1985 01 223796 CITY COUNCIL CITY OF MOSES LAKE January 22,1985 Members Present:Norman Johnson,Dave Chandler,Wayne Rimple,Norm Staat,Bob Wallenstien,and Charles Edwards Absent: Bill Reese The meeting was called to order at 8 p.m.by Mayor Johnson. Mr.Wallenstien moved that the minutes of the meeting of January 18 be ap proved as submitted,seconded by Mr.Rimple,and passed unanimously. APPROVAL OF BILLS REGULAR BILLS AMOUNT GENERAL FUND $24,303.93 STREET 6,413.03 ARTERIAL STREET 21,304.70 WATER/SEWER FUND 13,880.99 WATER/SEWER CONSTRUCTION 53.65 SANITATION FUND 638.60 CENTRAL SERVICES 8,194.50 EQUIPMENT RENTAL 2,793.38 ECONOMIC ASST.AUTHORITY 23,774.17 TOTAL $101,356.95 Mr.Edwards moved that the bills be approved as submitted,seconded by Mr. Wallenstien,and passed with Mr.Rimple abstaining from voting for that por tion of the bills to Moses Lake Steel Supply. PROCLAMATION A proclamation was read in its entirety and signed by the Mayor which desig nates the week of February 10,1985 as Vocational Education Week. I.CITIZEN INPUT GROUND WATER PROBLEMS Mr.Tim Stiens read a letter concerning the ground water problems occurring in the Garden Drive area. Joseph K.Gavinski,City Manager,stated that the water problem in this area has gotten worse over the years and something should be done.He stated that the street and sidewalk is becoming undermined and the main question is where is the water coming from.He pointed out that the federal government is being sued and he will be contacting the plaintiff's attorney about the problem. The ordinance amending the 1984 Budget for the City of Moses Lake,Washington was read by title only. Action Taken:Mr.Rimple moved that the first reading of the ordinance be adopted,seconded by Mr.Wallenstien,and passed unanimously. ORDINANCE -RESERVOIR #6 ANNEXATION - 1ST READING A letter was read from Rita Perstac,Municipal Services Director,which pres ented an ordinance annexing a parcel of property 150'x 150'in size.This is the site of the city's new Reservoir #6. The ordinance providing for the annexation of certain territory to the City of Moses Lake,Washington and incorporating the same within the corporate limits thereof and providing for the assumption of existing indebtedness was read by title only. Action Taken:Mr.Edwards moved that the first reading of the ordinance be adopted and a public hearing be set for February 12,1985,seconded by Mr. Chandler,and passed unanimously. 'ORDINANCE -WATER/SEWER REIMBURSEMENTS - 1ST READING A letter was read from Rita Perstac,Municipal Services Director,which pres ented an ordinance for the recovery of monies for the stub-out costs on the Lakeshore/Peninsula Drive Street Reconstruction Project. The ordinance amending Chapter 13.08 of the Moses Lake Municipal Code,enti tled "Water and Sewer Connections"by adding new sections was read by title only. Action Taken:Mr.Edwards moved that the first reading of the ordinance be adopted,seconded by Mr.Wallenstien,and passed unanimously. RESOLUTION -ACCEPT GIFT - JAPAN AIR LINES A letter was read from Cecil Lee,Park and Recreation Director,which stated that Japan Air Line officials will be attending the January 22,1985 Council meeting to present a gift of $1,500 to the city.The Park and Recreation Ad visory Commission recommends that the city use these funds for the construc tion of a city entrance at Highway 17 and Pioneer Way. The resolution accepting a gift from Japan Air Lines in the form of $1,500 for permanent park improvements was read in its entirety. Mr.Johnson stated that since 1972 the city has received a total of $44,900 from Japan Air Lines. Action Taken:Mr.Rimple moved that the resolution be adopted,seconded by Mr.Wallenstien,and passed unanimously. VI.REQUESTS TO CALL FOR BIDS VEHICLES A letter was read from Rita Perstac,Municipal Services Director,which re quested Council approval to call for bids for one sedan or 5 passenger van, one mini-van,two 1-ton cab and chassis,two 1/2 ton pickups,and one mid-size 4x4 pickup. Joseph K.Gavinski,City Manager,stated that it is up to Council whether the city will advertise for the sedan or the 5 passenger van. 3798 CITY COUNCIL MINUTES:3 January 22,1985 Action Taken:Mr.Wallenstien moved that the city advertise for a sedan, seconded by Mr.Chandler,and passed unanimously. Action Taken:Mr.Wallenstien moved that the mini-van be eliminated from the bids,seconded by Mr.Chandler,and passed unanimously. Action Taken:Mr.Wallenstien moved that the city advertise for the two 1-ton cab and chassis,seconded by Mr.Chandler,and passed unanimously. Action Taken:Mr.Wallenstien moved that the city advertise for the two 1/2- ton pickups,seconded by Mr.Chandler,and passed unanimously. Action Taken:Mr.Rimple moved that the city advertise for one mid-size 4x4 pickup,seconded by Mr.Johnson,and passed with Mr.Edwards and Mr.Chandler opposed. VII.REFERRALS FROM COMMISSIONS None VIII. OTHER ITEMS FOR COUNCIL CONSIDERATION REMODEL OF CITY HALL A letter was read from Joseph K.Gavinski,City Manager,which stated that the possibility of remodeling City Hall has been discussed by staff and Council in order to house Engineering and Community Development personnel.The city ad vertised for an architect and a committee was formed to review the submittals. Arkitex,Inc.was selected and they have submitted a letter detailing how ar chitectural services would be apportioned and billed and setting forth a dol lar estimate for the project.City staff now needs further direction from Council on whether or not to proceed with this project. Action Taken:Mr.Wallenstien moved that the city proceed with the project, seconded by Mr.Rimple,and passed unanimously. IX.COUNCIL QUESTIONS AND COMMENTS JOB CORPS Mr.Chandler stated that the Columbia Basin Job Corps is slated for elimina tion under the Reagan Administration budget cuts and they have requested that the community,including the city,send letters to their Senators and Rep resentatives requesting that funding continue. The Council signed the letters requesting the continuation of funding for the Columbia Basin Job Corps. X. CITY MANAGER REPORTS AND COMMENTS INVESTMENT REPORT Joseph K.Gavinski,City Manager,presented the Investment Report for December /oos 1984. SECOND LAKE CROSSING Joseph K.Gavinski,City Manager,presented a letter from the County Commis-/<2/9 sioners concerning possible discussion on the second lake crossing. Mr.Gavinski stated that he has received information from Sid Morrison about some discretionary funds for the construction of highways and bridges.The competition for these funds is high and funds will probably not be available until 1986.He pointed out that the Council has directed that the second lake crossing project be submitted to the electorate in 1985 and he wanted to know if the Council wished to proceed with the election process or wait until word is received from Congressman Morrison. It was the consensus of the Council to wait until the city hears from Con gressman Morrison and discussions are held with the County Commissioners. /o/r /20 7 3799 ,o?J CITY COUNCIL MINUTES:4 ANIMAL CONTROL January 22,1985 Joseph K.Gavinski,City Manager,presented a letter from the County Commis sioners concerning the charges to the county for animal control and the fact that there is no written agreement between the city and county on this. The regular meeting was recessed at 8:55 p.m.and the Council met in an execu tive session to discuss litigation.The executive session was adjourned at 9:30 p.m.and the regular meeting was reconvened.The regular meeting was adjourned at 9:30 p.m. ATTEST: n
