1980 11 193058 CITY OF MOSES LAKE MOSES LAKE,WASHINGTON SPECIAL COUNCIL SESSION November 19,1980 COUNCIL CHAMBERS 8:00 p.m. Members Present:Bob Hill,Don Swanson,Norm Johnson,Harvey Vernier,Stephen Shinn,Barry Ziegler,and Charles Edwards The meeting was called to order at 8 p.m.by Mayor Robert Hill. Mayor Hill stated that this is a special meeting with one item on the Agenda to consider a request from Faye Maslen,Chairperson,Christmas Promotions,Retail Trades Committee,Chamber of Commerce. The letter dated November 14,1980,was read: "Mayor Robert Hill §City Councilmen: As chairperson of the Christmas promotion of the Retail Trades Committee for the Moses Lake Area Chamber of Commerce,may I request time on the next City Council agenda for the following reasons: 1.Place barricades on Third Avenue from the Division Street crosswalk to the Ash Street crosswalk. 2.Starting Friday,November 28th at 6:00 am through Saturday,November 29th at 6:00 pm. Saturday,December 6th from 6:00 am to 6:00 pm. Saturday,December 13th from 6:00 am to 6:00 pm. Friday,December 19th from 6:00 am to Wednesday,December 24th,at 6:00 pm. The purpose of the barricades would be to allow Christmas related activities in a mall/pedestrian orientated area and to make strolling from shop to shop a fun event. During the period this area is in use we would do the following: 1.Place approved open barrels on cinder blocks in a casual arrangment for the purpose of building warming fires. 2.Place picnic benches within this area to encourage shoppers to sit and visit with friends and warm themselves at these outdoor fires. 3.Place a removable Christmas tree in the designated area to enhance the Christmas spirit. 4.Bolt or affix live,green Christmas trees to the existing parking meter poles in designated areas. 5.Schedule the official visitation of Santa Claus to coincide with these activites;perhaps have Santa arrive in a horse drawn wagon,sleigh or cart, 6.Allow two or three approved non-profit organizations to sell pretzels, hot drinks,popcorn and peanuts during these scheduled activites.This would encourage the Christmas spirit and promote pedestrian type activities. 7.Community Christmas carol singing would be scheduled at various times within this four week period. 8.Other possible activities scheduled could include: a.Merchant sponsored Marshmallow Roast b.Roller Skating Party c.Open Air Baazar d.Youth or Church sponsored Hay Ride 9.Outdoor Christmas music will be provided during the month of December. The Retail Trades Committee is working to promote a holiday spirit while shopping in Moses Lake and would like to have the City Council's support in helping to achieve our goal,"Shopping is more fun in Moses Lake". (Signed)Faye Maslen" 3059 CITY COUNCIL MINUTES:2 November 19,1980 Mayor Hill asked the City Manager if he had any comments from the Police and Fire Departments,and Mr.Gavinski answered that the Fire Department wants fire access lanes.The Fire Department was also concerned about the barrels for the open fires.He received a note from the Police Department that they would help in any way they can. Mr.Ziegler stated that he thought this was a good idea,and Mr.Johnson thought it was also. Mr.Vernier asked if the city would be assuming any liability allowing the open fires like that,and Mr.Gavinski answered that the city would not have any liability. Mr.Johnson moved to grant the request,seconded by Mr.Ziegler,and passed unanimously. Mayor Hill stated that it happens that the Council was scheduled to have a study session tonight,normally the Council would not call a special meeting for a request like this. Mayor Hill requested the City Council secretary to mail Karen Gordon,Manager, of the Chamber of Commerce with a City Calendar of the days that the Council regularly meets. Mr.Ziegler stated that the Council meetings are always held the 2nd and 4th Tuesdays of every month. The meeting was adjourned at 8:15 p.m. ATTEST: Acting City Clerk n
