NOTICE OF SPECIAL MEETING
A special meeting of the Moses Lake City Council has been called by Mayor
Ronald C. Covey for Tuesday November 13, 2007 at 6:00 p.m.to 7:00 p.m.at
the City Council Chambers located in the Police Justice Building,401 S. Balsam,
\^j Moses Lake,WA.
The purpose of this meeting is for Moses Lake City Council members to review
and discuss 2008 Preliminary Budget for the City of Moses Lake.
Scheduling and notice of the special meeting is done pursuant to RCW
34A.12.110 and 42.30.080 and Moses Lake Municipal Code 2.08.020.

Dear City Council,
As in previous years,Iwriteto you to make myselfavailable indiscussing publichealth issues
important to our community.I hope to make a pointforyour continued support of our local publichealth
services.
As in previous years,Grant County Health District,a non-county entity,operated in2007 under
considerable restraints and limitations placed on us by the problems inherent to public health financing.
Limiting our activities bythe fact ofbeing under-staffedand under-funded,the GrantCounty Health
District(GCHD)remained fiscallyconservative, responsible, and sound.
At the end of 2006,the Joint Select Committee on Public Health Finance (appointed by the Washington
state legislature)estimated a $600 million under-funding ofthe public health infrastructure and public
health essential services in our state.The committee requested $50 million for the 2007-2009
biennium as the "initial investment"our legislatureshould make.Regretfully,only$20 million was
eventuallyauthorizedforappropriation.Ofthat amount,the GrantCounty Health District should
receive $161,706 per year fortwoyears beginning in January 2008. There again, the state has
attached stringsand local priorities will only be as goodas theyare in line with the statewide effort.I
am a member ofa state committee working to determine howto measure improvementinpublichealth
performance as a result of these limited funds.
We estimate that ourcurrent budget is at about 50 percent ofthe sum needed annuallyto bring the
Grant County Health District in line with our vision forthe truly healthier and safer Grant County
residents.
We continue to exhaust monies providedto us fromthe federal and state sources,those with
considerable stringsattached bythe respective contracts.Most of these finances are spent for public
health emergency preparedness,infectious diseases response,tobacco control related activities and
immunizations.
Forthe 2007year,GrantCounty pledged $158,200 incash (abouteightpercentofour budget)which
includes a pledgeof$1 per unincorporated city resident we havebeen asking the cities toalso make.
Grant County commissioners estimatethatan additional $141,165 is annually provided tothe health
districttowards office space rent,utilities and janitorial services ("in-kind"contribution).The totalcounty
cash and non-cash county contribution would thenstand around $300,000 orabout$3.74per all county
residents.
,i During thatsame year,Grant County cities contractually pledged to contribute a total of$38,415 orjust
^~s above$1 per incorporated city resident for additional services thatwe would routinely notbeableto
provide.Half ofthe contributing cities pledged $2per resident,theother half pledged $1;only two

cities did not contribute in 2007.On behalf ofthe Grant County Health District and public health,i
would like to sincerely thank you for those pledges.
\~J Money your cities contribute based on acontract with GCHD is placing our workers on the ground and
in front of your city's residents in the form ofadditional immunization clinics,thorough disease
investigations,community presentations,improved cooperation with school districts,or simply expands
the impetus with which we investigate public health concerns coming to us from your cities.
As I have stated before,more money can buy us a better and more efficient public health.I ask you to
continue contributing to GCHD, and include GCHD as a budgetary item when you discuss it.The Grant
County Board of Health has authorized me to ask again for $2 per each of your residents per year.
Naturally,we will accept any amount,be it below or above that number.Iassure you,your small
contribution will not be spent more efficiently anywhere else.
Itrust you continue to take our request seriously by now recognizing that the work of public health is the
least visible one,as long as everything goes right.Thank you.

place we are planning to replace the following: replace two pool tables, remodel Men and
Women's bathrooms,put sound system in birch room,when used for recreation,and a new-
ceiling tile.
Estimatedare the following:two pool tables $ 7974. bathroom remodel $12,943.ceiling tile
$1757.labor for tile $ 936 sound system $400. The total project will have an estimated cost of
$24,000.00 dollars.

To Whom ItMay Concern:
Moses Lake Senior Opportunity&Services would liketo submit a request forthe year 2008 budget in
the amount of$24,000.00.
In reviewing our expenses over the past fiveyears,they have jumped alarmingly.Inthe year2002 our
expenses,substantiated bythe IRS form990, were $395,763. Forthe year2002, ourallocatedamount
of the Cityof Moses Lake budgetwas$20,000.
In the year 2006 our expenses,per the IRS records,were $661,525.Our allocated contract amount
was $10,000,with another $5,000 given to us inJuly2007.
The people we serve, in some cases our parents,have also experienced these added costs of living
withoutthe benefitof a proportionate increase in income.We have several programsthatour seniors
avail themselves of, in addition to the fellowship with others. For several, this is their only
communication outsidetheirhome.
At a recentCityCouncil meeting, referencewas made to the gaming trips.Please note,these tripsdo
notcost ourSeniorCenterany money.In fact,thereisa small,though insignificant,financial gain.
