FEDERAL REVENUE SHARING MEETING

The meeting was called to order at 7:30 p.m. by Joseph K.
__Gavinski,City Manager.^
Mr.Gavinski opened the public hearing and stated that this \Jj>
u>j was a public meeting to permit citizens of the City of Moses Lake ^J>
to have an initial opportunity to make oral and written comments ^/0,
regarding possible uses of Federal General Revenue Sharing Funds.
He stated that no decision will be made tonight as to the uses of
available funds'for 1982.
Mr.Gavinski stated that the amount of General Revenue Shar
ing funds expected to be available in 1983 is estimated to be
$247,494,and $54,353,which were carry over from 1982,for a
total of $301,847.
Mr.Gavinski asked if there were any written comments.A
letter received on September 21,1982, from the Senior Opportunity
and Services, 608 East Third Avenue, Moses Lake,Washington 98837,
was read which stated that they understand that the revenue sharing
meeting was being held and if there are funds available for social
and educational programs,they would like to be able to make a
proposal for such funds at a later date. The letter was signed by
Jack Wood,Senior Citizen Board President.
Mr. Bob Eash,representing the Grant County Seniors,presented
a letter dated September 21, 1982, and signed by Mabel Lewellen,
President of the Board of Trustees.In the letter Ms.Lewellen
requested consideration of $3,994.50 in revenue sharing funds be
allocated to the Grant County Seniors for the local share match
^"7 required to purchase one 1983 Van to be used in Moses Lake to tran
sport senior and handicapped citizens of our city through the
Section 18 UMTA Program. The van will be used to replace a six year
old van which it is estimated will have over 100,000 miles on it by
1983 and is now in constant repair status. She also included two
attachments as to the total costs of the vehicle and its seating
arrangements. She added in a post script that in January through
August 1982 they had provided 5,605 senior trips in 40,353 miles
and 7.263 trips for the handicapped in 22,521 miles for the Moses
Lake area.
Mr.Gavinski advised that citizens will have an opportunity to
again submit oral and written comments regarding the proposed uses
of General Revenue Sharing funds prior to the adoption of proposed
uses.A notice of public hearing on the 1983 Budget will be published
in the Columbia Basin Daily Herald.Citizens wishing to submit
comments should attend this public hearing.He also informed the
citizens that a Statement of Proposed Use of General Revenue Sharing
Funds will be available for public inspection during normal business
hours at City Hall prior to the public hearing on the 1983 Budget.
