S. Bank. (Q^2>General Union Agreement:The wage increase for the general employees of the city was presented for Council approval. ActionTaken:Mr.Chandlermoved that the Consent Agenda be approved,seconded by Mr.Reese, and passed unanimously. /OOP]There was some discussion on the criteria that would be used to determine when an ordinance would be placed on the Consent Agenda.It was explained that an ordinance would not be placedon the Consent Agenda unless itdeals with a routinematter or unless directed by Councilto do so. rs r\ ^ \J 4494 CITY COUNCIL MINUTES:3 December 31,1990 IV.CONSIDERATION OF BIDS -None V.PETITIONS.COMMUNICATIONS.OR PUBLIC HEARINGS -None VI.ORDINANCES AND RESOLUTIONS ORDINANCE -BURGLAR ALARM SYSTEMS -2ND READING An ordinance was presented which assesses a service charge for performingservice on Varda alarms after the first free service call provided per month. The ordinance amending Chapter 8.24 of the Moses Lake Municipal Code entitled "BurglarAlarm Systems- was read by title only. Action Taken:Mr.Reese moved that the second reading of the ordinance be adopted and the summary for publication be approved,seconded by Mr.Biallas,and passed with Mr.Edwards opposed. ORDINANCE -AMEND 1990 BUDGET -SINGLE READING An ordinance was presented which amends the 1990 budget. Action Taken:Mr.Chandler moved that the ordinance be adopted on a single reading and the summary for publication be approved,seconded by Mr.Edwards,and passed unanimously.
