Mayor Otto Skaug-called the meeting to order.Minutes of the June 23,1970 meeting were approved as written upon a motion by Ernest Lindell,second by Michael Boyle. Motion carried. Motion carried. :PUBLIC HEARING -ORDINANCE NO.611 AMENDING R-3 ZONETO ALLOW KEEPING OF .HORSES (Second Reading)S0S* Mayor Skaug opened the public hearing on the adoption of Ordinance No.611 amending the l R-3 zone to allow keeping of horses.There were no comments from those attending the hearing.No written protests were submitted.It was moved by Bob Hill and seconded by Norman Johnson that the public hearing be closed. Ernest Lindell moved that the Council adopt the second reading of Ordinance 611.Motion seconded by Bob Hill.Motion carried. 1482 „.July 14,1970 ORDINANCE -ESTABLISHING STREET GRADES ON SEVENTH AVENUE (First Reading) \°\[\A letter was read from the Piiblic Works Director stating that grade establishment on Seventh Avenue from Division Street to Chestnut Street is needed to insure minimum cover over the trunk line being installed on the Pioneer Way,Phase II Project.The Ordinance establishing grades on Seventh Avenue was read by title only. Michael Boyle moved that the first reading of the Ordinance be adopted.Second by Mayor Skaug.Motion carried. ORDINANCE -ESTABLISHING STREET GRADES ON MARLO STREET (First Reading) ^y A letter was read from the Public Works Director stating that grade establishment on Mario Street from Lee Street to West Broadway Avenue was requested by adjacent property owners.The Ordinance establishing grades on Mario Street was read by title only. Bob Hill asked if the residents on Mario Street all agreed to this level.City Manager Waggener stated that the grades are established by the City Engineering Department and are not presented to the public,although every effort is made to accomodate adjacent properties.Norman Johnson moved that the first reading of Ordinance be adopted.Second by Michael Boyle.Motion carried. RESOLUTION NO.5 07 ESTABLISHING POSITIONS IN POLICE DEPARTMENT A letter from the City Manager was read,stating that in order to place the Moses Lake Police Department Officers in the Law Enforcement Fire Fighters'Retirement Program,a resolution establishing positions within the Police Department must be submitted to the administrators of that program. Resolution No.507 establishing positions in Police Department was read by title only. Bob Hill asked what the status of the ladies in the Police Department is and if they would qualify under this retirement program.City Manager Waggener stated that the ladies in the department are considered "civilians"and are eligible for membership in the i—- Statewide City Employees Retirement System.' Mayor Skaug moved that Resolution No.507 be adopted.Michael Boyle seconded motion. Motion carried. \0 \v fl\0 n MC ATEE &HEATHE ESCROW AGREEMENT ON PIONEER WAY PROTECT A letter was read from the Finance Director stating that under Chapter 38 of the Extraordinary Session Laws (1970),a contractor doing public work for a municipality has the authority to designate an escrow agent for the purpose of depositing monies due him under the contract.Mr.McAtee has designated Washington Trust Bank of Spokane for this purpose qq and has requested that the City execute an escrow agreement designating said firm for the 03 purpose of paying monies due under the contract.j2 City Manager Waggener commented that this escrow agreement allows the 10%of each pP^ payment to the contractor,.usually held by the City,to be placed in escrow so that it can be invested and working for the contractor during the time it is being held by the City.Previously,interest from this 10%deposit has accrued in the City's favor.On a large contract such as Pioneer Way,Phase II,the 10%deposit is a sizable amount of.. money and in fairness to the contractor,an escrow agreement such as the one before Council is a reasonable arrangement. Motion by Bob Hill to approve McAtee &Heathe Inc.Escrow Agreement.Motion seconded by Ernest Lindell.Motion carried. n July 14,1970 146^ RETAIL TRADESMEN -REQUEST TO COVER PARKING ENTERS FOR SIDEWALK SALE A letter was read from Greater Moses Lake Chamber of Commerce Manager Logan Beam, stating that sidewalk sale promotions originally scheduled for July 17 and 18 have been re-scheduled for July 24 and 25.The Retail Trade Division of the Chamber of Commerce requested permission from the City of Mpses Lake to cover the parking meters for this two day sales promotion. Norman Johnson moved that the request of the retail tradesmen to cover parking meters for the two day sidewalk sale of July 24 and 25 be granted.Motion seconded by Michael Boyle.Motion carried./ MOSES LAKE FIRE,DEPARTMENT -SUMMARY OF FIRES DURING HOLIDAY PERIOD. A memorandum from Fire Chief Beeman reporting the number of fires in Moses Lake during the Fourth of July holiday period,was read to the .Council.The memorandum stated: "Over the July 4 holiday,the Fire Department extinguished three grass fires that were contributed directly to Safe and Sane Fire Works. Two of these fires were caused by sparklers and one by a California Candle;all of the safe and sane type. '"'..-.,•••*• • On July 2,1970,this Department extinguished a grass fire in the 1000 block on Marina Drive;a vacant lot directly in the rear of the Jet Motel.Investigation showed two small,children had been playing with sparklers in the field before the fire occured.The sparklers were also found in the area where the fire had started. On July 4,1970 at 9:51 P.M.,a grass fire was extinguished at 1036 West Broadway (directly in the rear of Bee's Drive-in),evidence showed the fire had been started by a California Candle.The Candle was laying in the burned cheat grass at the point where the fire had originated. On July 4,1970 at 10:46 P.M.,the Fire Department extinguished a grass fire in the 5 00 block on Nelson Road.Investigation of the fire proved a small boy age 9,. was playing with a sparkler and had thrown it into a vacant field while it was still burning and ignited the cheat-grass."•m George Ebbert asked if efforts were made by the Fire Department to contact parents of children involved in setting fires.Fire Chief Beeman said that parents are contacted in every case possible.He stated that if safe and sane fireworks are continued to be sold, the Fire Department will have to begin a campaign to increase parental participation. Bob Hill asked if the Fire Department knew how many fires occured outside of Moses Lake during this same period.Fire Chief Beeman stated that he had contacted Chief Simmons w ho had reported two fires during this period;both caused b y firecrackers. Ernest Lindell commented that two of the fires on the report were quite close in time;one occuring at 9:51 P.M.and one at 10:46 P.M.and asked Chief Beeman what would happen if a commercial building should catch fire during such a period.Fire Chief Beeman stated that if .there were many small fires at the same time,the Department wo uld not have the staff or the equipment to fight a fire of any size.He further stated that although there was no property damage from the fires during this period,one fire did come very close to the Jet Motel and could have caused a great deal of damage. Bill Moe asked Chief Beeman if the Fire Department could request assistance or stand-by from other Fire Departments.Chief Beeman said that the City does have a mutual aid agreement with the County Fire Department. Mayor Skaug asked Chief Beeman if he had a dollar cost per fire he could furnish the Council.Chief Beeman said he could determine this cost and bring it to the Council.Bob Hill requested that the Fire Department determine what the fires occuring as a result of Safe and Sane Fireworks during the July 2 through July 4 period cost the City. u 1484 July 14,1970 BUDGET ACCOUNTING REPORTING SYSTEM -CITY MANAGER City Manager Waggener reported that the City is required by the State to enter into a new budget accounting reporting system,effective January 1,1971.The budget the City adopts this fall must be predicated on the new system,which is an output oriented budget pro cedure,placing emphasis upon benefits provided to the community. The new budgeting system is designed to employ more modern concepts in budgeting and to more properly place administrative emphasis in the budget process.The concepts in clude budgeting by function,long range planning,analytic narrative descriptions,pro gramming,establishment of objectives and priorities and it is future-oriented in contrast to the City's present control budget which is past-oriented and of a more detailed nature. The new system was designed to incorporate program development and budgeting as an integral part of the budget process.Mr.Waggener stated that the program budgeting feature is considered optional at this time because sufficient data is not available to intelligently instigate that phase;however the accounting system as established by the State Auditor's Office provides a format for the submittal of data on a regular basis by direct punch card input and the City may well anticipate mandatory planning/program budgeting at a time the State deems it practical. He stated that at inception,the new method will be burdensome and more time consuming, requiring detailed accountings of each employee's time.Segments of the budget are broken down into function rather than fund and it is possible that the new method may produce some changes in organizational structure to achieve planning goals. Mr.Waggener stated that the 41stLegislature (1969)enacted legislation requiring the State Auditor to adopt and prescribe this method for all cities and towns (with a population of 8,000 or more)and counties to use for estimating receipts and expenditures in their annual budgets.This legislation was enacted to establish a uniform accounting system, enabling the State to determine the cost of various governmental functions and to produce more efficient governmental agencies,able to perform with a greater consideration of community needs . Mr.Waggener explained that he was introducing the budget accounting reporting system to the Council at this time for their information and that Finance Director Charles Davenport would review the new system in detail with them at their next meeting.
