CITY OF MOSES LAKE
REVENUE SHARING MEETING
October 2,1979
7:00 P.M.
The meeting was opened by R.Douglas Zenor,City Manager,for the City
of Moses Lake,at 7 p.m.for the sole purpose of citizen input to the //*{//
expenditure of General Revenue Sharing Funds which have been estimated
to be $231,641 for the 1980 fiscal year.j/o
Mr.Zenor stated that he would like to acknowledge that Mayor Don Swanson „j>&a7 /?
and Councilman Robert Hill were present at the meeting.In accordance /^'O'n
with the Revenue Sharing guidelines this hearing is set forth by the
city administration to the citizens of the community for the use of
revenue sharing funds.No decision will be made tonight as to the
revenue sharing funds,that decision will be made by the City Council at
a later date.
Mr.Zenor stated that this was an opportunity for citizens to present
oral or written comments and that he would accept suggestions for revenue
sharing expenditures.

Mrgaret Larson,1015 Lakeside Drive,Moses Lake,stated that she was
here representing the Grant County Humane Society.Mrs.Larson stated
that she has spent an average of 20 hours a week in operating the humane
shelter.She felt that the present pound does not do justice to the
City of Moses Lake.She stated that she has seen as many as 36 dogs at
one time in the pound and they have only 8 runs,and this constitutes
overcrowding.Little dogs have been killed by the large dogs.We have
had irate owners who have threatened to sue the city because of the
conditions at the pound.There are also sewage problems.There are no
facilities for the attendants to go in and clean themselves up or change
clothes when they get into an accident and need to clean up.We need to
have a separate euthenasia room.The present facility is greatly
outmoded.She stated that the city should be as proud of their dog
pound as they are about the city library.She stated that they would do
whatever they can to help the city operate the dog pound.
Sally McLanahan,representing the Senior Citizens Center,stated that
they had come to the Council before,but that they do know now that the
legislature has enacted a new law that does allow the city to run a
Senior Citizens Center.They are asking the city for some revenue sharing
funds and possibly some technical assistance.They feel there is a very
definite need for a housing center.They would like to be considered
for revenue sharing money and she requested that they be allowed to
submit a written proposal.
Bob Russell,424 W.Reisner,representing the Men's Softball Association;
and Sandy Hartman,424 Sharon,representing the Women's Softball Association
were present at the meeting.They requested that improvement of the
ball fields at Larson Field by lighting "C"Field.That would complete
the improvements.The improvements would bring in quite a bit of additional
revenue to the city.It would provide more fields for men's and women's
Softball tournaments.It's being used a great deal and that it would
greatly improved with the lighting.There is a possibility of two
additional tournaments being held here if "C"field would have lights.
Mr.Russell stated that the Softball Association has provided all the
,I labor in the past,and the city has provided the funds for the lighting
of other fields,and they would like to go on record that they would do
that again.
Mayor Swanson stated that Mr.Knapp,representing Youth Baseball,was
unable to attend the meeting,but had telephoned him and had requested
additional improvements on the ball fields.He stated that Mr.Knapp
told him a written request would be coming from him in a short time.

Mr.Zenor stated that he would like to request that anyone requesting
revenue sharing funds prepare a breakdown of their proposal for city
staff and Council review.
Mrs.McLanahan asked who on city staff should she contact,and Mr.Zenor
replied that she could contact him.
Mrs.McLanahan asked how much time they would have to submit their
written proposal,and Mr.Zenor replied that he would allow two weeks
(to October 15,1979).
Leon Bodie,335 W.Northshore Drive,was present representing the Grant
County Humane Society,and wanted to voice his support.
Monte Scaggs,108A West Broadway,stated that he had been involved with
the Humane Society for two years,and stated that he would strongly
suggest the the city listen to Mrs.Larson's request for the humane
society.
Mrs.Larson stated that she had figures on the amount of dogs the shelter
has taken care of this past year,how many dogs had been adopted,and
how many had been put to sleep.
Chet Carden,1355 Wheeler Road,stated that he was here in support of
the Senior Citizens Center.
Mr.Zenor stated that if there were no further comments from the citizens
that he would like to thank them \jery much for their participation on
behalf of the City Council and City Staff.The City Council will have
hearings on the Budget and those who wish to be notified of Council
hearings on revenue sharing,please notify the office of the City Manager
and they will be put on the mailing list.He thanked them again for
participating in the hearing.
The meeting was adjourned at 7:20 p.m.
