Mayor Otto Skaug called the meeting to order.Minutes of the August 25,1970 meeting wereapproved as written upon a motion by Bob Hill.Second by Michael Boyle. Motion passed. CONSIDERATION OF BIDS -LONGVIEW TRACTS WATER SYSTEM ,w A letter was read from Richard L.Weaver,Public Works Director,stating that bids for the project were opened on August 28,1970 and eleven bids were received.Marchand Construction,Inc.,was low with a bid of $45,235.00, and recommended that the bid of Marchand Construction be accepted. Motion by Gordon Ebbert to accept the Public Works Director's recommendation and accept the bid and award the contract to Marchand Construction,Inc. Second by Dr.Ernest Lindell.Motion passed. PUBLIC HEARING -AMENDING ZONING FROM R2 to R3 -ORDINANCE NO.614 A zone change from R2 to R3 was requested by the property owners of the area facing Division Street from the East side and lying between Hill Street and Eleventh Avenue. City Manager,Chet Waggener,noted that this request has followed normal zone change procedure,and after public hearing by the Planning Commission, without objections registered,the Commission forwarded it to the City Council with their recommendation that the zone be changed.The law required the Council also to conduct a public hearing and a second readingcfthe ordinance. Mayor Skaug opened the public hearing and asked for comments from those attending the meeting -there were none.Called for any written objections and there were none,whereupon the meeting was closed to the public. Motion byBob Hill that the public hearing be closed.Second by Bill Moe. Motion passed. Ordinance No.614 was read by title only.Motion by Norman Johnson to accept the second reading and adopt the ordinance.Second by Bill Moe. Motion passed. CASCADE PARK -APPROVAL OF FUNDS BY THE INTERAGENCY COMMITTEE FOR I OUTDOOR RECREATION. A letter was read from Stanley E.Francis,Administrator,for the Washington State Interagency Committee for Outdoor Recreation,stating the Committee approved the Cascade Park project for a total cost of $67,400.The IAC share of this project will be $50,000 of which some $33,700 is to be requested from the Land and Water Conservation Fund administered by the Bureau of Outdoor Recreation.Under IAC policy,only planning costs incurred prior to the execution of the agreement are eligible for reimbursement.Construction costs are not eligible until after formal permission to proceed has been given. n 1551 September 8,1970 Bill Skeels,Park &Recreation Director,commented that the BOR representatives will come with the IAC people this Thursday,September 10,1970 for site in spection,just to be sure we have not completed that which we applied for, and as soon as the site inspection is completed we will be eligible for the money. This was presented to the Council for information purposes. REQUEST TO CALL FOR BIDS FOR LIQUID CHLORINE /30 O • A letter was submitted by the Finance Director,Charles Davenport,requesting authority to publish a call for bids on the City's requirement of liquid chlorine for the fiscal period October 1,1970 through September 30,1971.The total cost of chlorine for the past year exceeded the $2,000 limitation imposed by State Statutes.If the request is granted,the awarding of the bids would be at the September 22nd regular meeting of the City Council. Motion by Gordon Ebbert that the request be granted.Second by Michael Boyle. *f Motion passed. TZ TOINT COMMITTEE ON HIGHWAYS -MEETINGS ON PROPOSED LEGISLATION TO CC AMEND DISTRIBUTION OF GASOLINE TAXES.^ oo //Jr It was called to the Council's attention the importance of the meeting of September 12,1970 at Wenatchee and should be attended by the City Council. The majority of the Council voiced their intention of attending.Mayor Skaug suggested meeting at City Hall and go over as a group in one or more cars. Upon inquiry by several Councilmen,the City Manager,explained that by all means their opinions should be voiced at this meeting.The Mayor suggested that perhaps a memo from the City Manager be submitted;also '\appoint a spokesman for the City of Moses Lake,and a written statement signed by the City Council be submitted to the Committee. APPOINTMENT TO THE INTER-RACIAL COMMISSION Mayor Skaug requested Council confirmation of the appointment of Robert Ballinger as an additional member to the Moses Lake Inter-Racial Commission,with his term expiring June 1,1971. Motion by Bill Moe that the Council confirm Robert Ballinger1 s appointment. v Second by Bob Hill.Motion passed. WELL NO.10 -ACCEPTANCE OF THE WORK Public Works Director,Richard L.Weaver,submitted a letter stating '* that Frank Zimmerman has completed drilling Well No.10,and recommended acceptance of all work,and to begin the thirty day lien period. Motion by Norman Johnson to accept the work and begin the thirty day lien period.Second by Michael Boyle.Motion passed. Mayor Skaug asjfed those attending the meeting if there was any further business //Qy to be brought before the Council.Jim Turner asked about the abandoned'vehicles around town.He stated upon inquiring at the Police Department,he was informed the city did not have very many,but he thinks it is very obvious to the contrary. Public Works Director,Weaver,stated the Engineering Department so far started out with the procedure of finding the last registered owners of the vehicles abandoned. They have 70 plus catalogued as such.If the owner does not remove the vehicle*the Sheriffs Departme nt is contacted and they have the authority to remove the cars. 1502 September 8,1970 If the last owner cannot be determined,the Sheriff obtains a certificate of ownership in order to dispose of them.
