MOSES LAKE CITY COUNCIL January 9, 2001 Council Present: Richard Pearce, Chris Blessing,Larry Tracy, Tom Porter,Ron Covey,Lee Blackwell,and Brent Reese MINUTES:Mr.Blackwell moved that the minutes ofthe December 28 meeting be approved,seconded by Mr.Reese,and passed unanimously. APPROVAL OF BILLS.CHECKS.AND PREPAID CLAIMS Action Taken:Mr.Reese moved that the bills,checks,and prepaid claims issued be approved,seconded by Mr.Porter,and passed unanimously. Vouchers audited and certifiedbythe Finance Director as requiredby RCW42.24.080,and those expense reimbursement claims certifiedas required by RCW42.24.090,have been recorded on a listingwhich has been made available to the City Council. Claims:The vouchers included on the below list as modified by the Council and noted upon said listforthe Councilmeeting of January 9,2001 for the funds listed below are approved inthe amount of$299,080.80. II.EMPLOYEE PRESENTATIONS -None III.CONSENT AGENDA-None IV.CONSIDERATION OF BIDS -None V.PETITIONS.COMMUNICATIONS.OR PUBLIC HEARINGS USE OF CITY PROPERTY -LAKE CITY FOUR SQUARE CHURCH Dave Chandler,Lake City Foursquare Church,mentioned that they are planning to construct abuilding on //2.S Central Drive adjacentto the KnollsVista Park.The church would liketo usethe existing curb cut to access their 5 acre parcel. This willminimize curb cuts on Central Drive. He also requested direction from the Council on the possibility of sharing parking spaces with the city in a reciprocal arrangement. '\^J There was some discussion by the Council and it was pointed out that the church would have to meet the on-site parking requirements. ActionTaken:Dr.Covey moved that staff drafta jointuse agreement forLakeCityFourSquare Church's use ofthe parking lotat Knolls Vista Parkandthe city's useof LakeCity Four Square Church's parking lot withthe understandingthat the church will use the existing curbcut to access their property,improvethe access,and enter intoa jointuse agreementwiththe city regardingthe access,seconded by Mr.Blackwell, and passed unanimously. YONEZAWA BOULEVARD EXTENSION Patrick R.Acres, representingKen Buley,property owner,requested time beforethe Council to discuss the extension of Yonezawa Boulevard to the east of Highway 17. Oil 5691 CITY COUNCIL MINUTES:2 January 9, 2001 GaryG.Harer,Municipal Services Director,stated thatthe extension of Yonezawa Boulevard to eventually connect with Road Lhas been discussed.He pointed out that the city is the entity that has to request an access on a limited access road such as Highway 17. Action Taken:Mr.Blackwell moved that staffbedirected to apply to the state forthe extension ofYonezawa Boulevardacross Highway 17,seconded by Mr.Tracy, and passed unanimously. VI.ORDINANCES AND RESOLUTIONS .qUIj RESOLUTION -ACCEPT DONATION -KIWANIS CLUB f*) A resolution was presented which accepts a $2,000 donation from the Kiwanis Club for playequipment at the Moses Lake Community Park. Gordon Hutchins, KiwanisClub President,presented the city with a check inthe amount of $2,000. The resolution acceptinga cash donation of$2,000 from the Kiwanis Clubof Moses Lakewas readbytitle only. Action Taken:Dr.Covey moved that the resolution be adopted,seconded by Mr.Porter, and passed unanimously. INVESTMENT REPORT Joseph K.Gavinski, City Manager,reported that the city received $151,971.21 in interest income for November 2000 and $58,843.94 for December 2000. Q(ji(NORTHLAND CABLE Joseph K.Gavinski,CityManager,reported that Northland Cablewill be increasing theirratesas of February 1,2001.He also mentioned that a meeting has been scheduled to discuss the renewal of the franchise. l$Jv-SALES TAX •re \PJ Joseph K.Gavinski,City Manager,statedthatthecityreceived$279,947.27 in sales taxrevenueand$24, 530.88 from transient rental income on December 29,2000. fQOS tote INVESTMENT POLICY Joseph K.Gavinski, City Manager,stated that the city's investment policy has been certified by the Washington MunicipalTreasurer's Association. COMPREHENSIVE PLAN Joseph K.Gavinski,City Manager,reported that itcosts the city $58.10 to print each copy ofthe Compre hensive Plan. Staff is requesting direction fromthe Councilon whether or not to charge for copies of the Comprehensive Plan. Therewas some discussion bythe Council aboutwhetherornotthe cityshouldchargeforcopies ofthedraft Comprehensive Plan. GilbertAlvarado,Community Development Director,stated that state lawallowsfora 60 day review bythe state Department of Community Development.He mentioned that a draftwassentto them and comments were sent back to the city.The state has now informed the city that those comments are not to be considered their review so the 60 day review period willput final adoption of the plan into March. Action Taken:Mr.Blackwell moved that copies be made available to the public at $58 each and that the public be allowed to make their own copies at $.10 per page,seconded by Dr.Covey, and passed unanimously. n r^ CITY COUNCIL MINUTES:3 COUNCIL/STAFF RETREAT 5692 January 9,2001 Joseph K.Gavinski, City Manager,requested that the Council provide staff with anything they wish discussed at the Council/staff retreat on March 9,10,and 11 in Spokane. HUNTING Joseph K.Gavinski, City Manager,stated thatthe cityhas received inquiriesabout huntingalong Wheeler Road. This propertyis now inthe cityand there isan ordinance which prohibitshuntingwithinthe citylimits. \^There was some discussion and it was the consensus ofthe Council that hunting within the city's limits not be allowed.
