Mr.Edwards moved that the minutes of the meeting of August 13 be approved as submitted,seconded by Mr.Rimple,and passed unanimously. PRESENTATION -EMPLOYEE CERTIFICATION A letter was red from Rita Perstac,Municipal Services Director,which stated that Leon Frechette,City Street Supervisor,has been certified as a Traffic Signal Technician Level II by the International Municipal Signal Association. The certificate was presented to Leon Frechette by the Mayor. PRESENTATION -OFFICERS CHRISTIANSEN AND TINDALL /Q/;X A letter was read stating that Daniel Christiansen achieved the status of highest academically in the 282nd Basic Law Enforcement Academy class held between March 5,1985 and May 17,1985. Officer Christiansen was presented with a certificate for his achievement. A letter was read commending Office Michael Tindall for his efforts as Inves tigator for the Police Department during the past two years. Officer Tindall was presented with a certificate for his efforts. I.CITIZEN INPUT UNION CARBIDE DISCHARGE PERMIT ——/Of? Steve Frazier stated that he had studied the engineering report and the sodium and chloride discharged into the Moses Lake treatment plant will end up in the Potholes Reservoir Joseph K.Gavinski,City Manager,stated that the city has consulted with the Department of Ecology and Pool Engineering concerning the sodium and chloride entering the wastewater treatment plant and it is not a danger at this point. Any future discharges will have to be looked at closely and it may be that the system can not handle any more sodium or chloride.He pointed out that the city is concerned and is monitoring the situation. 1 \#•J itt ,/!(/ CITY COUNCIL MINUTES:2 3866 II.CONSENT AGENDA None III.CONSIDERATION OF BIDS None IV.PETITIONS,COMMUNICATIONS,OR PUBLIC HEARINGS None V.ORDINANCES AND RESOLUTIONS None VI.REQUESTS TO CALL FOR BIDS TRAFFIC SIGNAL CONTROLLER PROJECT A letter was read from Rita Perstac,Municipal Services Director,which re quested authorization to call for bids for the solid state replacement con trollers at five downtown intersections. Action Taken:Mr.Edwards moved that staff be authorized to call for bids, seconded by Mr.Reese,and passed unanimously. VII. REFERRALS FROM COMMISSIONS VARIANCE REQUEST -MONTLAKE ADDITION #6 A letter was read from Rita Perstac,Municipal Services Director,which stated that Columbia Federal Savings Bank has requested a variance to the city's sub division regulations so that sidewalks will not have to be placed on both sides of the streets in the Montlake Addition #6 Plat.The Planning Commis sion reviewed the variance request and recommended that the request be denied and that sidewalks be required on both sides of the streets. Action Taken:Mr.Rimple moved that the variance request be denied,seconded by Mr.Chandler,and passed unanimously. SUBDIVISION VARIANCE REQUEST -PENHALLURICK A letter was read from Rita Perstac,Municipal Services Director,which stated that Dr.Richard Penhallurick is thinking about replatting the Penn Plaza Plat so that the existing houses and vision clinic can be platted by including that land area in the Penn Plaza Replat.Dr.Penhallurick is requesting variances on the width to length of the plat and on the Park and Public Lands fee on the portion of land previously platted.Since the replat has not yet been submit ted to the city,Dr.Penahllurick is essentially asking for advice at this point.The Planning Commission reviewed the variance requests and had no ob jection to them. Joseph K.Gavinski,City Manager,stated that he felt that Dr.Penhallurick is looking for something from the Council on whether or not the variances would be granted if the land is replatted. Action Taken:Mr.Edwards moved that the Council state they have no objection to the variances at this time subject to the presentation of the actual plat, seconded by Mr.Chandler,and passed with Mr.Rimple opposed. VIII.OTHER ITEMS FOR COUNCIL CONSIDERATION ENVIRONMENTAL CHECKLIST - PUD 115kV TRANSMISSION LINE A letter was read from Joseph K.Gavinski,City Manager,which presented a declaration of non-significance submitted by the PUD for the proposed Moses Lake 115 kV Transmission Line project. A letter was read from J.Darrell Pock,Biologist from the PUD,which present ed the declaration of non-significance for the proposed Moses Lake 115kV Transmission Line Project. CITY COUNCIL MINUTES: 3 3867 Steve Frazier stated that he had attended a public meeting which the PUD held last summer to explain the need and alternatives for the transmission line. The public was opposed to the crossing of the lake,so the PUD tried the Alder Street Route.The obstacles to this route were so high that they have re turned to the Parker Horn Crossing route.He stated he was not in favor of a having a transmission line across one of Moses Lake's most valuable resources. He suggested the city work with the PUD and other utility companies to lay lines in conduit. Clint Connelly,Moses Lake Irrigation and Rehabilitation District,felt this project would have a significant impact on the environment and he is opposed to it.He stated that the Board for the Moses Lake Irrigation and Rehabilita tion District is concerned about the crossing and the PUD has agreed to come to their next meeting to discuss it. Mick Hansen,property owner on the lake,stated that this line is needed and it will have some impact.He felt the crossing of Parker Horn is the shortest route and the least expensive and he felt it is the route that should be taken.He pointed out the crossing is in the vicinity of the proposed second lake crossing and he felt the city and the PUD should work together on this. Shirley Kvamme stated that she is very opposed to the railroad route since the PUD would be taking 40'to 50'of the land along the lake in an easement.She felt that the lakefront is valuable property and the city should not allow transmission lines between the streets and the lakefront. Mr.Rimple stated that the lake is a very valuable asset and he felt that having a 115 kV line across the lake would destroy a large part of the shore line since no one would want to build a home near a 90'transmission pole.He felt the project would have a significant impact on the environment and the PUD should reroute the project. Mr.Chandler stated that he agreed with Mr.Rimple and he is opposed to the project. Mr.Edwards stated that he prefers underground lines but this would cause a tremendous increase in the cost of the line.One of the major inducements for industry to locate in Moses Lake is the cheap power and any cost of building lines will be passed on to the customer. Mr.Reese stated that there is a responsibility to the people already in Moses Lake also.He felt that requiring the PUD to put transmission lines around the city,in Cascade Valley,etc.would create a worse impression than having one line across the lake.He stated that because of the configuration of the lake there is a problem getting power to different areas of the city.He stated that he did not like the line across the lake but felt it would be a necessity. Mr.Rimple stated that he thought the line could be routed along Highway 17 and would only cost an additional $400,000. Dean Hagerty from the PUD stated that the line could be placed anywhere.He stated that the cost is $150,000 to $200,000 per mile for this type of proj ect.He stated that the basic concern is the necessity for more electricity when new homes are built.He stated that to serve the current residents and provide future reliability and avoid outages,the best and cheapest route is the lake crossing.He pointed out that the line on Highway 17 would not serve the Knolls Vista area and as more homes are built in the area a substation will be required.He stated that this substation and the one proposed in Cas cade Valley will be served from this transmission line. Mr.Staat wanted to know how many poles there would be from Stratford Road to the lake. It was stated that there would be a structure every 300'to 350'along the approximate 3 1/2 mile route except for the lake crossing which will be a sin gle span. James A.Whitaker,City Attorney,stated that the question before the Council is whether or not the Council wishes to decide to comment on the preliminary determination of non-significance by the PUD.He pointed out that under SEPA rules the city is not asked to make a decision,only comments. 0qb 6*\0 tf CITY COUNCIL MINUTES:4 3868 Action Taken:Mr.Rimple moved that the City Council make comments on the declaration of non-significance presented by the PUD on the 115kV transmission line proposed to cross the lake in the areas of shorelines,residential development,and protection of bodies of water and the negative impacts this project will have,seconded by Mr.Staat,and passed unanimously. Action Taken:Mr.Chandler moved that staff be directed to prepare the com- ments on the EIS,seconded by Mr.Rimple,and failed with Mr.Staat,Mr.Ed wards,and Mr.Reese opposed. Action Taken;Mr.Chandler moved that the Council go on record as being op- posed to the proposed 115kV line crossing Parker Horn,seconded by Mr.Staat, and passed with Mr.Edwards and Mr.Reese opposed. LEOFF I EMPLOYEES A letter was read from Joseph K.Gavinski,City Manager,which stated that the city has a responsibility to pay for certain medical services for members of the LEOFF I Retirement System.The city acquires medical insurance which covers most of the city's liability.The decision to acquire the medical in surance is a policy question for the city to consider.At this time the city has a retiree who has reached the age of 65 and is now eligible for Medicare coverage.However,$15.50 per month is deducted from the retiree's Social Security payments as a monthly premium for the Medicare coverage.The retiree has asked the city to pay this $15.50 even though the city is not legally re quired to pay this $15.50.The policy question is,should the city reimburse all LEOFF I retirees reaching the age of 65 for the monthly premium that the retirees have deducted from their Social Security payments for the Medicare premium. Mr.Edwards stated that he knows of no firm that pays Medicare after a person reti res. Action Taken:Mr.Edwards moved that the city not pay the Medicare premium for LEOFF I retired employees,seconded by Mr.Staat,and passed unanimously. NOTICE OF INTENT -JENSEN ANNEXATION A letter was read from Rita Perstac,Municipal Services Director,which stated that Jerry Jenson has requested his property located east of Highway 17 be annexed to the city.The site consists of 171.8 acres located about 12 miles north of the Moses Lake city limits.This property is the proposed location for the city's solid waste incineration operation.The Planning Commission recommended to the Council that this site be annexed. Action Taken: Mr. Edwards moved that the Notice of Intent to Annex be ac- cepted,seconded by Mr.Reese,and passed with Mr.Rimple opposed. MIDWAY SCHOOL LEASE A letter was read from Cecil Lee,Park and Recreation Director,which request ed authorization for the City Manager to sign the lease for the portion of Midway School that the Park and Recreation Department uses for community recreation as well as administrative office space.This lease is for two years with the School District informing the city that the space will probably not be available after this two year period. Action Taken:Mr.Chandler moved that the City Manager be authorized to sign the lease,seconded by Mr.Reese,and passed unanimously. IX.COUNCIL QUESTIONS AND COMMENTS Mr.Johnson stated that he had received a letter from the Kiwanas Club of Ephrata requesting something from the City of Moses Lake for a time capsule to be placed in the cornerstone of the new Law and Justice Building which was dedicated on July 27,1985. [TY COUNCIL MINUTES:5 3869 X.CITY MANAGER REPORTS AND COMMENTS BROADWAY CROSSWALKS )seph K.Gavinski,City Manager,stated that the Broadway is a state highway id the Department of Transportation has jurisdiction and is responsible for II maintenance.On Broadway the DOT has eliminated 25 crosswalks,retained 4 :hool crossings,retained 13 downtown crosswalks,and retained 2 other "ossings. ///7 G*ANT COUNTY PUBLIC INVOLVEMENT COMMITTEE Dseph K.Gavinski,City Manager,stated that he had received a letter from tie Grant County Public Involvement Committee offering the services of Steve Frazier to attend a conference entitled "Interstate Transportation of Hazard- ojs Materials"at the Eastern Washington University. After some discussion it was the consensus of the Council that if necessary,a city employee will attend the meeting. S^LESTAX /?3* Dseph K.Gavinski,City Manager,stated that the city had received $248,000 for May and June. The regular meeting was recessed at 9:20 p.m.and the Council met in an execu tive session to discuss union negotiations.The executive session was adjour ned at 10:00 p.m.and the regular meeting was reconvened.The regular meeting was adjourned at 10:00 p.m.
