1980 06 032988 CITY OF MOSES LAKE MOSES LAKE,WASHINGTON CITY COUNCIL MEETING - SPECIAL MEETING June 3, 1980 POLICE/COUNCIL FACILITY 8 p.m. Members Present:Steve Shinn,Barry Ziegler,Bob Hill,Norm Johnson,Charles Edwards,and Don Swanson Absent:Harvey Vernier ~The meeting was called to order at 8 p.m.by Mayor Robert Hill. J Mr.Ziegler moved that the minutes of the meeting of May 27 be approved as submitted, ^—'seconded by Mr.Johnson,and passed unanimously. I.CITIZEN INPUT None II.CONSENT AGENDA None III.CONSIDERATION OF BIDS None IV.PETITIONS,COMMUNICATIONS,OR PUBLIC HEARINGS None V.ORDINANCES AND RESOLUTIONS RESOLUTION -EMERGENCY CONTRACTS AND EXPENDITURES ToTf /j^V .I A letter was read from Joseph K.Gavinski,City Manager,which presented a resolu- I tion authorizing the City Manager to sign contracts with specialty firms engaged in j_)street clean-up and to make emergency capital expenditures. The resolution authorizing the City Manager to sign agreements for street clean-up on behalf of the City of Moses Lake and to make emergency capital expenditures was read by title only. Mr.Johnson moved that the resolution be adopted,seconded by Mr.Shinn,and passed unanimously. ORDINANCE -REGISTERED WARRANTS A letter was read from Robert Gazewood,Finance Director,which presented ordinances for enactment of registered warrants to fund the clean-up of the volcanic ash fallout.Bids were received from Peoples National Bank and Rainier Bank. Mr.Gazewood explained the different funding proposals offered by the two banks and recommended that the offer from Rainier Bank be accepted. After some discussion it was the concensus of the Council that the offer from Rainier Bank to market the registered warrants at the interst of one-half of one percent below its current expense revenue warrant rate with the provision that at the end of 90 days the rate on additional registered warrants issued may be re negotiated be accepted. j The ordinance establishing registered warrants as the method of interim financing i—1 of the related clean-up costs resulting from the Mount St.Helens volcanic ash fallout and to establish a volcanic disaster relief fund;and setting the amount, form,date,and interest rate on the registered warrants;and providing for methods of payment of registered warrants was read by title only. The resolution authorizing the City Manager to act as coordinator for all SCAN activities was read by title only. Mr.Shinn moved that the resolution be adopted,seconded by Mr.Johnson,and passed unanimously. ORDINANCE -FRANCHISE -WATER MAIN -MOSES LAKE IRRIGATION DISTRICT -2ND READING A letter was read from Robert Townsend,Public Works Direcotr,which stated that the Moses Lake Irrigation &Rehabilitation District has requested a franchise for maintaining water mains in the public right-of-ways and across public owned land for a pipeline to pump dilution water from Parker Horn to Pelican Horn. The ordinance granting to Moses Lake Irrigation and Rehabilitation District the right and franchise to use and occupy streets and other public places and ways of the City of Moses Lake,Washington,to construct,maintain,repair,renew,and operate a water system within and through certain portions of the City of Moses Lake,Washington,was read by title only. Mr.Edwards moved that the second reading of the ordinance be adopted,seconded by Mr.Swanson,and passed unanimously. VI.REQUESTS TO CALL FOR BIDS HOUSING REHABILITATION SPECS |0 A letter was read from Dean Hagerty,Chairman of the Citizens Advisory Committee for the Community Development Block Grant,which recommended that Job No.015-N and 016-DI be approved for bids.The Council approved Job No.003-T for bidding and raised the funding limt to $10,000 but that the improvements beyond its eligible loan amount of $8,065 were not to exceed Priority 3.John Epler,HUD representative, reviewed the Block Grant Program and visited this home and stated that the items, Council excluded were indeed health and safety hazards and recommended that they be included under Priortiy 2 as health and safety hazards. Mr.Ziegler moved that staff be authorized to call for bids on Job No.015-N, seconded by Mr.Johnson,and passed unanimously. Mr.Edwards moved that staff be authorized to call for bids on Job No.016-DI, seconded by Mr.Shinn,and passed unanimously. Mr.Edwards moved that items a,b,and f under Priorty 5 on Job No.003-T be moved up under Priority 2,and Job No.003-T be approved,seconded by Mr.Johnson,and passed with Mr.Ziegler opposed. VII.REFERRALS FROM COMMISSIONS None VIII.OTHER ITEMS FOR COUNCIL CONSIDERATION None IX.COUNCIL QUESTIONS AND COMMENTS VOLCANO LETTERS Mr.Hill read a letter addressed to all city employees thanking them for their efforts during the disaster. Mr.Ziegler moved that the letter be endorsed by the Council,seconded by Mr. Shinn,and passed unanimously. 0 2990 CITY COUNCIL MINUTES:3 June 3,1980 Mr.Hill read a letter to Mayor Lynch of Wenatchee which thanked them for their help during the crisis after the Mount St.Helens eruption which is to be signed by the City Manager and City Council.The Mayor will hand deliver it to the Wenatchee City Council at their next Council meeting. The Mayor also mentioned that the city had received letters from Marysville,JAL, Mayor of Yonezawa,Mr.Sanyo,and from several other states. X.CITY MANAGER REPORTS AND COMMENTS VOLCANO REPORT Joseph K.Gavinski,City Manager,reported that 1,855,000 cubic yards of ash fell ^' on Moses Lake,excluding the lake area.This is an average of 200 cubic yards per household. He stated that he had talked with the Department of Ecology and was told that the Attorney General's Office is not contemplating any sort of legal action against the city at this point because of the ash dumping.They did request that the city stop dumping in those areas if it were reasonable. He stated that there is a Federal Emergency Management Agency meeting at 3 p.m.on Wednesday,June 4 at the St.Rose of Lima School in Ephrata.This is an applicant's briefing which will tell us what to do to get disaster assistance.He also mentioned that the city has two people from the Corps of Engineers helping coordinate and locate the necessary equipment for the clean-up. Mr.Gavinski stated that the problem of what to do with the city's recreation program was discussed and that the Health District is recommending that outdoor activities not be encouraged.There was some discussion about the possibility of monitoring the air quality of Moses Lake and Mr.Gavinski stated that the city does not have the equipment to monitor it on a day to day basis.He stated that there are people in Moses Lake from the disease control center in Atlanta here now that are doing research in this area and should have some more information within another week.Mr.Gavinski recommended that the city curtail any outdoor recreation activities for another week and then look at it again. Mr.Ziegler moved that no action be taken on outdoor activities for one week pending the results of tests being made and direction given to us by Grant County Health Department,seconded by Mr.Edwards,and passed unanimously.
