MINUTES:Mr.Chapman moved thatthe minutes ofthe September 13 meeting be approved as submitted,
seconded by Mr.Reese,and passed unanimously.
APPROVAL OF BILLS.CHECKS.AND PREPAID CLAIMS
ActionTaken:Mr.Reese moved thatthe bills,checks, and prepaid claimsissued be approved,seconded
by Mr.Pearce, and passed unanimously.
Vouchersauditedand certified by the Finance Director as required by RCW42.24.080,andthose expense
reimbursement claimscertified as required by RCW42.24.090,have been recorded on a listing which has
been made available to the City Council.
Claims:The vouchers included on the below list as modified by the Council and noted upon said list for
the Council meeting of September 27, 1994 for the funds listed below are approved in the amount of
$180,214.06.

III.CONSENT AGENDA
Resolution -Accept Donation -Moses Lake Steel Supply: A resolution was presented which accepts the
donation of a breaching tool which was constructed by Moses Lake Steel Supply.The tool is primarily used
for entry in conjunction with a search warrant.

'Sage Road constructed to serve the Westlake Conoco.
-ft Resolution -Interfund Loan:A resolution was presented which provides for an interfund loan of$15,000
from the Street Improvement Fund to the Airport Fund.
Action Taken:Mr.Pearce moved that the Consent Agenda be approved,seconded by Mr.Reese,and
passed unanimously.

VI.ORDINANCES AND RESOLUTIONS
ORDINANCE -PARKING REGULATIONS -2ND READING
An ordinance was presented which provides for two hour parking on the west side of Ivy Street between
C Street and Lakeside Driveand extends the existing prohibited parking during school hours 500'down Ivy
from the intersection of C Street.
The ordinance amending Chapter 10.12 of the Moses Lake Municipal Code entitled "Parking Regulations"
was read by title only.
Action Taken:Mr.Reese moved that the second reading of the ordinance be adopted,seconded by Mr.
Paine, and passed unanimously.

ORDINANCE -SEWER REGULATIONS -2ND READING
An ordinance was presented which increases the amount required before connection to city sewer is not
mandatory.
The ordinance amending Chapter 13.04 of the Moses Lake Municipal Code entitled "Sewer Regulations"was
read by title only.^"^
Action Taken:Mr. Collier moved that the second reading of the ordinance be adopted,seconded by Mr.
Paine,and passed unanimously.
ORDINANCE -GAMBLING TAX -1ST READING
An ordinance was presented which repeals sections of the gambling tax ordinance which are crimes by
existing state law and provides for a new civil penalty section.
The ordinance amending Chapter 3.18 of the Moses Lake Municipal Code entitled "Gambling Tax"by
repealing sections 3.18.530 - .580 and adopting new section 3.18.450 was read by title only.
ActionTaken:Mr.Reese moved that the firstreading of the ordinance be adopted,seconded by Mr.Paine,
and passed unanimously.
ORDINANCE -SALES AND USE TAX -1ST READING
An ordinance was presented which provides for a civil penalty for a violation of the sales and use tax
regulations.
The ordinance amending Chapter 3.24 of the Moses Lake Municipal Code entitled "Sales and Use Tax" by
amending section 3.24.050 was read by title only.
Action Taken:Mr.Pearce moved that the first reading of the ordinance be adopted,seconded by Mr.
Collier,and passed unanimously./^\
ORDINANCE -UTILITY OCCUPATION TAX -1ST READING
An ordinance was presented which increases the civil penalty for a violation of the utility occupation tax
regulations in order to bring it into conformity with other civil penalties for tax violations.
The ordinance amending Chapter3.30 ofthe Moses Lake Municipal Code entitled"Utility Occupation Tax"
by amending section 3.30.190 was read by title only.
ActionTaken:Mr.Reese moved thatthe first readingofthe ordinancebe adopted,seconded by Mr.Pearce,
and passed unanimously.

COMMUNITY POLICING SURVEY -AGREEMENT
Authorizationwas requested forthe cityto enter intoan agreement withthe Washington State University for
a community survey regarding the Moses Lake Community Policing Program.
Action Taken:Mr.Reese moved that authorization be granted for the City Manager to sign the agreement
with Washington State University for a community policing survey,seconded by Mr.Paine, and passed
unanimously.
X.COUNCIL QUESTIONS AND COMMENTS
AQUATIC CENTER
Mr.Chapman stated that the memo from the City Enginer concerning the pool heaters indicates that they
will be repaired by the end of the month.He wanted to know what the schedule would have been for the
aquatic center if the heaters had been working properly.
Joseph K.Gavinski,City Manager,stated that the schedule would have been to be open through the Labor
Day weekend and then on weekends through the end of September,depending on weather.
GROWTH MANAGEMENT
Mr.Chapman wanted to know ifthe city has to have public participation inthe designation of interimurban
growth areas priorto submitting the proposed area to the county.
Joseph K.Gavinski,City Manager,stated that it is the county's responsibility to provide for the public
hearings under state law.
XI.CITY MANAGER REPORTS AND COMMENTS
INVESTMENT REPORT
Joseph K.Gavinski, City Manager, reported that the city received $34,093.26 in investment income for
August 31,1994.

Joseph K.Gavinski,City Manager,stated that the city will receive $232,809.08 on September 30 in sales tax.//Sa'^

rental income.
AGCT MEETING
^—Joseph K.Gavinski,City Manager,reminded the Council of the AGCT meeting on Thursday,September 29 "<%lr
at the Adam East Museum and Art Center where the appointment of a person to the E911 operating board
will be discussed.

Joseph K.Gavinski,City Manager,distributed the draft Interlocal Agreement for the Operation of the Grant \\i^
County E911 Communications Center and requested direction from Council on whether or not the City of
Moses Lake should participate.Grant County would like to have Moses Lake be the back up for the main
system in Ephrata and they will fully fund the equipment that would be necessary for that.The equipment
could be used just as back up for the main system in Ephrata or used forthe city's own dispatching.

Action Taken:Mr.Pearce moved that the city participate in the E911 system as either a primary or
secondary dispatching facility,seconded by Mr.Chapman,and passed unanimously.
The regular meeting was recessed at 8:50p.m. and the Council met inan executive session to discuss real
estate. The executive session was adjourned at 9 p.m. and the regular meeting was reconvened. The
