MINUTES:Mr.Biallas moved that the minutes of the meeting of October 10, be approved as submitted,
seconded by Mr.Frederickson, and passed unanimously.
APPROVAL OF BILLS.CHECKS.AND PREPAID CLAIMS
ActionTaken:Mr.Biallas moved that the bills,checks, and prepaid claims issued be approved,seconded
by Mr.Johnson, and passed with Mr.Rimpleabstaining from voting forthat portion of the bills to Faber
Industrial Supply.
Vouchers auditedand certified by the Finance Director as required by RCW42.24.080,and those expense
reimbursement claims certified as required by RCW42.24.090,have been recordedon a listing which has
been made available to the City Council.
Claims:Thevouchers included onthe belowlistas modified bythe Council and noted upon saidlist for the
Councilmeeting of October 24,1989 forthe funds listed below areapproved inthe amount of $301,250.30
for all funds.

V.ORDINANCES AND RESOLUTIONS
0 ORDINANCE -AMEND 1989 BUDGET - 2ND READING
An ordinance was presented which amends the 1989 budget.
The ordinance amending the 1989 budget for the City of Moses Lake,Washington was read by title only.

Action Taken:Mr.Johnson moved that the second reading of the ordinance be adopted and the summary
for publication be approved,seconded by Mr.Edwards,and passed unanimously.
ORDINANCE -WEIGHT AND LOAD RESTRICTIONS -1ST READING
An ordinance was presented which establishes a truck route for the city.
The ordinance amending Chapter 10.16 of the Moses Lake Municipal Code entitled "Weight and Load
Restrictions"was read by title only.
Joseph K.Gavinski,City Manager,stated that an additional ordinance is being presented which restricts
through truck traffic to Highway 17 and I-90. If this ordinance is passed,it will be forwarded to the
Department of Transportation fortheir comments after the passage of the second reading of the ordinance.
Marv Aiken,Vista Towing Service,distributed some information to the Council and spoke in favor of
increasing the gross vehicle weight to 16,000 lbs. and requested that he be allowed to park his tow truck
in front of his residence over night.
There was considerable discussion by the Council and it was determined to insert "as established by the
manufacturer"after gross vehicle weight (GVW) in section 10.16.010.
The Council discussed the proposed amendmentto restrictthrough truck trafficto Highway 17 and i-90and
determined to include it in the present ordinance and pass it as a first reading.
Action Taken:Mr.Biallas moved that the ordinance be amended to include "as established by the
manufacturer" after gross vehicle weight (GVW) in section 10.16.010 and to change section 10.16.030 to
restrict through truck traffic to Highway 17 and I-90,seconded by Mr.Chandler, and passed with Mr.
Frederickson opposed.
ORDINANCE -CITY BUS LINES -FRANCHISE -1ST READING
An ordinance was presented which grants a franchise to Moses Lake Charterand Limousine Service d/b/a
City Bus Lines for the operation of a bus transportation system in the city.
The ordinance of the City of Moses Lake granting a franchise to Moses Lake Charter and Limousine Service
d/b/a Moses Lake City Bus Lines, for the establishment,maintenance,and operation of a motorbus
transportation system in the City of Moses Lake, for the transportation for hireof passengers as a common
carrier, and fixing the terms and conditions of such grant was read by title only.
Action Taken:Mr.Edwards moved that the first reading of the ordinance be adopted,seconded by Mr.
Biallas,and passed unanimously.
.A RESOLUTION -INTERFUND LOAN
|0»°1 A resolution was presented which provides for an interfund loan from the General Fund to the Street
Improvement Fund to cover the expenses of the account.
The resolution authorizing an inter-fund loan for the Street Improvement Fund from the General Fund was
read by title only.
ActionTaken:Mr.Edwardsmoved thatthe resolution be adopted,seconded by Mr.Chandler,and passed
unanimously.
VI.REQUESTS TO CALL FOR BIDS
CASCADE BOAT DOCKS
Staffrequested authorization to call for bids for the construction of six boatday mooragedock systems to
be placed at Cascade Park.
ActionTaken:Mr.Chandlermoved that staff be authorizedto call forbids,seconded by Mr.Edwards,and
passed unanimously.

VIII.OTHER ITEMS FOR COUNCIL CONSIDERATION
STATE PARK ANNEXATION -NOTICE OF INTENT
The Washington State Parks and Recreation Commission has submitted a Notice of Intent to Annex to the
city a portion of the Moses Lake State Park.The Council may wish to set November 28,1989 as the date
to consider the Notice of Intent and to direct the Planning Commission to hold a public hearing and make
a recommendation to the Council to accept,with a zoning recommendation,or reject the Notice of Intent.
Mr.Edwards felt that the annexation should include the entire area owned by the Washington State Parks
and Recreation Commission.
Action Taken:Mr.Chandler moved that the Planning Commission be directed to consider the Notice of
Intent to annex at their November 16 meeting and the matter be considered at the November 28 Council
meeting,seconded by Mr.Johnson,and passed with Mr.Edwards opposed.
IX.COUNCIL QUESTIONS AND COMMENTS
TRAFFIC STUDY
Mr.Frederickson suggested that the Council approve the spending of $5,500 in the 1990 budget for its
portion of the costs of the traffic study.
Action Taken:Mr.Frederickson moved that city staff be authorized to send a letter to the Department of
Transportation inWenatchee to the effect that the Council has agreed to expend $5,500 forthe Moses Lake
Urban Traffic Study,seconded by Mr.Rimple,and passed unanimously.
Mr.Chandler felt that enough traffic studieshavebeen done inthe pastand another is not necessary.
The motion passed with Mr.Chandlerand Mr.Johnson opposed.
X.CITY MANAGER REPORTS AND COMMENTS

The transient rental income reports for October were presented.
SALES TAX DISTRIBUTION
The report on the sales tax received for Julyand Augustwas presented.""
NORTHWEST ENERGY CODE
/O30>Aletter wasdistributed tothe Council from the PUD which encourages the adoption ofthe Northwest Energy
Code.
It was the consensus of the Council to have the PUD at a meeting to discuss the issue.
TOURISM
Joseph K.Gavinski,CityManager,distributed a copy of a letterfrom Newton,Iowa concerningtheirVisitor
and Conference Bureau and their budget.
The regular meeting was recessed at 10 p.m. and the Council met in an executive session to discuss
litigation.The executive session was adjourned at 10:30p.m. and the reaularmeetina wasreconvened.The
regular meeting was adjourned at 10:30 p.m.
