AN ORDINANCE AMENDING CHAPTER 16.48 OF THE MOSES LAKE MUNICIPAL
CODE ENTITLED "FIRE HYDRANTS"
THE CITY COUNCIL OF THE CITY OF MOSES LAKE, WASHINGTON ORDAINS AS FOLLOWS:
Section 1. Chapter 16.48 of the Moses Lake Municipal Code entitled "Fire Hydrants" is amended as follows:
16.48.010 Statement of Policy: This chapter is enacted to establish guidelines for the installation and
maintenance of municipally owned and privately owned fire hydrants, appurtenances, and water
mains.
16.48.020 Definitions: Definitions as used in this chapter, unless additional meaning clearly appears from
the content, shall have the meaning subscribed:
A."Building Area" means the total square footage of the building, including basements and
mezzanines.
B."Commercial Building" means churches, schools, and buildings classified under the State
Building Code within the occupancy groups A, B, E, F, H, I, M, R-1, and S.
C."Dead-end Street" means a municipal or private street that has a single egress via the intended
route. Cul-de-sac streets are considered dead-end streets.
D."Fire flow" means the required fire flow determined by the Fire Marshal, based on the criteria
set forth in the Guide for Determination of Required Fire Flow, most recent addition published
by the Insurance Services Office.
E."Fire Hydrant" means a fire hydrant that is constructed per current Community Street and Utility
Standards, and provides fire flow.
F."NFPA" means the National Fire Protection Association.
16.48.030 Fire Hydrants Required:
A.All buildings constructed within the city shall be served by hydrants installed in accordance with
the requirements of this chapter. In addition, existing hydrants that are replaced shall conform
to the requirements of this chapter.
B.The applicant's engineer shall ensure that the fire hydrants provide fire flow. Where existing
fire hydrants are incapable of supplying fire flow, the applicant shall install water mains,
hydrants, and appurtenances to provide fire flow.
C.Commercial buildings with a ground floor area of over twenty thousand (20,000) square feed
or a group of buildings with a required fire flow of more than three thousand (3,000) gallons
per minute, shall require hydrants located around the premises as approved by the Fire
Marshal, Other buildings may be approved with hydrants located only on one (1) side.
D.The Fire Marshal will consider the topography and building location when reviewing and
approving hydrant locations. Hydrants shall be fifty feet (50'), or greater, from the building,
except when it is impractical due to topography or property line.
16.48.040 Installation Requirements: All new and replaced hydrants, water mains, and appurtenances shall
meet the following requirements:

A.All construction shall conform to the City of Moses Lake Community Street and Utility
Standards in effect at the time of plan approval.
B.Hydrants shall be accessible to Fire Department apparatus over roads approved by the Fire
Chief, in accordance with Moses Lake Municipal Code 16.36.
C.Hydrants shall not be obstructed by any structure or vegetation, or have the visibility impaired
for a distance of fifty feet (50') via the route of travel to such hydrant.
D.Hydrants located in areas subject to vehicular traffic shall be protected by curbs, space
separation, grade level changes, guard posts, or other means as approved by the Fire
Marshal.
16.48.050 Fire Hydrant Spacing and Locations: Fire hydrant spacing and locations shall meet the following
requirements.
A. Fire hydrants shall be installed at six hundred foot (600') intervals, or less, along municipal and
private streets. This distance shall be reduced to three hundred feet (300'), or less, adjacent
to commercial and industrial uses, and adjacent to residential buildings that consist of three
(3) or more units. Additionally, these distances shall be reduced by one hundred feet (100')
for dead-end streets. Hydrants shall be placed within one hundred feet (100') of street
intersections, but additional hydrants may be required between intersections when the spacing
requirements are exceeded by block lengths.
B. Additional hydrants may be required for residential units with building areas that exceed five
thousand (5,000) square feet.
C. Additional hydrants, water mains, and appurtenances that are capable of supplying fire flows
shall be installed by the applicant if any portion of a building is more than one hundred fifty feet
(150') from an approved fire apparatus access road as measured along an approved route
around the exterior of the building, exept:
1.When a commercial building is within two hundred fifty feet (250') of a fire hydrant
supplying the fire flow.
2.When a one (1) or two (2) family residence is within four hundred feet (400') of a fire
hydrant supplying the fire flow, which residential building area, separation from other
structures, or a combination of these two (2) factors, would not result in unacceptable fire
flow for the residence.
D. Unoccupied, detached, accessory-use buildings, such as shops, garages, and storage sheds,
shall be within six hundred feet (600') of a fire hydrant, unless all of the following conditions are
met:
1.The building area is six hundred (600) square feet, or less.
2.The building is separated from other structures by thirty feet (30'), or more.
3.All portions of the exterior of the building are within one hundred fifty feet (150') of a fire
apparatus access road.
E. The Fire Marshal may approve the number of required fire hydrants to be reduced by one (1)
when the building is protected by an approved NFPA compliant sprinkler system not otherwise
required.

16.48.070 Timing of Installation: Required fire hydrants shall be in service, and the required fire-apparatus
access road shall be constructed and approved, prior to placing combustible construction materials
on site.
16.48.080 Deviation Conditions: Upon written request from the applicant, the Fire Marshal may approve
minor deviations to fire hydrants when it is shown hydrant space and location requirements,
provided that:
A.Strict compliance would require an unreasonable hydrant location.
B.The deviation would not unreasonably diminish fire protection to the area.
C.The deviation would result in a better strategic location for Fire Department operations.
16.48.090 Fire Hydrant Maintenance: All hydrants shall be subject to periodic testing and inspection by the
Fire Department. When a deficient fire hydrant is discovered by the Fire Department, the Fire
Department will provide written notification to the hydrant owner, through regular mail, that the fire
hydrant shall be repaired. The hydrant owner shall repair the hydrant, place it back in service, and
notify the Fire Department of the repairs within thirty (30) calendar days from the date on the
notice.
16.48.100 Violations: Any person firm, or corporation who violates or fails to comply with the provisions of
this chapter may be subject to a Notice of Violation and Order to Correct, as provided in Chapter
1.20, issued by the Code Enforcement Officer.
Section 2. This ordinance shall take effect and be in force five (5) days after its passage and publication
of its summary as provided by law.
