MINUTES:Mr.Reese moved that the minutes of the September 12,2006 meeting be approved as submitted,seconded by Mr.Ecret, and passed unanimously. PRESENTATIONS AND AWARDS -None CONSENT AGENDA Resolution -Accept Easement -David Sparks:A resolution was presented which accepts an /Of 3 easement from David L.Sparks forfutureconstructionofstreetand utility improvements for portions of Kittelson Road NE and Road M.. Resolution -Accept Water Improvements -Sparks Short Plat No.2.Lot 2:A resolution was //<2b presentedwhichaccepts thewaterimprovementsconstructedtoserve Sparks Short Plat No.2, Lot 2. ^J U Resolution -CERB Loan:A resolution was presented which authorizes the City Manager to //&(* execute the agreement with the Community Economic Revitalization Board (CERB)for the installation of water and sewer mains in Road N and a PUD electrical substation. ActionTaken:Mr.Ecret moved thatthe Consent Agenda be approved,seconded by Mr.Liebrecht, and passed unanimously. COMMISSION APPOINTMENTS -None CONSIDERATION OF BIDS FARMERS DRIVE LIFT STATION -REBID The city received twobids for the Farmer Drive Lift Station Project.Staff recommended thatthe bid be awarded to North Central Construction as the low bidder. Gary Harer,Municipal Services Director,statedthatthebidssubmitted are lower than the first bid buttheyarestill higher thanthe engineer's estimate.He pointed outthatthough thebidsarelower, several items in the project were changed. Gerry McFaul,City Engineer,explained the differences in the first and second bids from North Central Construction. There was considerable discussion by the Council. Action Taken:Mr.Deane moved that the bid be awarded to North Central Construction in the amount of $304,099.96,seconded by Mr.Liebrecht, and passed unanimously. The remaining work is mainly inside the buildings. Action Taken:Mr.Lane moved that the request be granted,seconded by Mr.Ecret,and passed unanimously.
