No undeveloped right-of-way shall be
used at any time for the parking or storage of any vehicles as defined in
MLMC 8.52.020 I or any lawn mower, tractor, or garden or lawn care
equipment or any construction or contractor's equipment.
10.12.039 Penalties for Parking Violations - Generally: All infractions issued for parking
violations shall be subject to a penalty of two hundred fifty dollars ($250)
unless another penalty is specifically provided herein. •

10.12.040 • Penalties for Parking Violations - Specifically: All violations of sections .020 -
.035 of this Chapter shall be subject to a penalty of thirty five dollars ($35),
violations of sections .037 and .038 shall be subject to a penalty of one
hundred and fifty dollars ($150); Provided, if the defendant fails to respond to
the notice of infraction issued for the violation, an additional penalty of thirty
dollars ($30) shall be imposed by the Municipal Court for the failure to
respond. Such penalty shall not be suspended or excused by the Court.
Section 2. This ordinance shall be in full force and effect five days after its passage and
publication of its summary as provided by law.
