1984 01 243685 CITY COUNCIL CITY OF MOSES LAKE January 24,1984 Members Present:Norm Johnson,Charles Edwards,Wayne Rimple,Bob Wall enstien, Norm Staat,and Dave Chandler Absent:Bill Reese The meeting was called to order at 8 p.m. by Mayor Norm Johnson. Mr. Edwards moved that the minutes of the meeting of January 10 be approved as submitted,seconded by Mr.Rimple,and passed unanimously. APPROVAL OF BILLS REGULAR BILLS AMOUNT GENERAL FUND $25,807.75 STREET 5,666.03 WATER/SEWER FUND 20,890.96 WATER/SEWER CONSTRUCTION 1,001.63 SANITATION FUND 6,319.29 CENTRAL SERVICES 7,732.39 EQUIPMENT RENTAL 499.33 FIREMANS PENSION 30.00 ECON ASST AUTHORITY 23,774.17 TOTAL $91,721.55 Mr.Wallenstien moved that the bills be approved as submitted,seconded by Mr. Rimple,and passed with Mr.Edwards abstaining from voting for that portion of the bills to Coast to Coast and Mr.Rimple abstaining from voting for that portion of the bills to Moses Lake Steel Supply. I.CITIZEN INPUT None II.CONSENT AGENDA Mr.Rimple moved that the following items on the Consent Agenda be approved: 1.Resolution -Granting Easement to PUD 2.Resolution -Cancelling Warrants seconded by Mr.Chandler,and passed unanimously. III.CONSIDERATION OF BIDS None IV.PETITIONS,COMMUNICATIONS,OR PUBLIC HEARINGS None V.ORDINANCES AND RESOLUTIONS None VI.REQUESTS TO CALL FOR BIDS VEHICLES /0 A letter was read from Rita Perstac,Municipal Services Director,which requested authorization to call for bids for a 6 or 8 cylinder car for the Police Department, a 4 cylinder car for the Police Department,and a 4 cylinder car for the Municipal Services Department. Mr.Edwards moved that staff be authorized to call for bids,seconded by Mr.Rimple, and passed unanimously. 3686 CITY COUNCIL MINUTES:2 January 24,1984 COPIERS A,q\A letter was read from Glenn Sharp,Police Chief,which requested authorization to i call for bids for copiers for the Police Department and the Municipal Services Department. .*• Mr.Wallenstien moved that staff be authorized to call for bids,seconded by Mr. Chandler,and passed unanimously. VII.REFERRALS FROM COMMISSIONS REQUEST FOR BOAT RACE Cecil Lee,Park and Recreation Director,stated that the Columbia Basin Power Boat Association has requested the use of Cascade Park day use area for a boat race on July 1,1984.The Park and Recreation Commission has reviewed this request and recommended that they be allowed the use of the park based on the following reasons and stipulations: 1.Timing and conditions of the race will be considerably different from those connected with the race during the last Festival. 2.The race date is not on a three-day weekend. 3.The campground and day use area is locked up from dusk to dawn each night. 4.Overflow camping would not be allowed in the day use area on this specific date,thus significantly reducing the number of campers. 5.The race date will be on a Sunday,thus reducing the likelihood of the days' activity inciting or heightening problem activities in the evening. 6.Most of the problems during the Festival could not be directly connected to the race. The Park and Recreation Commission also recommended that the Association be allowed to hold the one day event,charge admission at the gate,and work with staff to make sure a food concession would be on the site for the event if the following conditions are met: 1.Provide dust control for parking areas and day use roads 2.Provide liability insurance as determined necessary by staff 3.Provide litter control for the day use area during and immediately following the race 4.Sign a hold harmless agreement 5.Pay the city a flat fee of $350 to offset any additional costs the city may have as a result of the race 6.Adhere to any conditions or requirements that staff may require as a condi tion of the use permit Chief Sharp pointed out that this is the same group that caused problems during the Spring Festival. Joseph K.Gavinski,City Manager,stated that complaints have been received about the activities that took place during the boat races held during the Spring Festi val. Mr.Wallenstien stated that he was at Cascade Park when the power boat group was arriving and they were camping in areas where there were no facilities and city staff was being harrassed by people claiming to be members of the power boat asso ciation when they were collecting the camping fees.These people also claimed they were a main attraction for the Spring Festival and shouldn't have to pay any camp ing fees.He felt they should hold their race some place else. 3687 CITY COUNCIL MINUTES:3 January 24,1984 Mr. Rimple felt they should be given the benefit of the doubt since the problems seem to occur during the three-day Spring Festival.This will be a one day event. Mr.Chandler stated that they could be allowed to hold the races and if complaints are received permission to have the races could be withheld in later years. Mr. Rimple moved that the Columbia Basin Power Boat Association be allowed to hold a boat race on July 1,1984 with the stipulations and conditions recommended by the Park and Recreation Commission,seconded by Mr.Chandler,and passed with Mr. Wallenstien opposed. VIII.OTHER ITEMS FOR COUNCIL CONSIDERATION LANDFILL /of-/. Joseph K.Gavinski,City Manager,stated that the city has discussed starting its own landfill.The 1984 budget provides funds for developing a city-owned landfill site.The Council has directed staff to continue contracting for garbage services and to look into the operation of a city-owned landfill.He pointed out that in 1977 the city paid 550 per loose cubic yard and in 1984 the city is paying %1 per loose cubic yard.He explained to the Council that the Sanitation Fund will be loosing money this year,mainly because of the increase over the past years in the landfill rates.Money is available in the General Fund to subsidize the Sanitation Fund.He recommended that the city develop its own plan for the disposal of the solid waste by looking at the Sand Dunes site as a landfill site but also look at the 1-90 site as an alternative. Mr.Rimple moved that the city develop its own solid waste plan which would then be submitted to the county to be incorporated with their plan and the city would then control their own solid waste site and be independant of the Grant County landfill regulations,seconded by Mr.Wallenstien,and passed unanimously. IX.COUNCIL QUESTIONS AND COMMENTS None X.CITY MANAGER REPORTS AND COMMENTS BIG BEND COUNCIL AND ECONOMIC DEVELOPMENT DISTRICT 3 J Joseph K.Gavinski,City Manager,stated that the Big Rend Council and Economic Development District would like a representative from the city,either an elected official or an appointed official,to sit on this board.
