1979 12 032926 CITY OF MOSES LAKE MOSES LAKE,WASHINGTON CITY COUNCIL MEETING -REGULAR MEETING December 3,1979 POLICE/COUNCIL FACILITY 8 p.m. Members Present:Steve Shinn,Barry Ziegler,Eric Skaug,Bob Hill,Don Swanson, and Kent Jones Absent:Jim Barney The meeting was called to order at 8 p.m.by Mayor Don Swanson. PUBLIC HEARING -1980 BUDGET A letter was read from R.Douglas Zenor,City Manager,which presented the 1980 Proposed Budget. /O/O Mr.Zenor stated that he appreciated the time and effort put in by the Council and department heads on the budget. The schedule on the proposed use of Revenue Sharing Funds was read. Marjorie Berri,Deputy Director and Transportation Director of Grant County Seniors, wanted to know why the senior citizen portion of the Revenue Sharing Funds was reduced from $10,000 to $2,000. Ora Beech stated that she had moved to Moses Lake from Chicago and she extremely enjoyed living here and really enjoyed the bus service. Virgil Crosby stated that the transportation program for the seniors here in Moses Lake is an excellent one.He stated that there are many people who need this service but just cannot afford to pay for it. Gene Whitney,Assistant State Director for the American Association of Retired Persons,stated that he was in favor of the busing program. Sally McLanahan,Director of the Moses Lake Senior Center,gave some background on the senior citizens program in Moses Lake.She stated that the Senior Center has provided over 5,000 meals this year,averages approximately 400 transports per month -mostly cars as there are no funds to run the bus -there is a minimum of 600 people using the facility per month,monthly referrals of from 800 to 1,500 per month,and a variety of programs and support for senior citizens.She stated that this group does not receive any funds and they are requesting funds to improve their programs and facility. Chester Carden,President of the Board of Moses Lake Senior Citizens,stated that they wished to be considered for the $2,000 alloted for the seniors program. Harold Hurst,418 Hill,Maintenance Manager at the Senior Center,stated that he felt the Senior Center deserved some help with their programs. Amos Hull,408 Dow,stated that the Senior Center is self-supporting to the best of its ability but it does need some help.They spend their money effectively. There were no further comments,so the public response was closed. Mr.Hill wanted to know why there were two different senior groups in town and why couldn't they get together. Mrs.Berri stated that Grant County Seniors is a non-profit organization operating throughout Adams,Lincoln,and Grant Counties founded by seniors and it offers five different programs -transportation,RSVP,AARP,etc.Some seniors who belong to the Senior Center also use the facilities provided by this program.She stated that they do not intend to be in competition with anyone but sometimes there are disputes. 2927 CITY COUNCIL MINUTES:2 December 3,1979 Sally McLanahan stated that the Senior Center was started when there were no programs .for seniors and they provide transportation with cars as they have no funds to operate a bus. Mr.Hill pointed out that there was $2,000 in the Park and Recreation budget for utilization by the senior groups and that $2,000 will be carried over into 1980. Mr.Jones stated that all other money from Revenue Sharinq is for one-time capital outlay items and this $2,000 is program oriented.He suggested that the seniors come back with a specific program to utilize the $2,000.He stated that Revenue Sharing money is not guaranteed on a yearly basis. A letter was read which explained the 1980 Budget changes. Mr.Ziegler moved that the public hearing be closed,seconded by Mr.Hill,and passed unanimously. The ordinance adopting the budget for the City of Moses Lake,Washington for the year 1980 was read in its entirety. Mr.Ziegler stated that he would like more time to study the budget and get some of his questions answered before the ordinance is passed. Mr.Skaug stated that if there are changes proposed he would like them put in writing and the entire Council informed before the December 11 meeting. Mr.Hill requested further information on why an extra clerk would be needed in the Police Department when the 911 service is installed.Mr.Zenor stated that the program would be monitored and if the need is there,another person would be hired.
