1987 11 24u 4151 CITY COUNCIL CITY OF MOSES LAKE November 24,1987 Members Present:Norman Johnson,Wayne Rlmple,Roger Blallas,Bill Reese, David Chandler,Bill Frederlckson,and Charles Edwards MINUTES Mr.Edwards moved that the minutes of the meeting of November 10 be approved as submitted,seconded by Mr.Chandler,and passed unanimously. APPROVAL OF BILLS AND WARRANTS ISSUED Action Taken:Mr.Reese moved that the bills and warrants Issued be approved, seconded by Mr.Edwards,and passed with Mr.Rlmple abstaining from voting for that portion of the bills to Moses Lake Steel Supply and Mr.Biallas abstain ing from voting for that portion of the bills to A &H Printers. Vouchers audited and certified by the Finance Director as required by RCW 42.24.080,and those expense reimbursement claims certified as required by RCW 42.24.090,have been recorded on a listing which has been made available to the City Council. The vouchers included on the above list as modified by the Council and noted upon said list for the Council meeting of November 24,1987 for the funds listed below are approved in the amount of $112,874.70 for all funds. GENERAL FUND $11,506.49 STREET 7,124.87 CONVENTION CENTER 5,153.65 STREET IMPROVEMENT 28.69 WATER/SEWER FUND 17,435.03 WATER/SEWER CONSTRUCTION 57,065.03 SANITATION FUND 2,608.88 UNEMPL COMP INS 186.03 CENTRAL SERVICES 10,020.84 BUILDING MAINTENANCE 36.45 EQUIPMENT RENTAL 1,708.74 TOTAL $112,8/4./I) The payroll issued on November 13,1987,having been approved pursuant to the rule of the City Council set forth 1n Moses Lake Municipal Code 3.42.040,was paid by warrants 39515 through 31077 in the amount of $112,504.20. The claims warrants 27031 through 27144 issued on November 10,1987 were ap proved for payment at the Council meeting held on November 24,1987 in the total amount of $124,915.28. PROCLAMATION The proclamation declaring December through April 1988 as Community Club //32 Awards Season was read in its entirety. I.CITIZEN INPUT VARDA ALARM David Perrault stated that the city's Varda Alarm System Policy has been made H19. a part of the agreement for use of the system and he cannot sign the agreement with the policy as 1s.He would like paragraph f of the policy be changed to read "It is understood that permission to use the LERN frequency requires the approval of the Sheriff of Grant County because it is a mutually shared frequency.If permission to use the LERN frequency is withdrawn by the Sheriff,the Varda Alarm System will be modified at the donors expense to uti lize the frequency solely under the control of the Moses Lake Police Department. James A.Whitaker,City Attorney,wanted to know if the use of the police frequency by a Varda Alarm system would interfere with whatever else the frequency was being used for. )» \o/o ^u 4152 CITY COUNCIL MINUTES:2 November 24,1987 Joseph K.Gavinski,City Manager,stated that the Council could change the policy on the condition that there were no technical difficulties. There was some discussion by Council. Action Taken:Mr.Rimple moved that paragraph f of the policy be changed to "If permission to use the LERN frequency is withdrawn by the Sheriff,the VAS will be modified at the donors expense to utilize whatever frequency is chosen by the Moses Lake Police Department for the operation of their VAS",seconded by Mr.Chandler,and passed unanimously. II.CONSENT AGENDA None III.CONSIDERATION OF BIDS None IV.PETITIONS,COMMUNICATIONS,OR PUBLIC HEARINGS COMMUNICATION - CHAMBER OF COMMERCE - TOURISM Robert Russell,President of the Chamber of Commerce Board of Directors,and John Jerentowski,President of the Moses Lake Tourism Council,requested time to discuss a proposal relating to tourism and the promotion of tourism in Moses Lake. John Jerentowski read a letter supported by the hotels/motels in Moses Lake which requested use of the 2%hotel/motel tax to be used for the promotion of tourism.He stated that the Moses Lake Tourism Council is requesting a $50,000 a year budget with a 5%annual increase,the money to come from the hotel/motel tax fund.The goal is to attract additional tourism money to Moses Lake by promoting Moses Lake through advertising,trade shows,etc. Mr.Rimple wanted to know what could be done to attract people to Moses Lake during the winter. Mr.Jerentowski stated that activities discussed have included a winter carni val,sledding in the sand dunes,etc. There was some opposition by the Council to committing $50,000 a year for a five year period with no way to show that it is having an impact on the tourism in Moses Lake. Action Taken:Mr.Rimple moved that the request be tabled until the next meeting,seconded by Mr.Chandler,and passed unanimously. V.ORDINANCES AND RESOLUTIONS ORDINANCE - ADOPT 1988 BUDGET - 2ND READING The ordinance adopting the budget for the City of Moses Lake for 1988 was presented. The ordinance adopting the budget for the City of Moses Lake,Washington for the year of 1988 was read by title only. Action Taken:Mr.Biallas moved that the first reading of the ordinance be adopted,seconded by Mr.Rimple,and passed unanimously. ORDINANCE - GAMBLING TAX - 2ND READING An ordinance was presented which reduces the gambling tax on punchboards and pull tabs by .5%.The effective tax rate,beginning on January 1,1987,would be 4%. The ordinance amending Chapter 3.18 of the Moses Lake Municipal Code entitled "Gambling Tax"was read by title only. n 4153 CITY COUNCIL MINUTES:3 November 24,1987 Action Taken:Mr.Rimple moved that the second reading of the ordinance be adopted and the summary be approved for publication,seconded by Mr.Biallas, and passed with Mr.Chandler and Mr.Edwards opposed. ORDINANCE -AMEND PARKING REGULATIONS -2ND READING The Moses Lake School District and the Church of Christ have requested that parking be prohibited on the north side of Sharon Avenue in front of the church property during school hours. The ordinance amending Chapter 10.12 of the Moses Lake Municipal Code entitled "Parking Regulations"was read by title only. Action Taken:Mr.Reese moved that the second reading of the ordinance be adopted,seconded by Mr.Johnson,and failed with Mr.Rimple,Mr.Biallas,Mr. Frederickson,and Mr.Chandler opposed. VI.REQUESTS TO CALL FOR BIDS - None VII.REFERRALS FROM COMMISSIONS MOSES LAKE SPORTS COMPLEX PRELIMINARY PLAT •SET DATE TO CONSIDER Mick Hansen,representing the Moses Lake Sports Complex,has submitted a two lot preliminary plat located south of and adjacent to the Moses Lake High School.The sports complex will include a sunken football/track stadium with seating for approximately 17,100 people,parking,and future additional ath letic fields. Action Taken:Mr.Biallas moved that December 8 be set as the date to con- sider the preliminary plat,seconded by Mr.Rimple,and passed unanimously. VIII.OTHER ITEMS FOR COUNCIL CONSIDERATION -None IX.COUNCIL QUESTIONS AND COMMENTS - None X.CITY MANAGER REPORTS AND COMMENTS -None The regular meeting was recessed at 9:30 p.m.and the Council met in an execu tive session to discuss personnel matters.The executive session was adjour ned at 9:45 p.m.and the regular meeting was reconvened. SALARIES FOR EXEMPT/NON-UNION EMPLOYEES The Council discussed the various insurance plans and salary increase proposed for the exempt/non-union employees. Action Taken:Mr.Frederickson moved that exempt/non-union employees be al- lowed the difference between last years insurance premiums and this years in surance premiums if a lower cost insurance plan is selected by a majority of the affected employees,seconded by Mr.Rimple,and passed unanimously. Action Taken:Mr.Chandler moved that exempt/non-union employees be allowed the same September 1986 to September 1987 CPI salary increase as allowed the general union and police department employees which is 4.3%less any increases in medical,dental,and vision insurance (which is reflected in a salary re duction or deduction),seconded by Mr.Johnson,and passed unanimously.
