1989 02 074291 CITY COUNCIL CITY OF MOSES LAKE February 7,1989 Members Present:Wayne Rimple,David Chandler,Roger Biallas,Norman Johnson, Bill Frederickson,Bill Reese,and Charles Edwards I.CITIZEN INPUT - None II.CONSENT AGENDA - None III.CONSIDERATION OF BIDS - None IV.PETITIONS,COMMUNICATIONS,OR PUBLIC HEARINGS -None V.ORDINANCES AND RESOLUTIONS - None VI.REQUESTS TO CALL FOR BIDS -None VII.REFERRALS FROM COMMISSIONS - None VIII.OTHER ITEMS FOR COUNCIL CONSIDERATION TOURISM COUNCIL -BUDGET/COMMISSION The 1989 budget for the Tourism Council was presented to the Council.Also, it was recommended by the City Manager that the Tourism Council be made a city commission,responsible for giving advice to the Council on tourism matters. There was some discussion about the proposed budget for the Moses Lake Tourism Council.It was suggested that instead of advertising the city,events within the city be advertised,such as the Spring Festival,the Grant County Fair, the hydroplane races,etc. Action Taken:Mr.Johnson moved that the Moses Lake Tourism Council 1989 Bud get in the amount of $48,000 be accepted,seconded by Mr.Frederickson,and passed unanimously. The question of creating a Moses Lake Tourism Commission was discussed.A city commission would give the council credibility and legitimize the expenses the city is currently paying for individuals to attend trade shows,etc. It was the consensus of the Council that an ordinance be drafted to establish a Tourism Commission. GARBAGE COLLECTION/RECYCLING There was considerable discussion by the Council on the current garbage col-JO<J<r lection service as opposed to the 1,2,and 3 can rate.Keeping track of who ~^p7T^ has 1 can,who has 2 cans,and who has 3 cans could be a major problem.K\sojOo7^u people may have a tendency to overload a can in order to get by with 1 can. During the summer months a household may need more cans than in winter months because of grass clippings and garden debris and it is set up so that they could not change the number of cans they needed except once a year.It was felt that the city should remain with the existing system and look into the possibility of recycling in the future. Action Taken:Mr.Chandler moved that the contract to Lakeside Disposal for garbage collection be reconsidered,seconded by Mr.Biallas,and passed unanimously. Action Taken:Mr.Chandler moved that the city enter into a contract with Lakeside Disposal with a 3 can residential pick up as proposed in Alternate 1 and include a requirement for the contractor to negotiate with the city,at the city's discretion,on the issue of recycling and a tiered (1,2,and 3 can)rate at a later date,seconded by Mr.Johnson,and passed with Mr. Frederickson opposed as he felt there should be a cap on the CPI rate increase.
