Mayor Otto Skaug called the meeting to order.Minutes of the October 27,1970 meeting were approved as written upon a motion by Michael Boyle.Second by Ernest Lindell.Motion carried. Motion by Bob Hill,second by Bill Moe,that this special bill be allowed for payment. Motion carried. Warrant No's.5323 through 5397 in the amount of $273,284.55 were approved for payment. CONSIDERATION OF BIDS FOR CITY-OWNED PROPERTY -LOTS 10, 11, 12,13,14,&15, B'LOCK 5,SUNSET PARK ADDITION. Sealed bids for the purchase of city-owned property known as Lots 10 through Lots 15,Block 5,Sunset Park Addition,were opened at 2:00 P.M.on November 5, 1970. Only one bid was received and that was from Monte Holm,owner of Moses Lake Iron &Metal,Moses Lake,Washington.His bid read:$6,200 for Lots 10,11, 12, 13,14 and 15,Block 5 ,Sunset Park Addition;or $4,700 for Lots 10,11,&12,Block 5,Sunset Park Addition. An appraisal of the property was submitted by Charles O.Bedford on October 22, 1970,appraising the six lots at the present fair market value of $7,500. Michael Boyle inquired as to how much the City had invested in the parcel. City Clerk,Charles Davenport,stated somewhere in excess of $7,000. Motion by Gordon Ebbert to delay action pending further consideration until the next Council meeting on November 24,1970.Second by Ernest Lindell. Motion passed. Monte Holm,stated if a decision is not made by the rext meeting,.he would prefer to withdraw his offer. PHEASANT RUN MOBILE VENDING &CATERING -REQUEST FOR LOADING ZONE / Action on this request was postponed at the previous council meeting of October 27,1970,pending a report from the building owner regarding furnish ing rear access for this business at 110 Ash Street.The BuildingDepartment was informed by the owner that this tenant would have the opportunity to avail himself of rear access to the premises. Motion by Bill Moe to deny the request for a loading zone.Second by Norman Johnson.Motion passed. November 10,1970 CITY OWNED PROPERTY -PROPOSED DISPOSAL Authorization from the Council to list city-owned property with the local realtors so the properties could be sold,was delayed pending a legal opinion from the City Attorney as to whether the city would require cash or make allowance for time payments. 1518 /OYO A letter was read from John E.Calbom,City Attorney,in reference to the legality of selling City-owned property on an installment basis,he referred to Article 8,Section 7 of the Washington State Constitution.He saw no prohibition in selling on contract,as that is not loaning money or credit. Title would be reserved in the name of the City until payment in full of the purchase price.In his opinion it would be a better business practice to sell the surplus city parcels of land for cash only.However,if considration is given to sell on an installment basis,it is suggested that no less than one- third of the purchase price be paid down and remainder be paid over a period of not more than 36 months,with interest on the deferred balance at the rate of 8%per annum. The purchaser should also be required to furnish proof of financial ability to complete the purchase as agreed. Motion by Gordon Ebbert to authorize the City Manager to list surplus city- owned property,as previously submitted to the Council,with Moses Lake Realtors,and work out the problem of payment as they arise.Second by Bill Moe.Opposing vote by Michael Boyle,all other Councilmen voted in favor of the motion.Motion carried. M-UNiCIPAL TRACT NO.3 The Planning Commission has conducted a public hearing for platting •/'^ of Well No.9 -Municipal Tract #3.They have recommended approval by the City Council.Due to an oversight,this had not been platted previously when the well was drilled. Motion by Norman Johnson that the Council give final approval to ^J Municipal Tract No. 3. Second by Bob Hill.Motion passed. REPORT REGARDING DRUG ABUSE A letter was read from the City Manager in answer to a request by the Council J /7 9 to submit a plan for combatting of drug abuse as it exists in Moses Lake. It is generally recognized that the issues relating to drug abuse are extremely complex and that solutions to drug problems are equally complex.He quoted excerpts from a report to Governor Evans by a Task Force on Drug Abuse. Recommendations included in the report concern education,community responsi bility,law enforcement and legal problems,/treatment and rehabilitation,and coordination. This submittal for combatting of drug abuse in Moses Lake is limited to enforce ment,even though it represents treatment of Symptoms rather than cause of drug abuse. Our Police Department has not ignored the drug problem,but neither have we been equipped to actively combat it.Resulting from the Task Force recommenda tions to the Governor,a State Drug Control Assistance Unit has been placed under j the responsibility of the Chiefof the Washington State Patrol.The first 6-week J Academy for Criminal Drug Investigations will be conducted November 9th through December 18th,with openings for twelve officers from the county sheriffs and city police departments.St.Palmer,of the Moses-Lake Police Department,has been accepted for attendance at the school,and Randy Endicott from the Grant County Sheriffs Department has been accepted.With approximately 10,000 persons residing within the corporate limits and an estimated 6,000 persons residing in the peripheral areas,it is obvious that enforcement cannot be limited to corporate boundaries. Sgt.Palmer will be authorized by the Sheriff to serve in the County,so that he will not be restricted to corporate limits in his activities. 1519 November 10,1970 Funds are proposed in the 1971 budget to make buys of narcotics and to occassionally bring in an undercover agent for assistance.Also perhaps soon the State Drug Assistance Unit will be prepared to provide assistance in furnishing agents and money for purchase of drugs.Placing intense pressure on those who are selling or otherwise making drugs available,plus normal enforcement against drug viola tions,should have some effect upon drug abuse in our community. City Manager,Chet Waggener,also stated there is quite a bit of emphasis being placed on education.A directive went out from the Governor's office to place educational information into the schools.He called on Jim Adamson of the Moses Lake School System for comments. Jim Adamson stated that perhaps the City Manager was referring to money appropriated to the Bureau of Public Instruction.They now have a Drug Education Supervisor.The focus is going to be on the youth directed inthe schools through curriculums in education on drug use,misuse and violation.Education is going to have to go far beyond the convenience of the school building,it must go to the adults of the population.A work shop was recently held in Moses Lake which involved Task Force Teams of various communities in the area.We do have some indication of what is happening to the youth of our community,what the prorJems are and some of the underlying aspects of drug abuse.The school has presented nothing as yet to our School Board,but we will hopefully introduce a program by the Fall of 1971 in misuse of drugs.We have to work on change of attitudes including the youth. Police Chief Bjork stated that he was informed that a recent opening of a Drug Assistance Unit of Drug Laboratories will be available to us to test suspected drugs and getting an analysis of the drugs.He also mentioned that Dave Hart, Assistant Director of the Drug Control Assistance Unit,will address a club meeting November 18th.This is sponsored by the Kiwanis,Rotary and Lions Clubs.He also hoped that the 6-week courses by the Academy for Criminal Drug Investigations will continue at a good steady rate so more officers can be instructed.Drug investigations also involve all types of criminal activities. We were very vigorous in dealing to gettwo men from this area into the school, and also we have shown the need at the time we requested admission of personnel from this area. IBM 6420 -OFFER TO PURCHASE \I Aletter was read from Maurine Seefeldt,Clerk-Treasurer,City of Toppenish, Washington,stating that the City Commission of Toppenish at its regular meeting on November 2,1970,authorized her to offer the sum of $5,000 for the purchase of the IBM 6420 electronic accounting equipment presently owned by the City of Moses Lake and which has been offered for sale.If the offer is accepted,it will be the responsibility of theCity of Toppenish to transport the equipment from Moses Lake when it is available the early part of 1971. City Manager,Chet Waggener,mentioned that the IBM people say $5,000 is a reasonable offer.Also leasing firms had been contacted and their offer was con siderably less,somewhere in the vicinity of $750.He recommended the City Council accept the offer from the City of Toppenish. Motion by Gordon Ebbert to accept the offer from the City of Toppenish.Second by Michael Boyle.Motion passed. V> SWIMMING POOL REPORT ()0®Bill Skeels,Park &Recreation Director and'his Assistant,Jody Millward, gave a report on the operation of the swimming pool for 1970.There were no drownings,and the alertness of the lifeguards prevented any serious accidents.The pool personnel consisted of one head guard,who was also the swim team coach,and four lifeguards,and one reserve lifeguard. November 10,1970 1520 The drownproofing program for the Columbia Basin Job Corps was a success. Forty corpsmen passed the drownproofing program. General swimming lessons were also very successful.There were a total of 1,153 enrollments in swimming lessons which brought in a revenue of $2,696.The pool also had a good demand for rentals.The total revenue for the season amounted to $11,903.25,which more than paid for salaries of the regular staff and seasonal employees,but did not completely cover the operation and maintenance of the pool.
