REQUEST FOR CITY WATER -THOMPSON

Tommie Thompson has submitted a request to connect to city water on property located along Hamilton
Road and adjacent to the city's limits without annexing to the city.
Joseph K.Gavinski, City Manager, pointed out that the property is adjacent to the city's limits and
annexation is required.The annexation requirement has been explained to the engineer for the project,
Fred Skinner.
^)There was some discussion by theCouncil on theextension ofwater and sewer lines.
Action Taken:Mr.Jackson moved that the request for city water by Tommie Thompson be tabled,
seconded by Mr.Reese,and passed unanimously.
VI.ORDINANCES AND RESOLUTIONS
ORDINANCE -CONFIRMING ASSESSMENT ROLL -LID #58 -2ND READING /OS'/
An ordinance was presented which confirms the assessment roll for LID #58 for Central Drive improve
ments.
The ordinance approving and confirming the assessments and assessment roll of LID 58 which has been
created and established for the purpose of paying the cost of improving the Central Drive area between
Grape Drive and Valley Road, Grape Drive between Central Drive and Highway 17, Central Place, and
Evelyn Drive between Crest Drive and Central Drive area by constructing and installing full width street
improvements including paving, curbs, gutters, storm drainage, sidewalks, landscaping, street lighting,
electrical transmission and distribution alterations,and traffic signalization in the City of Moses Lake as
provided by Ordinance No. 1692 and levying and assessing the amount thereof against the several lots,
tracts, parcels of land,and other property shown on said roll was read by title only.
Action Taken:Mr.Pearce moved that the second reading of the ordinance be adopted,seconded by Mr.
Collier, and passed unanimously.
ORDINANCE -RESERVE POLICE OFFICERSA/OLUNTEER FIREFIGHTER'S PENSION SYSTEM -2ND /0?C

An ordinance was presented which would allow the City's reserve police officers to participate in the
Volunteer Firefighters Relief and Pension System.
The ordinance providing forthe enrollment of reserve police officers in the City of Moses Lake's Police
Department inthe state-wideVolunteer Firefighter's Relief and Pension System was read by title only.
Action Taken:Mr.Collier moved that the second reading of the ordinance be adopted,seconded by Mr.
Reese,and passed unanimously.

RESOLUTION -ACCEPT DARE CONTRIBUTIONS
A resolution was presented which accepts donations to the D.A.R.E.program.
The resolution accepting contributions forthe D.A.R.E. program was read by title only.
Action Taken:Mr.Collier moved that the resolution be adopted,seconded by Mr.Jackson,and passed
unanimously.

IX.OTHER ITEMS FOR COUNCIL CONSIDERATION
PRESENTATION
Dick Deane,Chairman ofthe Park and Recreation Commission,presented Councilman Dick Collier with
a certificate of appreciation for his years of service on the Commission from 1976 to 1979.
Mr.Rimple presented a plaque to Mr.Collier commemorating his years as a Councilman from 1992 to
1995.

XI.CITY MANAGER REPORTS AND COMMENTS
The regular meeting was recessed at 7:30 p.m. and the Council met in an executive session to discuss
labor relations.The executive session was adjourned at 8:00 p.m. and the regular meeting was
reconvened.The regular meeting was continued to December 29 at 11 a.m. in the City Hall Conference
Room.
