FEDERAL REVENUE SHARING MEETING
September 30,1980
7:30 P.M.
The meeting was called to order by Joseph K.Gavinski,City Manager,at
7:30 p.m.for the sole purpose of receiving citizen input as to the possible
uses of Revenue Sharing Money.Mr.Gavinski stated that no recommendations re
garding the 1981 Budget would be made to the City Council until such time as this
hearing is held.
Mr.Gavinski stated that it is undetermined whether there will be funds and
if there is funding,what that funding will be.He stated that this is a public
hearing and any input would be placed in the record at this time.
Larry Buckley,1840 So.Division,a member of the Park and Recreation Advis
ory Commission,stated that he would like to have a discretionary fund within
reason available to the Park and Recreation Department to be used on a project,
at the commission's discretion.There are possibilities of projects available
with the Young American's Conservation Corps,the Columbia Basin Job Corps,and
Japan Air Lines.These organizations have the manpower,equipment and machinery
available to be used on projects,where the city could utilize these resources,
if funds were available to purchase materials needed.The Department of Fish
and Game may also be a possible resource for a project.Engineering studies
for the Peninsula area,bike path crossing on the Alder Street fill,or some
other project,could possibly be funded.This project would be determined by the
commission and not one that has been included in the 1981 Budget.
Mr.Gavinski asked Mr.Buckley if he had any particular amount of money in
mind.Mr.Buckley said that they had passed a motion to have some engineering
funds available for a project,but nothing definite had been decided.He stated
that the former City Manager had set aside some funds for special named projects,
but their desire was for some funds for projects that they could initiate with the
organizations that are available to provide the manpower.He realizes that it
would take a public hearing to transfer money into their budget if they wanted
funds for a project that was not budgeted.
Mr.Gavinski asked if they were suggesting that the City put the funds into
the Budget in a separate fund,and Mr.Buckley replied that they wanted to have the
funds available without having to change the Budget.
Mr.Gavinski asked if there were any more comments from the audience.
Richard Teals,311 W.Northshore Drive,also a member of the Park and Rec
reation Advisory Commission,stated that he wished to second Mr.Buckley's position
and comments.
Avery Harrison,also a member of the Park and Recreation Advisory Commission
asked that the commission members be given more flexibility because they felt alot
of frustration when they could not make any decisions on projects that require funds.
Mr.Gavinski asked if there were any more comments from the audience.He
also reminded everyone that there will be another opportunity to submit proposed uses
of funds at the budget hearings,and there would be two public hearings before the
Budget for 1981 was adopted.
Mr.Gavinski asked if there were any written comments,and a letter from
Gina Dietzen-Harris,910 So.Garden Drive,was read which requested that a covered
swimming pool complex would be enjoyed by residents of all ages and the Manta Ray Swim
Team would have year round use,and requested the city consider this proposal.
Mr.Gavinski stated that since there were no further comments,that a notice
of the public hearing on the budget would be published in the Columbia Basin Daily
Herald,and a copy of the 1981 Budget would be available during normal business hours
at city hall for the public.
The meeting was adjourned at 7:45 p.m.
