1981 10 06 Revenue Sharing3202 GENERAL REVENUE SHARING MEETING October 6,1981 7:30 p.m. The meeting was called to order at 7:30 by Joseph K. Gavinski,City Manager.He stated that a notice was published //V/ in the Columbia Basin Daily Herald regarding the scheduled revenue sharing monies for 1981 and 1982.The meeting is a public meeting to give the citizens of Moses Lake an inital 1—•opportunity to make oral and written comments for possible uses of General Federal Revenue Sharing funds.He stated that the meeting was being recorded and anybody that has any comments should use the microphone on the podium.As to the uses of available funds for 1981 and 1982, no decision will be made tonight.This is a public meeting in order to gain input,Mr. Gavinski will use that information when formulating the prelim inary budget which is presented to City Council.The ultimate decision as to how the 1981 and 1982 monies are used is ultimately left to the City Council,when the final budget is passed,and after the Council has had the opportunity to review the prelim inary budget that he presents to them. The amount of General Revenue Sharing funds which are expected to be available in 1981 is approximately $240,000 and most of those monies have already been received. The amount of General Revenue Sharing funds for 1982 is estimated to be approximately $240,000.At this time he asked if any citizens have any input in regard to requested uses. Margery Biery,representing Grant County Seniors,Transporta tion Committee,stated that she would like to request on behalf f^of the Grant County Seniors and the handicapped population of the I I City of Moses Lake,the amount of $3,500 to be used in the local 5 J match purchase toward a 15-passenger van to provide transportation —*for the handicapped. Grant County Seniors have been providing transportation to the senior citizens for the past five years and are now able to provide transportation to the handicapped. These are a specialized group of people with specialized needs. They are able to purchase this van and already received approval for the purchase from Mass Transit Administration.Due to curtailments last year of funding they had to divert capital funds to operating funds,thereby necessitating this request. They would be more than happy to supply any background paper material that is requested by the City.Their goal, as providers of transportation to the elder and handicapped,has been to put all the social services as possible under one roof, and she stated that their vans are seen around town.She,asked if there were any questions, and there were none. Mrs. Biery, as a private citizen,stated that she-would like to request,if it was possible to divert these funds,to repaving and reconstruction of Division Street from Nelson Road to the freeway. Mr.Gavinski asked if there was any one else in the audience that had any comments regarding proposed uses of General Revenue Sharing monies. O Mrs.Joyce Rector asked if there were any strings attached to these monies. Mr.Gavinski stated that in terms of grants of federal monies there were virtually no strings attached.He stated that the city has to follow some procedural guidelines,but other than that the monies can be used for any general municipal purpose. Mrs. Rector asked about the public library. Mr. Gavinski answered that that would be one purpose that would be allowed. Mrs.Rector stated that her main request would be to reinstate 3203 regional services and stated that wouldn't take even half of the money. Mr. Gavinski stated that it would be approximately $240,000 in 1981,and $240,000 in 1982,so there is approximately $480,000.Mrs.Rector stated that she was thinking of the 1982 Budget,because as far as 1981, she assumed it had been taken care of.Mr.Gavinski answered that it was taken care of in 1981. Mr.Gavinski asked if there were any additional comments from the audience regarding proposed uses of General Revenue Sharing money.There were no further comments. He asked the secretary if there were any written comments, and the secretary answered that there were none. He stated that people in attendance and all other citizens are advised that they will have an opportunity to again submit oral and written comments regarding proposed uses of General Revenue Sharing funds prior to the adoption of the proposed uses. Notice of a public hearing for the uses for the 1981 monies and the proposed uses for the 1982 Budget will be published in the Columbia Basin Daily Herald, and citizens wishing to submit comments should attend that public hearing. A statement of proposed uses of General Revenue Sharing funds will be available for public inspection during normal working hours at City Hall, 321 South Balsam, prior to the public hearing on the 1982 Budget, and the 1981 Budget as it is amended using the 1981 Revenue Sharing monies. n The meeting was adjourned at 7:40 p.m. n
