SPECIAL MEETING
Members Present:Norm Johnson,Wayne Rimple,Charles Edwards,Norm
Staat,and Bill Reese
Absent:Harvey Vernier and Bob Wallenstien
The meeting was called to order by Mayor Norm Johnson at 8:30 a.m.
ANNEXATION POLICY
Joseph K.Gavinski,City Manager,stated that the current annexation
policy requires people to annex if they are contiguous to the city ^
limits and want city water and sewer service.This includes that land /0^>^
which is within a half mile of the city limits.If a person wants
water and sewer service and is beyond the half mile limit,they can get
the service if they sign an agreement which states they will not object
to annexation when the city limits are expanded to their boundaries.
Mr.Gavinski stated that Samaritan Hospital has purchased a piece of
property in the Wiser Commercial Plat which is within the half mile
limit and therefore would require them to annex before water and sewer
service could be provided.However,the property owners between the
Samaritan Hospital property and the city limits do not wish to be
annexed.He stated that the meeting was called to consider this prob
lem since to provide them with water and sewer service,the half mile
provision in the policy would have to be deleted.
Mr.Gavinski stated that in December 1977 the Council granted permis
sion for Mr.Wiser to connect to city water and sewer.He stated that
because of this action,the city could stick with the annexation policy
and require the annexation before connecting them to city water and
sewer,the city could amend the policy,or the city could rely on the
permission previously granted to hook up to city water and sewer.He
stated that he would recommend the third possibility as being the most
reasonable.
Mr.Johnson moved that the city honor the permission granted in 1977 to
hook to city services without requiring annexation,seconded by Mr.
Reese.
Mr.Edwards pointed out that it is city policy to require property to
be annexed before services are installed.
Mr.Rimple pointed out that in 1977 the Council authorized this prop
erty to hook to city services.He stated that a study should be done
to pin point other possible conflicts with the current annexation
policy.
Mr.Gavinski stated that such a study will be done.
The motion passed unanimously.
The meeting was adjourned at 8:45 a.m.
