2000 12 28^J ^J MOSES LAKE CITY COUNCIL December 28,2000 5689 Council Present:Richard Pearce,Chris Blessing,Larry Tracy,Tom Porter,Ron Covey,Lee Blackwell,and Brent Reese MINUTES: Mr. Blackwell moved that the minutes of the December 12 meeting be approved,seconded by Mr. Porter,and passed unanimously. APPROVAL OF BILLS.CHECKS.AND PREPAID CLAIMS Action Taken:Mr.Reese moved that the bills,checks,and prepaid claims issued be approved,seconded by Dr.Covey,and passed unanimously. Vouchers audited and certified by the Finance Directoras required by RCW42.24.080,and those expense reimbursement claims certified as required by RCW42.24.090,have been recorded on a listingwhich has been made available to the City Council. Claims:Thevouchers included on the below list as modified by the Council and noted upon said list forthe Council meeting of December 28,2000 for the funds listed below are approved in the amount of $234,723.07. II.EMPLOYEE PRESENTATIONS -None III.CONSENT AGENDA Grant -Breathalysers:The Police Department requested authorization to apply for a grant from the ll~7y Washington Associationof Sheriffs and Police Chiefs. The $2,300 grantwouldbe used to purchase two portable breathtesting machines and a laptop computerto be used for traffic safety presentations. This^J is not amatching grant. Resolution -Accept Donation -Moses LakeWomans Club:Aresolution was presented which accepts $100 /O */k> from the Moses Lake Womans Club. The funds are to be used forthe purchase of a garbage receptacle at Sinkiuse Square. Resolution -Accept Easement -Crittenden Maior Plat:A resolution was presented which accepts an /O/S easement from O'Dell and Sandra Crittenden for installation ofa watermaterassociated with theCrittenden Major Plat on Wheeler Road. Planning Commission Re-Appointment: Commission. Larry Shannon requested re-appointment to the Planning /OO^ ActionTaken:Dr.Covey movedthatthe Consent Agenda beapproved,seconded by Mr.Tracy,and passed unanimously. jiU JO/0 ,o&1 5690 CITY COUNCIL MINUTES: 2 December 28,2000 IV.CONSIDERATION OF BIDS -None V.PETITIONS.COMMUNICATIONS.OR PUBLIC HEARINGS -None VI.ORDINANCES AND RESOLUTIONS ORDINANCE -DRIVEWAY CONSTRUCTION STANDARDS -2ND READING Anordinancewas presentedwhichprovidesfor restricted accesson Paxson Drive,ValleyRoad,Yonezawa Boulevard,and Wheeler Road.These restrictions will help control access points and decrease traffic safety f^) concerns. The ordinance amendingChapter12.10ofthe Moses LakeMunicipal Codeentitled "Driveway Construction Standards"was read by titleonly. ActionTaken:Mr.Porter moved that the second reading of the ordinancebe adopted,seconded by Mr. Blackwell, and passed unanimously. ORDINANCE -AMEND 2000 BUDGET -SINGLE READING An ordinance was presented which amends the 2000 budget. The ordinance amending the 2000 budget forthe Cityof Moses Lake,Washington was read by titleonly. Action Taken:Mr.Blackwell moved that an emergency be declared and the ordinance be adopted on a single reading,seconded by Mr.Tracy, and passed unanimously. VII.REQUESTS TO CALL FOR BIDS -None VIII.REFERRALS FROM COMMISSIONS -None IX.OTHER ITEMS FOR COUNCIL CONSIDERATION PARKS AND RECREATION COMPREHENSIVE PLAN -CONSULTANT The Parks and Recreation Comprehensive Plan Consultant ReviewCommitteeinterviewed four candidates /-s and they felt that the Beckwith Consulting Group would best fit thecity's needs.Authorization was requested '' to enter intoan agreement with Beckwith Consulting Group forthe Parks and Recreation Comprehensive Plan services. Jerry Thaut, Parks and Recreation Director,reminded the Council that$25,000 has been budgeted for consultantwork onthe Parksand Recreation Comprehensive Plan.Staffwill be meeting withthe consultant to determine how much of the work can be done by the city and perhaps the cost can be reduced. Mr.Blackwell requested that a scope of work and time linebe providedto the Council. Mr.Thaut stated that a scope of work and time linecould be provided to the Council at the January 23 meeting. Action Taken:Dr.Covey moved that the City Manager be authorized to enter into an agreement with Beckwith Consulting Group for Parks and Recreation Comprehensive Plan services,seconded by Mr. Porter,and passed unanimously.
