1979 08 07CITY OF MOSES LAKE MOSES LAKE,WASHINGTON CITY COUNCIL MEETING -CONTINUED SPECIAL MEETING POLICE/COUNCIL FACILITY August 7,1979 8 p.m. Members Present:Steve Shinn,Don Swanson,Barry Ziegler,Jim Barney,Eric Skaug,Kent Jones,and Bob Hill The meeting was called to order at 8 p.m.by Mayor Swanson. GARBAGE CONTRACT A letter was read from R.Douglas Zenor,City Manager,which recommended that the bid be awarded to Superior Disposal as city staff had investigated the service record of Western Refuse and concluded that Superior is a more responsible firm. M.G.McLanahan,Assistant Public Works Director,stated that the city had some problems with Western Refuse with regard to equipment breakdowns and maintenance problems when they were the garbage contractor for the city 5 years ago. Mr.McLanahan stated that the city had some problems with Superior with their operation of the landfill when they first started but after a month or so the problems were resolved.He stated that there have been some problems with the garbage containers supplied by Superior. Mr.Ziegler moved that the bid be awarded to Superior Disposal subject to their agreement to hold the City of Moses Lake harmless,seconded by Mr.Hill. Mr.Skaug stated that he would like to hear from Western Refuse before the motion is voted on. Paul White,representing Western Refuse,gave some background on the company's business operations.He stated that the company handles the garbage contract for Eastern Washington State College in Cheney and Fairchild Air Force Base and he wanted to know who told Mr.Zenor of the problems with Western Refuse from Medical Lake and Airway Heights. Mr.Zenor stated that he talked to the City Administrator of Medical Lake and Ms. Bea Hains,City Clerk,of the City of Airway Heights.He stated that he had not contacted Eastern Washington State College or Fairchild Air Force Base. Mr.Rick Gagnier,Business Manager for the Yakima School District,stated that he had been Finance Director for the city during the transition from Western Refuse to Superior Disposal and one of the main problems with Western was that there was no local person in charge and all complaints had to be handled through the Finance Office,which was a big problem.He presented a letter written by Mr.Chet Wag- gener,former City Manager for Moses Lake,which states that there was a 15%in crease in revenues as Superior was more diligent about reporting the actual volume of service for each customer.
