PUBLIC HEARING -1971 BUDGET
Mayor Otto Skaug called the public hearing to order regarding the 1971 Budget.
He asked the City Manager,Chet Waggener,to give a presentation of the changes
over the 1970 budget in the existing 1971 budget.
The City Manager noted the various changes by department,either showing an
increase or decrease in level of expenditures and level of services.
The Mayor then opened the public hearing to those attending the hearing and asked
for comments or questions.There were none;nor were written protests submitted.
Since salary schedules were not included in the proposed 1971 budget as presented,
City Manager,Waggener,suggested that perhaps the City Council would prefer to
continue the hearing until the salary schedules were included.Labor negotiations
are pending regarding the Police Department,and when concluded,a complete
salary schedule will be presented.
Motion by Bob Hill that the public hearing be continued until the next council
meeting on December 8,1970.Second by Norman Johnson.Motion passed.
The Council then discussed parts of the budget as presented at this time.Bob Hill
inquired whether possibly another patrol car would be needed since an addition of
two men is planned for the Police Department.Bill Moe inquired what would be the
total cost to the City to add another patrol car.He was informed about $3300.
As more expenditures were discussed,the City Manager,called attention to the
fact that some of the expenditures will not be a re-occurring item,such as the lights
at Larson Playfield.Bill Moe felt the lighting of Larson Playfield should be taken
out of the budget.City Manager,Waggener,stated we are trying to involve people
in youth activities,and that lighting of Larson Playfield involves not only the partici
pants,but the entire family,and utilization of the playground would be tremendous.
Bill Moe asked how many months of the year would this be used?Bills Skeels,Park
and Recreation Director,stated from approximately April through August.He also
mentioned that both the College and the High School have stated they would play
night games at Larson Playfield;also little league and pony league would benefit
from it.The Softball leagues have to start their games at least before 7:P.M.,
and with lighted fields it would double the use of those facilities and not cost any
more money to maintain.
Bob Hill questioned the $500 budgeted for the Inter-Racial Commission for educational-
travel expenditure.Personally he thought they are bringing in some very controversial
speakers.City Manager,Waggener,explained this was asked for by the Commission
not only to pay travel expenses for speakers,but also for travel expenses of commission
members to attend pertinent meetings in other cities.Ernest Lindell stated the prime
purpose of the Inter-Racial Commission is to make the community aware of the problems,
and since some speakers might seem controversial to some people,we have to listen
to all sides.The Commission can also learn from other cities,other areas and other
people.The City Manager suggested,and Ernest Lindell concurred,that
perhaps the purpose of the Commission should be reviewed by the City Council.
Norman Johnson suggested the Council be enlightened as to the function of the
Inter-Racial Commission and also asked that Chairman,Jim Mendez,attend a
council meeting before finalizing the budget.
The Council was informed that the final approval of the 1971 Budget must be
submitted five days before the end of December 1970.
The meeting adjourned temporarily to reconvene the hearing at the next Council
Meeting on December 8,1970.
