Mayor Otto Skaug called the meeting to order.Minutes of the previous meeting
of February 24,1970 were approved as written upon a motion by Michael Boyle.

Warrant No's.4024 through 4093 in the amount of $41,774.45 were approved for '^Sy

ORDINANCE GRANTING FRANCHISE TO GRANT COUNTY PUD #2
The Ordinance was read by title only granting to PUD #2 of Grant County
a franchise to construct,operate and maintain an electrical distribution
system and to use and occupy the streets,alleys and other public places
and ways in the City of Moses Lake,Washington.This constituted the
first reading of the ordinance.
The ordinance had been presented for the first reading at the previous meeting
of February 24,1970,but since it was pointed out by City Manager Waggener
that the hold harmless claucse should be modified,the first reading was delayed.
The City Manager noted that Section 5,on Page 2 of the ordinance had been
modified by adding the last sentence to that section.Motion by Bob Hill that
the first reading of the ordinance be adopted.Second by Michael Boyle.
Motion carried.
RESOLUTION NO.504 -ACCEPTANCE OF RIGHT OF WAY FOR LOCUST LANE
u(0 A letter was read from Richard L. Weaver, Public Works Director, that a
quit claim deed received from J.E.and Louise Abram gives the City an
additional strip right of way ten feet wide and two hundred feet long out
of Tax #1413 adjacent to Locust Lane.With the addition of this piece of
property,the roadway along Locust Lane will be sixty feet in width and
meet minimum design standards width on proposed Urban Arterial projects.
Resolution No.504 provides for acceptance of the deed.Motion by
Gordon Ebbert to adopt the Resolution accepting the right of way deed.
Second by Dr.Lindell.Passed.
HUD -WATER AND SEWER LOAN AGREEMENT
'jJP Aletter was read from City Manager,Chester L.Waggener,advising
the City Council that confirmation has been received from the Depa rtment
of Housing and Urban Development that the City's application for an
advance of funds for preliminary plan preparation for construction of
additions to water and sewer systems has been approved.The application
was made in accordance with Resolution No.479 approved by the City
Council on March 25,1969.
He noted that certain deficiencies currently exist in the water and sewer
systems,both within the city and at former Larson Air Force Base,and
planning for future developments is particularly stressed at this time with
proposed industrial development by the Moses Lake Port District and with
the proposed relocation of Big Bend Community College at their north
campus site.
The City Manager requested authorization from the Council to execute the
agreement on behalf of the City for Public Works Plan Preparation as now
submitted by theDepartment of Housing and Urban Development.
Motion by Bob Hill to grant the authorization.Second by Dr.Lindell.Passed.

ACCEPTING TELEMETERING INSTALLATION AT CITY SHOP
A letter was read from the Public Works Director,Richard L. Weaver,JO JO <n
stating that Hersey Sparling Meter Company has completed delivery and
installation of equipment at the City Shop and the Grant County Airport
and recommended acceptance of the work,and begin the 30-day lien
period.
Motion by Gordon Ebbert to accept the work and begin the 30-day lien
period.Second by Michael Boyle.Passed.
REQUEST FOR TAXI LICENSE -ALEXANDER W.REEVES //3?
A letter was read from Alexander W.Reeves stating that he wished to appeal
the decision of Police Chief,Wm.Bjork,in refusing his application for a
taxi license in the city of Moses Lake.A second part to his appeal asked that
if his permit was granted,he considered running a mini-bus service between
the Grant County Airport and the Moses Lake City Center.
In order to update the new council members,Mayor Skaug,mentioned that
the present taxi operator appealed to the City Council last year
for some curtailment of hours because business was slow and did not warrant
all night taxi service.The Council did recognize this and allowed him a
variance from the hours he was compelled to operate at the time he was grant
ed his taxi license in Moses Lake and.that he is apparently operating the
newly assigned hours.
Police Chief,Wm.Bjork,noted that the mini-bus service request is new
to him,since his original application had no mention of this request,but
since Grant County Airport is outside the city limits,Mr.Reeves should be
referred to the people that have a franchise oiiside the city limits,perhaps
Greyhound Bus Company.He also mentioned that the present licensed taxi
operator would have first option to add additional cabs if he so wishes up to
the limits set by the City Council.Three cabs is the limit set at present by
the Council;he is now operating two taxi-cabs.
Ken Peterson,Attorney,Ephrata,Washington,was present representing
Mr.Reeves,He stated that Mr.Reeves has tentative approval from the Port
District to pick up passengers at the Grant County Airport for transportation
into Moses Lake,depending,of course,on the outcome of approval of his
taxi license applied for in Moses Lake.When Mr.Reeves submitted his
application,he felt the business was sufficiently good to support two taxi
companies.He.also submitted a letter from Mayor Drittenbas from Ephrata
indicating that Mr.Reeves operated his cab service in Ephrata in a satisfactory
way.
Attorney Peterson referred to Ordinance No.169 which required that the City
Council pass a resolution limiting the number of taxi cabs and was not able
to secure a resolution as such,but perhaps there was one that limited the
taxi-cabs to three as the Police Chief had stated.Also mentioned that
Mr.Reeves does meet the standards set forth in Ordinance No.108 since
his reputation is very good.The only reason given for rejecting the applica
tion by the Police Chief was there just wasn't enough business here to support
two cab companies,and therefore,should be granted the application for franchise
to provide taxi service within the City and also have the City Council approve
the mini-bus service between Moses Lake and the Grant County Airport,and
to disallow the Police Chief's recommendation for rejection.
Gordon Ebbert noted that his appeal simplystates that he would like to have
it come before the Council for consideration,and moved not to take action
until the Council can obtain more needed information on the subject.Second

REQUEST BY BBCC STUDENTS FOR AUDIENCE BEFORE CITY COUNCIL
REGARDING POLLUTION
A letter was read from Bert Smith,Chairman of the Speech Department,
stating that permission was requested for John Simmons,Pat Roach and
Jerry Hill to speak on the subject matter of pollution in and around
Moses Lake.
Mayor Skaug advised the people in attendance that this item;on the
agenda is not intended for an open forum,only for the students named
to be heard.
Pat Roach was the first speaker -she called attention to the fact that
the students at BBCC are very concerned with some of the problems of
pollution and trying to do what they can to eliminate the problems.
"You are the leaders of today and we are the leaders of tomorrow,and
act now against the problems that can and should be eliminated before
they eliminate us."Some of the problems she referred to are water
pollution,air pollution,noise pollution and then there is -litter.The
litter is not a killer,but it is one we feel best qualified to deal with
Many students were involved on March 3rd to take the first step on that day.
Terry Hill took over on that portion,stating that everyone formed their
own opinion and would like to tell what they did,and why they did it.
A concerned citizen spoke on a very concerned matter -pollution.The •
speech generated enthusiasm,so mush so,that many students went
along Highway 17 and picked up litter.This lead to a truck-load of
litter being dumped on the City Hall lawn...We did not.do this to be
disrespectful,nor to be disrespected.The sole purpose was to shock
and direct the citizens to a serious prblem;whether they were right
or wrong,he could not say.The action showed a positive reaction,
since shortly thereafter several marquees in town had notices up regarding
prevention of litter.Right or not,was it enough to create constructive
community action?
John Simmons then spoke on solutions and plans for a better and healthier
place to live.Man still has this problem of garbage and litter.It
involves nothing less than changing the habits of people.The students
of BBCC are willing to work along with the City of Moses Lake,doing
their jpart,by taking the initiative where some 20 speech students have .
volunteered to create interest in our young people who hold the future
of Moses Lake in their hands,by schedul ing talks to students,starting
with the elementary schools and on up.The example they must learn
is not to litter.For "Clean-up Week"he proposed a school day and
let the school students be allowed to clean up a Moses Lake area.We
hope that some good will come of this.
Mayor Skaug thanked the three students and commended them on their
very fine presentation of a very vital problem that is facing all cities,and
particularly stressing concern for Moses Lake,and assured them their
efforts and plans will not go unheeded.
PIONEER WAY -PROPOSED PLAN SCHEDULE (for informational purposes)
\Q\^\The Engineering Department presented a schedul e for the Pioneer Way
Project starting with March 6,1970 through May 4,1970 as the date
for notice to proceed with the work,with bid opening tentatively set
for April 21,1970.Public Works Director,Richard L.Weaver,noted
it was a tight schedule,but hoped to call for bids by March 24th.

AWC -13TH LEGISLATIVE DISTRICT MEETING AT EPHRATA,MARCH 17,1970
The City Council was informed of a meeting of officials from cities in
Kittitas and Grant Counties to be held in Ephrata City Hall,on March 17,
1970 to discuss the Enabling 1/2<r Sales Tax Legislation for Cities and
Towns.All Council members were urged to attend this meeting.
COLLECTIVE BARGAINING-POLICE DEPARTMENT
A letter was read from the City Manager stating that the Teamsters
Local No.148 represents a substantial majority of the employees in
the Police Department and are requesting certification as the sole and
exclusive bargaining agent,subject to final determination of
the employees to be involved in the bargaining unit.
The City Manager will keep the Council informed as negotiations proceed.
FINAL PLAT - MELVA ADDITION NO.5 (Hochstatter)
Aletter was read from Ron Baker,Assistant City Engineer,stating the plat //&4C0
has been reviewed by theEngineering Department and found to be in con
formance with the Subdivision Ordinance,with exception of required utility
installations along Interlake Road adjacent to the property.The Planning
Commission has recommended the platter be given a variance from the re
quirement that water and sewer utilities be installed prior to final platting.
The Platter has agreed to file an agreement with the City of Moses Lake
assuring compliance upon demand by the City.Park fees have been paid;
two linen copies of the filed plat will be furnished in lieu of the $10.00
map fee;one year's advance taxes and a check for the plat filing fee has
been deposited with the Title Guaranty Company of Grant County,and the
certificate of ownership of the land has been received and checked.
Subject to the Council's acceptance of the Utility Agreement,approval of
the plat was recommended by the Assistant City Engineer.
Motion by Gordon Ebbert,second by Norman Johnson,to accept the Utility
Agreement,accept two linen copies of the filed plat in lieu of the map fee
and accept the plat in order according to the Subdivision Ordinance.Passed.
