CONSENT AGENDA
Grant Application -Police Department:The Police Department requested authorization to apply //7 7
for a Bureau of Justice Assistance Body Armor grant.
Action Taken:Mr.Blackwell moved that the Consent Agenda be approved,seconded by Mr.
Reese,and passed unanimously.

PETITIONS.COMMUNICATIONS.OR PUBLIC HEARINGS
SUN BASIN PLANNED UNIT COMMERCIAL DEVELOPMENT DISTRICT #3 -VARIANCES //^
Columbia Northwest Engineering requested timebefore the Council todiscussandclarify variances
in relation to the Sun Basin Planned Unit Commercial Development District#3.
A letter from Allen Mathews,developer of the project,was submitted, requesting the Council's
consideration of the variances.
Russ Brown,Development Engineer,stated thatthe developers were granted a variance to the
requirement to construct street and utilities to city standards in Owens Roadand Harris Road.
Since Owens Road is being constructed, the city is requesting that sewer be extended to Harris
Road.Extending sewer to Harris Road will allow property to the east and west to be served with
sewer.
RichWalpole,Columbia Northwest Engineering,gave some background onthe project andstated
that they had requested a variance to the requirement to construct water, sewer, and street
improvements on Harris Road and Owens Road. The variance was granted withthe stipulation
that a covenantwould be established.No covenant has been signed yet but the improvements are
beingconstructedon a portion ofOwens Road. The currentrequest is for relieftothe requirement
to construct sewer on the remaining portion of Owens Road.
There was considerable discussion by the Council and itwas the consensus that the sewer should
be extended on Owens Road to its intersection with Harris Road.
Action Taken:Mr.Pearce moved the sewer utilities be constructed in Owens Road to its
intersection with Harris Road,seconded by Mr.Reese,and passed unanimously.

REFERRALS FROM COMMISSIONS
AQUATIC CENTER ADMISSION FEES
The Parks and Recreation Commission has recommendedthatthe admission fees atthe Moses Z^OO
Lake Family Aquatic Center be increased by $.50.This rate increase will help offset the rising
minimum wage costs and other increases in operating expenses.
M Action Taken:Mr.Blackwell moved that the fees for the Moses Lake Family Aquatic Center be
^""^increased by $.50,seconded by Mr.Reese,and passed unanimously.
USE OF CITY PROPERTY -CASCADE PARK
Seattle Outboard Association has requested the use of Cascade Park as the headquarters and /'^'
spectator area for their Stock Outboard National Championships during August 2005.The Parks
and Recreation Commission recommend that this request be approved.
Action Taken:Mr.Pearce moved that the request be granted,seconded by Mr.Lane,and passed
unanimously.
