1970 05 12•£T™>, l_J u Council Meeting -Regular Session May 12,1970 Council Chambers 8:00 P.M. 1466 Present were:Bob Hill,Bill Moe,Norman Johnson,Gordon Ebbert,Otto Skaug, Dc Lindell and Michael Boyle. Mayor Otto Skaug called the meeting to order.Minutes of the April 28,1970 meeting were approved as written upon a motion by Dr.Lindell.Second by Michael Boyle.Passed. REGULAR BILLS TOTAL AMOUNT PAID GENERAL FUND $1,920.55 LIBRARY 557.89 PARK & RE CREATION 910.57 STREET 3,464.35 URBAN ARTERIAL 107.56 EQUIPMENT RENTAL 672.68 WATER AND SEWER 3 ,036.68 SANITATION 6,974.32 Motion by Bill Moe to pay the regular bills.Second by Bob Hill.Passed. SPECIAL BILLS WATER FUND Frank L.Zimmerman $8,549.15 2004 So.Belair Moses Lake,Washington Estimate No.4 for drilling well #10,Contract No.69-07. Motion by Bob Hill to pay this special bill.Second by Norman Johnson.Passed. Warrant No's 4330 through 4404 in the amount of $26,193.75 were approved for payment. CONSIDERATION OF BIDS -POLICE VEHICLES A letter was read from Richard L.Weaver,Public Works Director,recommended ''' acceptance of bid by Moses Lake Ford Sales,Inc.,for three 1970 4-door sedans with Guardian Police Package for $10,843.97 including sales tax. Moses Lake Ford Sales was the only bidder due to the fact that most factories have closed down for special vehicle orders.Mr.Floyd Rigsby of the firm noted that if the cars are ordered by the 15th of May the special order can be filled and expect delivery by July 1st. Due to the immediate need for the cars,Gordon Ebbert made a motion to accept the bid from Moses Lake Ford Sales.Second by Michael Boyle.Carried. ORDINANCE NO.608 -IMPOSING A LOCAL SALES TAX (2ND READING) The ordinance was read in its entirety.Mayor Skaug noted that any and all interested in this particular ordinance were encouraged to be present Li and make their opinion known. A letter,in opposition to the local sales tax,was read from David Gaiser of Snead Tractor and Implement Company,stressing the difficult competitive -position they would be placed in regarding neighboring towns and counties that have not imposed this tax.As an alternative,he suggested the special levy route as means of additional financing for the city to recover the loss //</£ 1467 May 12,1970 which House Bil 21 removed from the city's budget,and also stressed the unfairness of the additional tax to be imposed on the surrounding agricultural community when trading with businesses within the city of Moses Lake. The consensus of the City Council regarding the special levy suggestion was that it was impractical;elections costly;that a sales tax is much fairer than taxing the property owner only,since many of the facilities the city offers are enjoyed by many living outside the city. Several businessmen attending the meeting expressed concern regarding their competitive position with neighboring cities not invoking the tax.s^ The majority of the citizens attending,stressed the fact that a sales tax 'is the only fair way. It:was also pointed out by Mayor,Otto Skaug,that the present imposing of a local sales tax is for a two-year period only,and may continue after that time upon re-imposing a local sales tax by the State Legislature. Michael Boyle made a motion recommending the adoption of the second reading of the ordinance and allowing its passage.Second by Dr.Lindell. Those voting in favor of the sales tax ordinance:Boyle,Lindell,Skaug, Ebbert,Johnson and Moe.Against:Bob Hill. Bill Moe wished to state that although he voted in favor of the sales tax, felt that in the coming months we should evaluate our tax structure in conjunction with budget needs . CHIEF MOSES TUNIOR HIGH SCHOOL -REQUEST PERMISSION TO PLACE LITTER BASKETS IN DOWNTOWN MOSES LAKE. x|\U Representatives of Chief Moses Jr. High had requested permission to W purchase and furnish litter baskets for the downtown area of Moses Lake.| Loni Blazer read the presentation,and others present in behalf of the school i request were Miss Rish,Teacher at Chief Moses Jr.High;Joan Froese,— Anita English,Patty Paulsen and Dorene Freederickson.They raised enough money through noon movies to furnish at least two litter containers as an effort on the part of the students for maintaining cleanliness and reducing litter pollution,and hoped that other projects such as this would be carried out.Principal Glenn Farris and Vice-Principal McDowell of Chief Moses Jr.High also were present.Mayor Otto Skaug praised the school for this commendable project,and thanked the young ladies for appearing in behalf of the school. Bob Hill made a motion that the City Council approve the request and praise the school for this endeavor.Second by Bill Moe.Carried. RELOCATION OF BUILDING WITHIN CITY LIMITS - HARRY CHORNEY A letter was read from the Public Works Director,Richard L.Weaver, stating that application has been made with the Building Division by N Mr.&Mrs.Harry Chorney to relocate a portion of the Basin Motel building on their property at 3206 West Lakeshore Drive.Permit to re locate the building requires City Council approval and a public hearing || prior to moving the building.The approval oftheir permit to relocate the j ! building shall be contingent upon the Planning Commission's approval to j ,<* expand their business.— Moved by Gordon Ebbert to set May 26,1970,the next regular Council Meeting,for the public hearing.Second by Bob Hill.Carried. lO9 May 12,1970 INSURANCE REPORT -by RAY NORMAN Ray Norman,of Rogers &Norman,Inc.,presented a written insurance report to each member of the Council.He stated that currently the City of Moses Lake is insured to a limit of $2,345,971 full replacement cost on buildings and equipment.The perils insured are fire,lightning,debris removal,windstorm,hail,explosion,riot,riot attending a strike,civil commotion,aircraft,vehicles,smoke,vandalism and malicious mischief. In addition,he also explained other coverages the city carries,such as liability,false arrest,fidelity bond,burglary and robbery,and also explained in detail blanket poverage,co-insurance,etc. >/Mayor Skaug thanked Mr.Norman for the excellent and informative report. CASCADE PARK DEVELOPMENT The Park &Recreation Director,Bill Skeels,submitted a letter stating that //jV Council approval was needed of the concept shown in the preliminary site development plan for Cascade Park as presented at their regular meeting of April 14 and the study session of May 5th,as a part of the requirement to be considered for development funds from the Inter-Agency Committee for Out- doorRecreation.He stated that he would like to make a change since the last meeting,that of the sewage dump be placed near the new restroom facility to stop duplication of septic tank facilities,but still does not preclude making any changes if something should come up.
