1970 12 08u w COUNCIL MINUTES -Regular Session Council Chambers December 8,1970 8:00 P.M. 1525 Members present:Coucilmen Hill,Moe,Johnson,Ebbert,Skaug,Lindell and Boyle. Mayor Otto Skaug called the meeting to order.Mayor Skaug called for a motion to approve the minutes of the regular meeting of November 24,1970 and the special meeting of December 1,1970.Councilman Moe requested that the minutes of the November 24th,1970 meeting be read.After the secretary read the entire minutes of the November 24th meeting he called attention to the fact that the motion made by Councilman Lindell regarding the 1971 Budget for a special meeting on December 1, 1970 do not indicate there was a second or whether the motion was voted upon. The secretary checked her notes and read:"second by Norman Johnson.Motion passed."She apologized for failing to record that in the minutes.Motion by Johnson and second by Moe to note the correction and approve the minutes of November 24, 1970.Motion carried. Motton by Johnson,second by Moe to approve the minutes of December 1,1970, special meeting.Motion carried. Hill -the minutes should be more in detail,-questions asked are not in detail in the minutes. Waggener -minutes of the meetings should only record action taken by the council on items presented. Hill -questions asked of Mr.Waggener at the council meetings be accurately noted in the minutes. Moe - I concur -such as "discussion followed"I object to that. Ebbert -could become a political football Hill -every question should be noted -direct questions pertinent to the issue and the reply should be noted. Moe - I think what Bob is trying to say -when someone in the audience or anyone asks a question of Mr.Waggener or a department head,the answer or reply should be in the minutes. Hill -for instance in the special session,I asked Mr.Skeels how many youths used the ball field.As I recall,he stated 1650 youths.It is very important in this instance whether lights be placed at Larson Playfield. Motion by Hill that the direct questions be reflected in the minutes and a reply of the res ponder be recorded as part of our regular minutes.Second by Moe. Lindell -if in public hearings -every question?it would take two secretaries to note them all. Hill -at another time I tried to listen to the tape of the meeting but unable to because of the poor reception of the tape recorder. Ebbert -I don't feel the minutes should be a transcript of the whole bloomin doings of the meetings.It is going to get so involved -paperwise -no one will read the minutes unless they have a specific point or points that are being carried out.Like a public hearing -they could get really involved. Boyle - a question might be made that a person is out of order. Where do we draw the line ? Moe -We would ask the Mayor to call the person out of order. Skaug -perhaps the person asking the direct question should ask the secretary to have this particular question recorded. Moe_-no, all the questions asked by the councilmen or anyone attending the meeting. 1526 December 8,1970 Ebbert -theoretically that is what the tape is for.Maybe we better get the recorder right away.When do you plan to replace this one? Waggener -as soon as you approve the budget. Mayor Skaug called for a vote on the motion made by Bob Hill. Boyle -What exactly are we voting on before I vote "nay"or "Yea"- I want to get this straight. Secretary -read the motion twice -"Motion by Hill that the direct questions be reflected in the minutes and reply of the responder be recorded as part of our regular minutes.Second by Moe." Motion carried -voting in favor:Hill,Johnson,Moe,Skaug and Boyle. Opposed:Ebbert and Lindell. Before the City Council continued to the next order of business,Mayor Skaug welcomed the people attending the meeting. CONTINUATION -PUBLIC HEARING REGARDING 1971 BUDGET /0/6 Mayor Skaug stated that inasmuch .as the hearing be continued and inasmuch as the City has yet to present salary schedules,it has been suggested that we continue this public hearing until the next regular meeting of December 22, 1970.Although anyone in the audience wishing to direct questions to the Council regarding the budget at this time,will be heard.There were no comments or questions from those attending the meeting. He then asked the Council if they wished to continue the hearing until the next meeting. Motion by Johnson to continue the public hearing on the 1971 Budget until the regul ar meeting of December 22,1970.Second by Moe.Motion carried. 1528 December 8,1970 ORDINANCE -APPROPRIATING MONEY TO THE 1970 BUDGET FOR IMPROVEMENT OF BROADWAY AVENUE -CONTRACT WITH STATE HIGHWAY DEPARTMENT (1st reading) The City of Moses £ake joined with the State Highway Department under Contract No.GC-2622,dated September 18,1969 for the improvements of city streets and a portion of State Highway located within the City,and an estimated cost of $110,000 was budgeted for that portion of State High way under the joint construction contract.Since then the contract has been modified to include additional work which will exceed the original estimate, and the State Highway Department has agreed to pay the cost of said work done under the City of Moses Lake Contract. Ebbert -what is this additional work they are going to do ? Weaver -it was the overlay paving from Alder Street to out towards Tri-State. Ebbert -our portion is $75,000? Waggener -the State will pay it in its entirety.We pay the contractor and the State reimburses us. Moe -the entire amount is just for the overlay? Weaver -the combined contract amounts to $180,000 -dont know how it will break down.This portion breaks down to $75,000. Hill -does the city have any over-ride deposits on this or any future bills - or for work to be redone.------ Weaver -no,that was the contractors expense -they did it wrong. Motion by Hill that the first reading of the Ordinance be adopted.Second by Johnson.Motion carried. EESOLUTION NO.509 CONTRIBUTION TO THE STATEWIDE CITY EMPLOYEES RETIRE MENT SYSTEM.r\ D™The Resolution was read in its entirety.RCW 41.44.090 privides that any j / city having in its employ ten or more employees who are members of the system may elect to contribute,in lieu of contributions equal to those deposited by employees,an amount estimated actuarially neaessary to match at retirement the accumulated normal contributions of its members who will ultimately retire for service or disability. Upon request by the Mayor,City Manager Waggener,explained there are two ways that the city can pay into the retirement system.One:-the City would match 100%;when this is done and in the event the employee leaves the City prior to retirement,then the amount paid by the City is refunded. The other allows the City to pay in a lesser amount,80%of the employee's contribution,however,in this instance should the employee leave,none of the City's contribution is refundable.We have been paying 80%of each year which allows us topay a lower amount.Our turn-over of employees has not been great and so far it has been to our advantage. Ebbert -what are we-doing just putting that into law then? Waggener -we are required to adopta Resolution annuallyto elect the j basis each year.I i ?IMotionbyEbberttopassResolutionNo.509.Second by Hill.Motion carried. /o/o December 8,1970 15^ WATER AND SEWER STUDY -REPORT BY STEVENS,THOMPSON &RUNYAN,INC. Hal Murray,Vice-president of Stevens,Thompson & Runyan,Inc.,/^ Consulting Engineers,contracted by the City to conduct a study of the Water and Sewer Facilities was present.He stated the study was conducted on an advance planning loan from the Department of Housing and Urban Development.He presented Jim Alverson and Ted StrJcklin,who in turn gave a brief summation of the Water and Sewer Plan.They held a two-hour session with the City Council last evening,December 7,1970 and presented each Councilman with two bound volumes,one on Water Facilities and one on Sewer Facilities. The Study is a long range plan that covers a period of 20 years of growth by the City.The general approach of the study is what is needed in the future of Moses Lake and a guide toward proper installation of water mains and water sources and sewage facilities,and to implement the plan as development occurs.It covers more than the city limits,it includes Grant County Airport and the area in between.The system planned would take care of necessary expansion based on the forecast they prepared.A very prime part of the plan is the flexibility so that the facilities can be built into the areas as needed and not locked into a fixed rigid system of con struction.It is a guideline in guiding the City in its future construction efforts. The Water Facilities Plan is put together in Five Stages under construction. TheFirst Stage includes construction of a reservoir in the Montlake area and additional mains to tie into the city's existing grid.It was pointed out that the system at Grant County Airport,which the City owns,is adequate, and only renovations in the system are needed to take care of the area rezoned to Neighborhood Commercial,and mainly for fire protection. Ebbert -the Montlake Addition that you are thinking about,does this include Well No.11? Alverson -not until later in the Third Stage. Ebbert -what do you mean the Third Stage ? Alverson -The Water Plan is divided into five groups and spaced over time. Ebbert -do we re-apply for HUD money on each of these stages ? Alverson -that is correct -would require applications for grant funds. Lindell -if there should be no growth in the Montlake area and suddenly a big move out to the Peninsula,is this flexible enough to put reservoirs out on the Peninsula? Alverson -yes,definitely so.To some extent the plan might be used by the City for any one area. Ebbert - how much impact are you putting011 t^le reservoir at Larson? Alverson -that one is not of prime importance,needs some fire protection around the school.The supply source has more than adequate capacity. The reservoir would help the fire protection. Hill -on the 2 0-year forecast,you show only two wells. Alverson -yes,that is right. Hill -what does our water table look like should we exceed your estimate, do we have ample water available for 3 or 4 or 5/weIfs .? Alverson -based on my study,I do believe that it is quite possible that an annual draft from 8,000 to 10,000 acre feet is probably feasible right now.It is a little less than 5,000 and probably more might be feasible,but that might require lower ing some of the pump bowls in different wells.One of the prime considerations in drilling these wells is keeping them spaced far enough apart so that local cones of depression are not concentrated such that the wells will interfere with each other,but I do believe,based on the studies that we have done,it is feasible to go to at least 10,000 acre feet. 1530 December 8,1970 Moe -with what you say,the City has adequate water now,we don't have to think about another well until 1980 or 1982. Hill -do you think Montlake has pressure problems now? Alverson -with only one existing reservoir,but by adding this other reservoir it would hold up the pressure in the entire South end. Moe -inieference to the Fourth Stage 1985-86,can you justify the line to Cascade Valley Road and Elgin Road,when you project increase on the high side of only 800 persons -is that correct? Alverson -the size of the line is the important thing that we are trying to indicate,and the financial feasibility at that would have to be determined. We are not trying to build right away,we would wait and see what actual conditions are in 1985-86. Mpe -on the increase of 800 people,would you justify it? Alverson -as we build a line we would not want anything smaller than 10-inch installation. Moe -these plans are quite ambitious,I cannot just quite see it. Ebbert -it would serve the people now plus the 800. Alverson -part of this requirement is also to have required fire protection,which I think in this case the control size of the line. Skaug -these,of course,are .optional at the City's discretion,and merely guidelines brought into consideration if and when the Council should consider it. Lindell -if it was justified,then this is the size line that should go in? Alverson -yes. Moe -do you think that twenty-four hours just to study this and give our O.K.- if the situation were reversed -would you think it would be sufficient time? Alverson -the O.K.you are giving does not require Council to commit itself to all the phases.The O.K.is the contract with HUD.We are not going into construction right away for this.I do agree it would be desirable to have more time,unfortunately,we do have a deadline with HUD for the 17th of December. Ebbert -if we O.K.for this first phase of this program and HUD gives their O.K.are we required to follow the extent of that plan of that first phase? Alverson - I don't believe they have real requirements for that.It is a separate set of forms and you have to indicate what you are required to build at that time. Then you put together your application to HUD,but you are not locked into build ing anything exactly as shown here.This does look rather ambitious,but you are not bound by it. Jim Stricklin proceeded to give a thumb-nail sketch of what was covered in the study session regarding the Sewer Plan. Basically in the Grant County Airport you have primary treatment facilities now. The Department of Ecology has ordered the City to construct secondary facilities to non-overflow lagoons.We have looked into several types of secondary treat ment plants.The three considered best suited for the area are the trickling filter type,aerated lagoons and standard lagoons.Trickling filter facilties are provided at the City Sewage Treatment Plant.The system.Improvements which have been made in the City treatment plant have been well planned and as a result few improvements will be required to satisfy the predicted year of 1990 requirements.In the City the collection system is fine,no trouble except in the Knolls Vista area,and that is created by the small size across Parker Horn. Ebbert - did you run into any sewage disposal problem down in the Hanson potato warehouse area near the railroad track ? Stricklin - in that area it will have to be handled by the pump station and trunk line. \^ December 8,1970 1 Ebbert -what happens if the possibility of a food processing plant goes in at Larson? Stricklin -no -it can only be taken care of with additional facilities. We did not take into consideration a "wet"type industry at the airport. Hill -don't we have a deadline from the Department of Ecology? Waggener -Yes,it has to be in operation in 1973.This means we have to go into engineering in 1971. Hill -foreseeable of deadlines -on additional work,-the real tuffy is the Grant County Airport -on the deadline. Ebbert -all we do out there then is just change the plant itself. Hal Murray -in the past we have always been available to advise you -in the future want you to ask for advise if needed and thank you for listening,and I am sure the plans are considered a Professional Plan. Mayor Skaug thanked Mr.Murray,Mr.Alverson and Mr.Stricklin for their presentation of the Plans. Motion by Hill that the Resolution as presented by Stevens,Thompson &Runyan, be adopted.Second by Lindell. Moe -shouldn't we read the Resolution,please? Resolution No.510 was read in its entirety,approving the Planning Documents as submitted by Stevens,Thompson &Runyan,Inc. Motion carried. Ebbert -adopting this Resolution -does this give authority to go ahead with HUD or make a motion to that effect? Murray -This Resolution is adopting the Plan and that form referred to in the Resolution. Waggener -do you mean the request for funding? Ebbert -Yes. Waggener -No. Ebbert -the 17th is the deadline for the money? Murray -there is no deadline for the application for the grant funding, this was the deadline to get the $2 7,000 from HUD for this Study. VISITATION OF STATE LEGISLATIVE MEMBERS -DECEMBER 18,1970. On Friday,December 18,1970,Legislative members from the 13th Legislative District will visit in Moses Lake,sponsored by the Greater Moses Lake Chamber of Commerce.The Itinerary was made available to each Councilman. Waggener -it would be of extreme importance if at all possible that they attend,especially the visitation time arranged for them from 3:45 to 4:3 0 P.M. and discuss items with the Legislators before the Legislative Session starts.
