Mayor Otto Skaug called the meeting to order.Minutes of the previous meeting of December 23,1969 were approved as written upon a motion by Michael Boyle, second by Bob Hill.Carried. Bellevue,Washington 98004 For Professional Services -covers work performed through 11-30-69 in connection with the preparation of plans and cost estimate for construction of Urban Arterial Board Project 8-3-162(1)from its northern terminus at Alder Street to a point immediately South of Wheeler Road.Labor fee this period based on Section 5 of the Contract dated 8-14-68 and amended by letter dated 4-2-69. Motion by Bob Hill to pay this special bill.Second by Bill Moe.Carried. 1967 WATER/SEWER CONSTRUCTION FUND Appleby Construction Company $1,570.63 1908 West Marina Drive Moses Lake,Washington Payment per Estimate No.6 for Contract 69-06 for City Shop Addition. A letter was submitted by M.G.McLanahan,Public Works Superintendent,stating that Appleby Construction has completed construction of the Addition at 835 East Penn Street and recommended acceptance of all the work.This will begin the thirty (30)day lien period. Motion by Norman Johnson to pay this special bill and begin the 30-day lien period. Second by Dr.Lindell.Carried. 1967 WATER/SEWER CONSTRUCTION FUND Hersey-Sparling Meter Company $13,322.85 4097 North Temple City Boulevard El Monte,California 91731 Estimate No.1 for Contract 69-05 -Furnish and install telemetering system to control base water system. Motion to allow payment of this special bill by Michael Boyle.Second by Dr.Lindell. Passed. January 13,1970 Warrant No's.3715 through 3794 in the amount of $35,606.12 were approved by by the City Council for payment. GRANGE SUPPLY -REQUEST EXTENSION OF TIME FOR UNDERGROUND PLACEMENT OF FUEL STORAGE TANKS. iq^Aletter was read from the Grange Cooperative Wholesale,signed by Thayle M. Ford,Assistant to the General Manager,stating that the Moses Lake Grange Supply is under new management,and as they understand,the City Building Permit was issued for the new store building,with the provision that the fuel storage tanks be put underground within five years and tha t the five year period will be up this summer or fall.Also they have just finished a pre liminary survey and find that the estimated costs to put in underground facili ties will be in the neighborhood of $20,000 to $25,000.With the new ma na ge- ment,the Moses Lake Grange Supply should be in much better financial circum stances within two or three years,and are,therefore,asking for a two-year extension to place their fuel storage tanks underground.The letter further stated that under the new management program,property has been purchased in Warden for a new store building and there is a possibility that a bulk storage plant might be built somewhere between the two stores outside the City limits of Moses Lake,or possibly decide on the underground storage at the Moses Lake Store.Their planning is not complete at the present time. A letter was submitted by Otto Jensen,Moses Lake Fire Chief,stating that the hazard of horizontal above-ground storage tanks is that when exposed to fire,the tanks commonly rupture at one end,which propels them like a rocket for considerable distances.A possible alternative to burying them would be to provide a dike that would hold the liquid in event of rupture,although without proper drainage,,diking compounds a problem because it traps the burning liquid around the tanks causing severe exposure,and recommended that if the extension of time is granted,the Council consider requireing a bond to be posted,guarantying compliance at the end of the specified extension. Mr.Thayle Ford was present and was asked if the Company objected to posting a bond.He state the Company would have no objections to a bond. Norman Johnson made a motion to grant the extension with a bond being supplied. Chief Jensen was asked how much of a bond would be required.He thought it would be up to the City Council to set the amount. Bob Hill felt accepting a bond would not offset any personal damage that would be involved and that the Grange Supply should comply with the original stipulation inthe Building Permit. Gordon Ebbert asked Mr.Ford if they would be able to comply within the time without the two-year extension.He replied they would have no choice. Gordon Ebbert further asked if they would consider a one-year extension. He answered in the affirmative and went on to state that the reason they are asking for an extension now is they are planning a little ahead so they will know what alternatives they have and can act accordingly. Dr.Lindell commented that the Permit was granted about four years and some months ago and they have had some time to make a decision and felt they should not be granted an extension beyond the five years as originally stipulated. Norman Johnson's motion died for lack of a second upon the motion by Bob Hill to deny the request for a two-year extension.Second by Dr.Lindell. Gordon Ebbert asked,in denying this extension would it force the Grange Supply to move the tanks rather than bury them.Mr.Ford answered "yes". n ^i January 13,1970 1430 Bill Moe asked how long ago did the change of management take place? He was informed about one and one-half years ago and that he,Mr.Ford, personally became aware of the underground storage stipulation about two months ago. Mayor Skaug called for the question -the Council voted on Bob Hill's motion. 4 -in favor of denying the request for extension and 3 -against denial. The request for a two-year extension was denied. Gordon Ebbert made a motion to a one-year extension of time.Second by Norman Johnson that the request be reduced to one-year from November 9, 1970.In favor:-Moe,Johnson,Ebbert,Boyle and Skaug.Against:Hill and Lindell.The extension of one year was granted for one year after November 9, 1970,for the Grange Supply to Bury their fuel storage tanks underground. Mayor Skaug asked for a motion for compliance of a performance bond and set the amount of bond.He suggested a bond in excess of $1000. Moved by Johnson that the Grange Supply furnish a bond in the amount covered by $100 premium.Bob Hill thought 25%of the estimated cost should be furnished, most likely $5000.Norman Johnson's motion died for lack of a second. Motion by Bob Hill that a $5,000 performance bond be furnished by the Grange Supply.Second by Bill Moe.Passed unanimously. HERSEY-SPARXING METER COMPANY -REQUEST FOR 30-DAY TIME EXTENSION OF CONTRACT./OV0'^ A letter was read from Hersey-Sparling Meter Company requesting a 30-day extension of time due to the fact that it is necessary for them to relocate one of the elevated tank sensing transmitters.This is in regards to Contract No.69-05,Installation of Supervisory Control System.^ A letter was read from M.G.McLanahan,Public Works Superintendent, stating that Hersey-Sparling Meter Company has agreed to modify their plans of installation of a transmitter in the telemetering system,and that the Contractor will have to furnish additional equipment that was not with the original shipment.The Contractor proposes to supply additional labor and equipment at no increase in cost to the City of Moses Lake. In order to secure a more accurate and improved system,Mr.McLanahan recommended that the request be granted. Motion by Gordon Ebbert to grant the request.Second by Norman Johnson. Passed unanimously. REQUEST TO CALL FOR BIDS -SEWER LINE ALONG PIONEER WAY A letter was read from Roaa Baker,Assistant City Engineer,requesting permission to call for bids for installation of an 8"Sanitary Sewer Main along Pioneer Way from Riviera Avenue to Walnut Street.The new main will replace an existing 6"steel syphon which has been in service since 1950,and that it is advisable this project be completed before construction on Pioneer Way is started. Motion by Bob Hill to authorize calling for bids for this project.Second :by Dr.Lindell.Passed unanimously. //&£ 1431 January 13,1970 PIONEER WAY-WHEELER ROAD INTERSECTION PROPOSALS. Mayor Skaug welcomed all the people that were attending the hearing in reference to this project. Mayor Skaug commented that the hearing will be conducted similar to a public hearing but with less formality.He asked the City Manager, Chester L.Waggener,to explain the modifications and review somewhat the history of this project. The City Manager stated,when the City started on this Urban Arterial )—1 project,an engineering analysis was made by Lewis &Red rd Engineers, Inc.,of Bellevue,Washington.Concerning 5-corners:-one of their recommendations were to have it revert to a four-way intersection with the closure of Elder Street.This met with objections from the businesses in the area. Lewis &Redfbrd submitted an alternate plan,that Wheeler Road be curved to the left to intersect with Pioneer Way at right angles and as "T"inter section,leaving Elder Street open.The West leg of Fifth Avenue would be straightened as a continuation of Fifth Avenue across Pioneer Way creating a four-way intersection at this point.Elder Street would then "T"into Fifth Avenue East of Pioneer Way.A fully traffic actuated signal would be installed at the "T"intersection of Wheeler Road and Pioneer Way, with the traffic si.gnal at the four-way intersection of Fifth and Pioneer Way synchronized with the Wheeler Road signal.This proposal was accepted by the City Council on May 13,1969. Since then have met with Bill Nichols of Enco-Humble Oil Service Station regarding access to his station.The left curve of Wheeler Road would not allow him access in and out of his station;the sidewalk would actually close off access to an island and the driveway would cut off another island. Since then another proposal has been submitted.It came about because of the proposed development by the Washington-Idaho Industries regarding a Shopping Complex in the area of 5-Corners and they wanted to be assured of a good intersection.This plan calls for a longer sweeping curve of Wheeler Road and would mean the relocation of the Nichols service station. It allows a better "T"intersection.The disadvantage is the acquisition of property.Mr.Tom Dunstan of the Washington-Idaho Industries has dis cussed the shopping complex with the City for approximately two months and has contacted most of the property owners.If he can put the package together, which provides for relocation of Bill Nichol's Humble Oil Service Station and work out satisfactory agreements with the property owners involved,the City felt it was a good proposal. Mr.Dunstan feels that he is close to putting the package together and he has requested a little more time to complete it.The City Manager commented that the City hoped to call for bids in approximately six weeks and go ahead with the design work with the understanding that Mr.Dunstan would proceed with the acquisition of the necessary property so there would be no claim for damages against the City;possibly posting a bond to protect the City,but assuming there should be discussion on this,or perhaps consider another alternative -the existing 5-Corner Intersection. The problem that exists with the present 5-Corner intersection is that it does have air additional leg and perhaps,therefore,a greater potential for accidents .This proposal would"allow unrestricted traffic;two-way traffic on Elder Street;two-way traffic on Fifth Avenue,and providing an additional right turn lane and dlow left turn channelization and left turn signals,would improve it some. January 13,1970 1432 Mayor Skaug commented that the City Council would recommend the inter section with a rather sweeping modification of Wheeler Road which would "T"into Pioneer Way,and go to bids with this as a first proposal and with the initial 5-Corners as an alternate. City Manager Waggener stated -if the City could request a bid call in about six weeks;it takes that long to put the plans together,and allow a minimum of two or two and one-half months before we could open bids, this would give Mr.Dunstan of Washington-Idaho Industries a month after that to complete their proposal. Mayor Skaug asked for comments from those attending the hearing. •—'Bill Nichols -operator of the Enco-Humble Oil Service Station,thought perhaps now that the original proposal has been approved by the Council, it will have to be changed to incorporate the other proposals.Also asked if the sweeping left curve of Wheeler Road will include raised channelization. The City Manager stated all channelization will be painted,not raised. Chet Paine-stated he can live with it,providing he is allowed adequate access to his Drive-in,considering that a peak periods 250 cars a day visit his drive-in. Tack Newton of Tacks Bargain Barn asked if either proposal would require another LID?He was informed by the City Manager that it would be done at no cost to the property owner.Wheeler Road is a dedicated right of way. In proposal #2 portions of Wheeler Road would have to be vacated and the property will revert to the previous property owners adjacent to the area. Tack Newton asked how would this proposal affect his driveways in his parking lot along Pioneer Way? AssistantCity Engineer Ron Baker stated that the southerly driveway,if left where it is,might require eliminating left turns.The northerly driveway would J not require limitation of turns since the lights would be synchronized and would make it easier to get out of the parking lot. City Manager Waggener commented -the traffic flow out of Wheeler Road going either right or left would be controlled by lights. Mayor Skaug commented at this time that the City Council contemplated no concluding action at this meeting.The variances taken under considera tion at this meeting would be considered as guidelines by the Council for a possible decision at the next regular council meeting. Bill Nichols asked when will the businesses in the area know how the traffic will be diverted during construction? City Manager -stated the City requires a contractor to submit,following award of a contract,a detailed plan of detouring and providing access to various properties along the project involved in construction. Upon inquiry from Jack Newton,he was informed the bid call will be for I the complete job from Alder Street to Hill Street. u Bob Hill asked Fire Chief,Otto Jensen,if his department would have any difficulty making the curve with the largest truck when answering a call requiring them to take the left turn on Wheeler Road. Otto Jensen stated -none whatsoever,they would either stop traffic in all directions or preferably use the emergency signal on all the equip ment.Proposal #3 would be more hazardous because of doting too many traffic lanes. City Manager -stated in reply -that Mr.Dunstan would be required to deal with them and to be sure the arrangements will be satisfactory in putting the package together.He also noted there would have to be some property exchange. Bob Hill asked,-should the City adopt plan #2 which would eventually four-lane Fifth Avenue,would the curve be eliminated or left for changing at a later date. Ron Baker replied -we should round out the present angle. Bob Hill asked Chet Paine if there have been any serious accidents in the intersection from the Drive-in.He replied that turning left was difficult but there have been no accidents. Emil Suko:-commented that either one of the proposals will not affect any of his property. Henry Boyle of Boyle Chevrolet -mentioned that the plans he looked at seemed to make it difficult for customers to be able to turn into their service entrance and would like to see the plans and study them in detail. The preliminary plans available,were placed on the board and discussed and Mr.Boyle was informed that he is welcome to study these preliminary plans in detail as he wished at the Engineers'Office ,since the City has received only one or two copies from the consulting firm. Parking was discussed along Pioneer Way for the Ford and Chevrolet firms as well as the Coffee Shop and others in the area. Mayor Skaug stated that anyone was welcome to Ron Baker's offer to study plans that are available at the City Engineers'Office. Meeting adjourned.
