CITY COUNCIL MEETING -REGULAR MEETING January 22,1980
POLICE/COUNCIL FACILITY 8 p.m.
Members Present:Steve Shinn,Barry Ziegler,Harvey Vernier,Bob Hill,Don Swanson,
Chuck Edwards,and Norm Johnson
The meeting was called to order at 8 p.m.by Mayor Robert Hill.
Mr.Edwards moved that the minutes of the meeting of January 8 be approved as
submitted,seconded by Mr.Johnson,and passed unanimously.

Mr.Mike Lynch of the Northwest Regional Library Association gave a presentation on
the library facilities.
0 PROCLAMATION -ALCOHOL AWARENESS WEEK
The proclamation declaring January 20 through 26 as Alcoholism Awareness Week was
read in its entirety.
Mr.Ziegler moved that the proclamation be adopted,seconded by Mr.Shinn,and
passed unanimously.
V.ORDINANCES AND RESOLUTIONS
i(j|ORDINANCE -AMENDING CHAPTER 12.16 -EXCAVATIONS AND OBSTRUCTIONS -2ND READING
A letter was read from Joseph Gavinski,City Attorney,which presented the amend
ments to the street obstruction and bonding requirements.
The ordinance amending Chapter 12.16 of the Moses Lake Municipal Code entitled
Excavations and Obstructions"by clarifying the bonding requirements under Chapter
12.16 was read by title only.
Mr.Edwards moved that the second reading of the ordinance be adopted,seconded by
Mr.Shinn,and passed unanimously.

ORDINANCE -CLARIFYING LEGAL DESCRIPTION -POPLAR SANDS ANNEXATION - 2ND READING
A letter was read from Joseph Gavinski,City Attorney,which presented an ordinance
clarifying the legal description of the Poplar Sands property annexed by Ordinance
No.941.
The ordinance clarifying the legal description contained in Ordinance No.941 was
read by title only.
Mr.Shinn moved that the second reading of the ordinance be adopted,seconded by
Mr.Swanson,and passed unanimously.
j RESOLUTION -ADOPTING PARK &RECREATION COMPREHENSIVE PLAN

A letter was read from Cecil Lee,Park and Recreation Director,which presented the
Park and Recreation Comprehensive Plan.
The resolution adopting the Parks and Recreation Comprehensive Plan was read by
title only.
Mr.Swanson moved that the resolution be adopted,seconded by Mr.Johnson,and
passed unanimously.
RESOLUTION OF APPRECIATION -MOSES LAKE JUNIOR WOMEN'S CLUB
)W A letter was read from R.Douglas Zenor,City Manager,which stated that the Junior
Women's Club painted the faded blue inserts on both City Hall and Adam East Museum
and requested that the Council recognize these efforts by formal resolution.
The resolution expressing appreciation to the Moses Lake Junior Women's Club for a
community service project was read in its entirety.
Mr.Johnson moved that the resolution be adopted,seconded by Mr.Ziegler,and
passed unanimously.
A certificate was presented to the Junior Women's Club.

VI.REQUESTS TO CALL FOR BIDS
VEHICLES AND EQUIPMENT
A letter was read from Robert Townsend,Public Works Director,which requested
authorization to call for bids for an 18,000 GVW truck,a dump bed to mount on the
18,000 GVW truck,four trucks,and one sedan.
Mr.Swanson had some questions on the bid specifications for the equipment.
Mr.Ziegler moved that this item be tabled until the February 11 meeting,seconded
by Mr.Shinn,and passed unanimously.
It was the consensus of the Council that Mr.Swanson meet witR city staff to
review the specifications on the proposed equipment.

VIII.OTHER ITEMS FOR COUNCIL CONSIDERATION
AWC MEETING
Mr.Hill stated that there is an AWC meeting in Olympia on February 15 and he would
like to go over on Thursday morning to meet with the legislators before the meeting.
Mr.Ziegler,Mr.Shinn,Mr.Johnson,Mr.Hill and Mr.Zenor indicated they are
planning to go.

CITY MANAGER REPORTS AND COMMENTS
LARSON AREA ANNEXATION -ZONING RECOMMENDATIONS
R.Douglas Zenor,City Manager,presented the proposed zoning as recommended by the
Planning Commission.He recommended that action be deferred until the petition for
annexation is received.He noted that the Council has the authority to reduce
annexation boundaries if necessary but does not have the authority to expand them.
CHANGE OF MEETING DATE

R.Douglas Zenor,City Manager,recommended that the meeting scheduled for February
12,which is Lincoln's Birthday,be rescheduled to Monday,February 11.
Mr.Edwards moved that February 11 be set as the meeting date for the Council
meeting,seconded by Mr.Ziegler,and passed unanimously.
SOLID WASTE INTER-LOCAL AGREEMENT
R.Douglas Zenor,City Manager,reported on the results of the meeting with the
Solid Waste Operating Board.There was some discussion by the Council.
A special Council meeting was send for Tuesday,January 29,at 7:30 p.m to discuss
the Solid Waste Inter-Local Agreement.
The meeting was adjourned at 9:30 p.m.and the Council met in executive session.
