MINUTES:Mr.Lane moved thatthe minutes ofthe January 10,2006 meeting be approved as submitted, seconded by Mr.Reese,and passed unanimously. APPROVAL OF BILLS.CHECKS.AND PREPAID CLAIMS Action Taken:Mr.Deane movedthatthe bills,checks,and prepaid claims issued be approved, seconded by Mr.Ecret,and passed unanimously. Vouchers audited and certified bythe Finance Director as required byRCW 42.24.080,and those expense reimbursement claims certified as required by RCW 42.24.090,have been recorded on a listing which has been made available to the Council for approval and is retained for public inspection at city hall. As of January 24,2006 the Council does approve for payment vouchers in the amount of $653,218.03 and prepaidclaims of $10,547.0.5. u PRESENTATIONS AND AWARDS POLICE DEPARTMENT Kyle McCain,Police Officer,was presented tothe Council. CONSENT AGENDA -None COMMISSION APPOINTMENTS -None CONSIDERATION OF BIDS -None PETITIONS.COMMUNICATIONS.OR PUBLIC HEARINGS VACATION OF MAIN STREET Gordon Beeman has requestedthe vacation of Main Street lying between Barbara Avenue and Schneirla Avenue. The public hearing was opened.There were no comments. Action Taken:Mr.Pearce moved that the public hearing be closed,seconded by Mr.Lane, and passed unanimously. Action Taken:Mr.Pearce moved that staff be directed to draftan ordinance forthe vacation ofthat (J portion ofMain Street between Barbara Avenue and Schneirla Avenue,seconded byMr.Liebrecht, and passed unanimously. 6308 CITY COUNCIL MINUTES January 24, 2006 y REQUEST TO USE CIVIC CENTER PARK -FARMERS MARKET O The Columbia Basin Farmers Market and Craft Bazaar,Inc.requested the use ofCivic Center Park forthe 2006 market season.The request is to use the park on Saturdays from May 6 to October 28 from 6 a.m. to 1:30 p.m. and on Wednesdays from July 12 to September 30 from 1 p.m. to 6:30 p.m. Judy Spalding,representing the Farmers Market,distributed the schedule for 2006. ActionTaken:Mr.Deane moved thatthe request be granted,seconded by Mr.Lane, and passed unanimously. ORDINANCES AND RESOLUTIONS ORDINANCES -OPEN SPACE AND PARKS -1st READING An ordinance was presented which requires residential developments to dedicate a portionof the site to be developed as qualified open space for public purposes or the payment of a fee-in-lieu of dedication. The ordinance adopting Chapter 17.34 of the Moses Lake Municipal Code entitled "Open Space and Parks"was read by title only. /Of/ Gilbert Alvarado,Community Development Director,explained the ordinance. James A.Whitaker,City Attorney,recommended that 17.34.060 B.beamended to eliminate all but the first sentence. There was considerable discussion by the Council and it was felt that the formula should be clarified. Action Taken:Mr.Pearce moved that the formula be clarified,Section 17.34.060 B be amended by eliminating all butthe first sentence and include language concerning the percentage ofthe fee- in-lieu of dedication of land and the first reading of the ordinance be adopted,seconded by Mr. Deane,and passed unanimously. /OVCs RESOLUTION -ACCEPT GIFT -CENTRAL BASIN TRAFFIC TASK FORCE A resolutionwas presented which accepts $3,000 fromthe Central Basin TrafficTask Force. The funds will be used to enhance the mobile data terminal program and in-service training fortraffic enforcement. The resolutionaccepting a donation from the Central Basin Traffic Task Force was read by title only. RESOLUTION -ACCEPT DONATION -MOSES LAKE BMX ORGANIZATION /Ol/(o A resolution was presented which accepts $2,000 from the Moses Lake BMX Organization.The funds areto be used for a starting gate and concrete for the BMX track located nearthe Larsen Recreation Center. The resolution accepting a cash donation of $2,000 from the Moses Lake BMX Organization was read by title only. ActionTaken:Mr.Lane moved that the resolution be adopted,seconded by Mr.Liebrecht,and passed unanimously. Oj d> REQUEST TO CALL FOR BIDS 2006 CRACK SEAL PROJECT Staff requested authorization to call for bids for the 2006 Crack Seal Project.This project will consist ofsealing approximately 102,000 feetof cracks onvarious streets,parking lots,and paths. Action Taken:Mr.Lane moved that staff be authorized to call for bids,seconded by Mr.Pearce, and passed unanimously. UTILITY IMPROVEMENT PROJECT Staff requested authorization to call for bids for the 2006 Utility Improvement Project.This project will consist of relocatingand installing sanitary sewer mains, relocatingand installing storm sewer mains,and installing a discharge line forWell 10. Action Taken:Mr.Deane moved that staff be authorized to call for bids,seconded by Mr.Pearce, and passed unanimously. VEHICLES Staff requested authorization to call for bids for two small hybrid cars,one pickup,and one van. The hybrid cars will be used bythe Police and Community Development Departments,the pickup will be used by the Building Maintenance Division,and the van will be used by Engineering. Action Taken:Mr.Lane moved that staff be authorized to call for bids,seconded by Mr.Deane, and passed unanimously. REFERRALS FROM COMMISSIONS -None /o/9s //&0> ZO/7 6310 CITY COUNCIL MINUTES January 24, 2006 OTHER ITEMS FOR COUNCIL CONSIDERATION /£/0 HERON TRAIL -FISHING POND Greg Vehrs is proposing to construct a youth and senior fishing pond on a portion of the 10-acre parcel that staff is requesting be donated for the construction of the Heron Trail. Mr.Vehrs would construct the fishing pond,a walkway connecting itto Division Street,and remove debris and clean up the shoreline.The city would accept the improvements and maintain them. Gary G. Harer, Municipal Services Director,stated that the city supports the development of the fishing pond as does the Department of Fish and Wildlife and the Department of Ecology.He mentioned that the idea is conceptual at this time and the details will be worked out in the future. Greg Vehrs stated thatthe project willhelp restore the environment inthis area and the Department of Fish and Wildlife is in favor of dredging out the pond and the waterways. Mr. Harer mentioned that the 10 year time limit was included to provide an incentive to Mr.Vehrs to proceed with the project.The city and Mr.Vehrs will work together on the design of the fishing ponds. Action Taken:Mr.Pearce moved that the Council endorse the project,seconded by Mr.Liebrecht, and passed unanimously. Curt Carpenter,Engineering Tech II,requested the Parks and Recreation Commission minutes be changed to show that he is not the City Engineer and does not represent Greg and Norm Vehrs.("*) NON-AGENDA ITEMS AND PUBLIC QUESTIONS AND COMMENTS -None COUNCIL QUESTIONS AND COMMENTS GRANT COUNTY HEALTH DISTRICT Mr.Pearce stated that he will be attending a meeting ofthe Grant County Health District concerning emergency preparedness in case of a health crisis,such as an epidemic of the bird flu,and what steps would need to be taken by the city ifthe work force is depleted. //$j GRANT TRANSIT AUTHORITY Mayor Covey re-appointed Mr.Deane tothe Grant Transit Authority Board. SEAHAWKS SUPPORT-791 Mayor Covey stated that hewas contacted byLeslie Montgomery,aSeahawks fan,about showing support for the Seattle Seahawks by forming #12,to represent the 12th man on the team,and sending a picture of itto the Seahawks organization. There was some discussion and itwas the consensus ofthe Council thatsuch an activitywouldbe a good idea.The picture was set for Saturday,January 28 atCascade Park. n n CITY COUNCIL MINUTES 6311 January 24,2006 CITY MANAGER REPORTS AND COMMENTS INVESTMENT REPORT The investment report showed thecity earned $74,231.30 in investment income in December 2005. QUARTERLY AMBULANCE REPORT The quarterly ambulance report was submitted. QUARTERLY AIRPORT REPORT The quarterly Municipal Airport report was submitted QUARTERLY FINANCIAL REPORT The quarterly financial report was submitted. I-90 OVERPASS The Washington State Department ofTransportation has awarded a contract for the replacement ofthe I-90 overpass.The city is contributing funds for thewidening ofthesidewalks from 6'to 10' on both sides of the bridge.
