MINUTES:Mr.Biallas moved that the minutes of the meeting of December 11 be approved as submitted,
.j seconded byMrs.Brown,and passed unanimously.
APPROVAL OF BILLS.CHECKS.AND PREPAID CLAIMS
Action Taken:Mr.Chandler movedthat the bills,checks,and prepaid claims issued be approved,seconded
by Mr.Reese,and passed unanimously.
Vouchers audited and certified by the Finance Directoras required by RCW 42.24.080, and those expense
reimbursement claims certified as required by RCW42.24.090, have been recorded on a listing which has
been made available to the City Council.
Claims:The vouchers included on the below listas modified by the Counciland noted upon said listfor
the Council meeting of December 31, 1990 for the funds listed below are approved in the amount of
$207,906.92.

from Dencil and Jackie Cooper for property to facilitate the reconstruction of Stratford Road.

to sign lease/purchase agreements with U. S. Bank.
(Q^2>General Union Agreement:The wage increase for the general employees of the city was presented for
Council approval.
ActionTaken:Mr.Chandlermoved that the Consent Agenda be approved,seconded by Mr.Reese, and
passed unanimously.
/OOP]There was some discussion on the criteria that would be used to determine when an ordinance would be
placed on the Consent Agenda.It was explained that an ordinance would not be placedon the Consent
Agenda unless itdeals with a routinematter or unless directed by Councilto do so.

VI.ORDINANCES AND RESOLUTIONS
ORDINANCE -BURGLAR ALARM SYSTEMS -2ND READING
An ordinance was presented which assesses a service charge for performingservice on Varda alarms after
the first free service call provided per month.
The ordinance amending Chapter 8.24 of the Moses Lake Municipal Code entitled "BurglarAlarm Systems-
was read by title only.
Action Taken:Mr.Reese moved that the second reading of the ordinance be adopted and the summary
for publication be approved,seconded by Mr.Biallas,and passed with Mr.Edwards opposed.
ORDINANCE -AMEND 1990 BUDGET -SINGLE READING
An ordinance was presented which amends the 1990 budget.
Action Taken:Mr.Chandler moved that the ordinance be adopted on a single reading and the summary
for publication be approved,seconded by Mr.Edwards,and passed unanimously.

Itwas reported that the sales tax received by the cityfor September was $131,289.37 and for October was
$144,320.93.
TRANSIENT RENTAL INCOME
The transient rental income received in December for November was $7,212.60.
The regular meeting was adjourned at 4:15 p.m. .
