CITY OF MOSES LAKE
January 11,1983
Members Present:Norm Johnson,Wayne Rimple,Charles Edwards,Norm Staat,Harvey
Vernier,Bob Wallenstien,and Bill Reese
The meeting was called to order by Mayor Norm Johnson at 8 p.m.
Mr.Edwards moved that the minutes of the meeting of December 28,1982 be approved
as submitted,seconded by Mr.Rimple,and passed unanimously.

Mr.Edwards moved that the bills be approved as submitted,seconded by Mr.Wallen
stien,and passed with Mr.Rimple abstaining from voting for that portion of the
bills to Moses Lake Steeel Supply.
I.CITIZEN INPUT
LETTER OF ENDORSEMENT - COMMUNITY ACTION COUNCIL
p^Dave Hiklan from Community Action Council stated that they have received a Community
Services Block Grant.He further stated that the Planning and Community Affairs\J Agency has asked for a letter of endorsement from the City Council even though they
•have already received the grant.
It was the consensus of the Council that a letter of endorsement be drafted.

IV.PETITIONS, COMMUNICATIONS, OR PUBLIC HEARINGS
PUBLIC HEARING - SPECIAL CONNECTION CHARGES ORDINANCE -2ND READING
A letter was read from Joseph K.Gavinski,City Manager,which presented an ordi
nance providing for a special connection charge upon property owners connecting to
the city's water or sewer system.
The ordinance providing for a special connection charge upon owners of property
newly connecting to the city's water system or sewer system was read by title only.
The public hearing was opened.There were no comments,so the public response was

Mr.Edwards moved that the public hearing be closed,seconded by Mr.Rimple,and
passed unanimously.

Mr.Reese wanted to know the present cost of installing a 1"meter.Robert Town-
send,Public Works Director,stated that the city charges $250 to install a 1"
meter but the actual cost is closer to $350.
There was some discussion by Council and it was recommended that a study session be
held.
Mr.Edwards moved that the second reading of the ordinance be tabled and a study
session be set for January 18 at 8 p.m.,seconded by Mr.Vernier,and passed unani
mously.
COMMUNICATION -TAXI SERVICE
A letter was read from Vern Hayes which stated that he would like to open a taxi
service to be called Columbia Basin Taxi Service which would provide a 24-hour taxi
service.
Joseph K.Gavinski,City Manager,pointed out that a license is required before a
taxi service can be operated.He also pointed out that the city has an application
process to handle taxi service requests and he would suggest that this request be
handled through normal channels.
It was the consensus of the Council that Mr.Hayes discuss his proposed taxi ser
vice with city staff.
V.ORDINANCES AND RESOLUTIONS
J0\RESOLUTION -AUTHORIZATION TO EXECUTE AGREEMENTS -FAUS FUNDS^\\—.
A letter was read from Robert Townsend,Public Works Director,which presented a
resolution stating that to qualify for F.A.U.S.funds the City Council of Moses
Lake must agree with the applicable provisions of the Washington State Department
of Transportation as shown on Form 140-039.
The resolution agreeing to state provisions for Federal Aid Urban Systems (F.A.U.S.)
programs was read in its entirety.
Mr.Rimple moved that the resolution be adopted,seconded by Mr.Edwards,and
passed unanimously.

VIII.OTHER ITEMS FOR COUNCIL CONSIDERATION
SAMMONS COMMUNICATIONS -REQUEST FOR SERVICE
A letter was read from Joseph K.Gavinski,City Manager,which stated that several
residents in the Laguna and Westshore areas have requested cable television ser
vice.This request was forwarded to Sammons Communications which stated that the
expense in providing the service to those areas was prohibitive.
Dave Garrett of Sammons Communications stated that to serve the Laguna area it
would take one mile of overhead cable and 1%miles of underground cable at a cost
of $60,000.There are only 21 homes in the Laguna area at this time so it would
not be economically feasible.It would cost approximately $109,500 in the West-
shore area which would include 3.3 miles of overhead cable and 2 miles of under
ground cable.There are only 43 homes in that area.
Dick Hansen wanted to know where the existing trunk line is located.Mr.Garrett
stated that it is located 2,000 feet north of the Hallmark Inn.
There was some discussion on the problem but no action could be taken by the Coun
cil.

IX.COUNCIL QUESTIONS AND COMMENTS
PLANNING COMMISSION RESIGNATION
Mr.Johnson stated that he had received a letter of resignation from Marvin Whitney,
Chairman of the Planning Commission and an appointment to fill the vacancy would be
made at the next Council meeting.
X.CITY MANAGER REPORTS AND COMMENTS
NEW WASTE WATER TREATMENT PLANT

Joseph K.Gavinski,City Manager,stated that the bids on the new waste water
treatment plant were opened on January 4 and they came in substantially lower than
the engineer's estimate.He distributed the bid summary and a letter from Pool
Engineering which recommended the firms which should be awarded the bids.Because
of the low bids,the city will save approximately $2,922 million,which does not
take into account any contingencies.
Mr.Gavinski stated that he will be conferring with Pool Engineering and Seattle
Northwest Securities to determine how much money the city must raise by selling
bonds.He stated that before the bids can be awarded the amount of money the city
has to raise must be determined and new rates established for that purpose.The
city has 60 days to award the bids.He stated that the rate on the revenue bonds
will be approximately 10%to 11%.
SALES TAX
Joseph K.Gavinski,City Manager,stated that sales tax for September and October
was up 29.46%.In 1981 the city received $92,459,in 1982 the city received $120,147.
However,the year-to-day sales tax figure is only up 4.194%.This included the
money received from the sales tax on food.The net effect is a loss of 11.385%.
The city has only received $555,613.
SAMMONS COMMUNICATIONS -STUDY SESSION
Joseph K.Gavinski,City Manager,stated that Dave Garrett,Manager of Sammons
Communications,has requested a study session to discuss the rebuild of the system
which will be completed soon.
A study session was set for January 18 at 8 p.m.in the Council Chambers.
AWC LEGISLATIVE CONFERENCE
Joseph K.Gavinski,City Manager,stated that the AWC Legislative Conference is
scheduled for February 17,1983.
The meeting was adjourned at 8:55 p.m.
