An ordinance was presented which changes the billing period for the irrigation season from April through
October to April through November.This amendment would alleviate the problems which occur when
computing the flat rate for the non-irrigation season based upon a November through March time period.
The ordinance amendingChapter 13.12 ofthe MosesLakeMunicipal Code entitled "Water andSewer Rates"
was read by title only.
Action Taken:Mr.Chandler movedthatthe second reading ofthe ordinance beadoptedandthe summary
for publication be approved,seconded by Mrs.Brown,and passed unanimously.
ORDINANCE - POLE BUILDINGS-1ST READING..,,
An ordinance was presented which deletes the expiration section of the ordinance.In effect this would
prohibitthe construction of pole buildings inside the city limits.
The ordinance amending Chapter 16.60 ofthe Moses Lake Municipal Code entitled"PoleBuildings"was read
by title only.
Action Taken:Mr.Reese moved that the firstreading of the ordinance be adopted,seconded by Mr.Collier,
and passed unanimously.

An ordinance was presented which authorizes the issuance of bonds which would refund current debt on
water/sewer revenue bonds.Also included for Council approval is a bond purchase agreement.
The ordinance of the City Council of the City of Moses Lake,Washington authorizing the issuance and sale
of junior lien waterand sewer revenue refunding bonds ofthe cityinthe original principal amount of notto
exceed $3,500,000 to refund, pay and retire a portion of the debt service on the outstanding Water and
Sewer Revenue Refunding Bonds,1985and Water and Sewer Revenue Bonds,1990 ofthe Cityon orafter
July 1,1996 andto fundand paythe interestonthe bonds hereinauthorizeduntil such date;fixing the date,
form,terms,maturities and covenants of the bonds;creating a special refunding account,creating a special
bond redemption fund to provide for payment ofthe bonds authorized herein andbonds hereafter issued
ona parity therewith;providing for and authorizing the purchase of United States government obligations
