Vouchers audited and certified by the Finance Directoras required by RCW 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing which has been made available to the City Council. The ordinance approving and confirming the assessments and assessment roll for Sidewalk Improvement District No. 2 which has been created and established for the purpose of paying a portion of the cost of improving Neppel Plat,Block F,Lots 6-12;Block G, Lots 1-12and thewesterly five feet (5') of the vacated portion of Division Street adjacent to Lot 1;and Block H as they front on Broadway Avenue,Lots 1 - 4 of Block 21 as they front on Broadway Avenue, Lot 1 of Block 21 as itfronts on DivisionStreet, Lots 1 -12 of Block 26 as they fronton Broadway Avenue, Lot 1of Block 26 as itfronts on Division Street, Lot 12 of Block 26 as it fronts on Ash Street, Lots 1 -12 on Block 31 as they front on Broadway,the south fifty feet (50') of Lot 1 of Block 31 as it fronts on Ash, and Lot 12 of Block 31 as it fronts on Beech Street in the City of Moses Lake as provided by Resolution No. 1469 and levying and assessing an amount against the several lots, tracts, parcels of land, and other property shown on said roll was read by title only. Action Taken:Mr.Reese moved that the second reading of the ordinance be adopted and the summary for publication be approved,seconded by Mrs.Brown,and passed unanimously. 7 ORDINANCE -PARKING REGULATIONS - 2ND READING An ordinancewas presentedwhich relocates theexisting handicapped parking spaces inthedowntown area to the other side of the street in order to facilitate the exit of handicapped persons from vehicles and access to the sidewalks and existing handicapped ramps. The ordinance amending Chapter 10.12 of the Moses Lake Municipal Code entitled "Parking Regulations"/~\ was read by title only. ActionTaken:Mr.Johnson moved that the second reading of the ordinance be adopted and the summary for publication be approved,seconded by Mr.Chandler, and passed unanimously. ORDINANCE -PUBUC SAFETY -1ST READING An ordinance was presented which eliminates references to the Civil Service Commission in relation to the appointments of the Police Chief and Fire Chief. The ordinance amending Chapter 2.34 of the Moses Lake Municipal Code entitled "Public Safety - Police Department and Fire Department"was read by title only. Action Taken:Mrs.Brown moved that the first reading of the ordinance be adopted,seconded by Mr. Chandler, and passed unanimously. ORDINANCE -ELECTED OFFICIAL -1ST READING An ordinance was presented which eliminates the Board of Adjustment,Building Code Board of Appeals, and Mechanical Board of Appeals from the list of boards and commission that an elected official may not serve on.These boards are no longer in existence.The newly created Tourism Commission has been added to this list. The ordinance amending Chapter 2.92 of the Moses Lake Municipal Code entitled "Elected Officials"was read by title only. Action Taken:Mr.Chandler moved that the first reading of the ordinance be adopted,seconded by Mrs. Brown,and passed unanimously. O^P*ORDINANCES -VIOLATION SECTIONS -1ST READINGS Three ordinances were presented which adds a section dealing with violations to the provisions of the chapters concerning Circuses and Carnivals, Private Detectives,and Public Dances. The ordinance amending Chapter 5.28 of the Moses Lake Municipal Code entitled "PublicDances"was read by title only. RESOLUTION -SIDEWALK IMPROVEMENT DISTRICT #2 -REPAYMENT TERMS A resolution was presented which sets the terms for payment of assessments for Sidewalk Improvement District #2. The resolution providing for the payment of assessments confirmed and levied in Sidewalk Improvement District No. 2 was read by title only Action Taken:Mr.Biallas moved that the resolution be adopted,seconded by Mr.Chandler, and passed unanimously. RESOLUTIONS -ACCEPT DONATIONS -AIKEN'S TOWING/SUPERIOR TV AND VARDA ALARM AGREE-J0y^/MENIS ^ Resolutionswere presented which accept funds from Aiken'sTowing and SuperiorTV for the purchase of Varda Alarms.Authorization is also requested for the City Manager to sign the agreements for the placement of the Varda Alarms at Aiken's Towing and Superior TV. i j The resolution accepting a donation of eight hundred thirteendollarsand twenty-five cents from Eugene and mary Oakley d/b/a SuperiorTV Sales and Service to be used by the Cityof Moses Lake forthe purchase of a Varda Silent Alarm System was read by title only. Action Taken:Mr.Johnson moved that the resolution be adopted and the City Manager be authorized to sign the agreement,seconded by Mr.Edwards, and passed unanimously. The resolution accepting a donation of two thousand seventy dollars and forty-six cents from Marvin and MyraAiken d/b/a Aiken's Towing to be used by the City of Moses Lake forthe purchase of a Varda Silent Alarm System was read by title only. Action Taken: Mrs.Brown movedthat the resolution be adopted and the City Manager be authorized to sign the agreement,seconded by Mr.Edwards, and passed unanimously. VII.REQUESTS TO CALL FOR BIDS WELLS 13 AND 14 Staff requested authorization to call for bids for Well 13,located at Kittelson Corner, and Well 14,located in the Knolls Vista area near Highway 17./«#**7 Action Taken:Mr.Johnson moved that staff be authorized to call for bids,seconded by Mr.Edwards,and passed unanimously. r<S/o¥s VIII.REFERRALS FROM COMMISSIONS -None IX.OTHER ITEMS FOR COUNCIL CONSIDERATION DRIVEWAY SET BACK STANDARDS A proposed ordinance was presented which establishes set back standards fordriveways inall zones ofthe city. Direction from Council was requested. Council requested a report on the distance existing driveways are from busy intersections. X.COUNCIL QUESTIONS AND COMMENTS -None 4476 CITY COUNCIL MINUTES: 4 October 23, 1990 XI.CITY MANAGER REPORTS AND COMMENTS BUDGET Budget study sessions have been set for October 29 and November 1 in the City Hall Conference Room at 7 p.m. „<7[j ELECTRICALLINES Sample ordinances concerning undergrounding electrical lines were presented along with two letters in support of the idea. Randy Dickinson,2220Beaumont,statedthatimprovementsto the citysuch as Neppel Park,amphitheater, etc. have improved the qualityof lifein Moses Lakeand to continue that improvement utilities should be required to be placed underground. GeorgeWhite,2202 Beaumont,pointed outthatthereis a potential for accidents in Montlake Park ifhigh voltage overhead lines are placed there. Craig Jorgenson, 2226 Beaumont,felt that any new utility construction should be placed underground. There was some discussion by the Council and staff was directed to draft an ordinance that would require new construction of utility services to be placed underground and addressing repair and replacement of lines. The utilitycompanies will be notified of this proposed ordinance. y^yj COUNCIL/STAFF RETREAT Staff requested direction on the dates forthe annual Council/staff retreat. It was the consensus of the Council that the retreat be set for about the third week of March. *f.C SALES TAX The city received $141,550.09 in sales tax receipts for August 1990./"^ TRANSIENT RENTAL INCOME The city received $11,430.52 in transient rental income receipts for September 1990.
