1971 04 13<J COUNCIL MINUTES -Regular Session Council Chambers April 13,1971 8:P.M. Members present:Councilmen,W.B.Moe,Norman W.Johnson,GordonM. Ebbert,Otto M.Skaug,Ernest V.Lindell and Michael Boyle Councilman Robt.E.Hill was not present. Mayor Skaug called the meeting to order.Minutes of the regular council meeting of March 23,1971 were approved as written upon a motion by Lindell, second by Boyle.Motion carried. Motion by Johnson that this special bill be allowed for payment.Second by Skaug.Motion carried. Motion by Johnson and second by Lindell that this special bill be allowed for payment.Motion carried. Motion by Boyle that this special bill be allowed for payment.Second by Moe.Motion carried. RESOLUTION NO. 522 -ACCEPTING EASEMENT FROM CHICAGO,MILWAUKEE. ST,PAUL AND PACIFIC RAILROAD,FOR LOCUST LANE. Resolution No.522 acceptingan easement for public road right of way purposes was adopted upon a motion by Ebbert and seconded by Boyle. RESOLUTION NO.525 -ACCEPTING QUIT CLAIM DEED FOR RIGHT OF WAY FOR FIFTH AVENUE FROM THE MIDLAND MUTUAL LIFE INSURANCE COMPANY, AN OHIO CORPORATION. Resolution No.525,accepting a quit claim deed for public right of way pur poses regarding the Fifth Avenue project,was adopted upon a motion by Skaug, second by Boyle.This is for the purpose of widening Fifth Avenue and eliminating the sharp corner at Jack's Bargain Barn.Motion carried. ORDINANCE -AMENDING CHAPTER 9.2 OF THE MUNICIPAL CODE REGARDING /WATER RATES FOR LONGVIEW TRACTS WATE R SYSTEM -(first reading) 'The ordinance was read by title only.The added section provides for water service connection charges inthe Longview area to be $2.00 per month per water service for a period of twenty years starting June 1, 1971 to those customers now being served.Future hook-ups will start on the first of the month following hookup of service and run for twenty years from that date. The Public Works Director,Rich Weaver,took the opportunity at this time to inform the council that the cost of the project amounted to approximately $1,000 less than the original cost figures.He stated that presently a total of 93 water services are hooked up,leaving approximately 4 0 water users on the old system. Motion by Boyle to adopt the first reading of the ordinance.Second by Skaug.Motion carried. VJ April 13,1971 —1571 WASHINGTON STATE DEPARTMENT OF HIGHWAYS -PRESENTATION OF PLANS FOR BROADWAY AVENUE EXTENSION. Mr.David Swanson,District Engineer,was present,along with Dan O'Brien, Bill DeWeert and Paul Rhodes of the Highway Department. &\% Mr.Swanson stated the project runs from Date Street to the intersection of SR-17.We are firm in what we think should be done on the section from Date Street and Block Street.We are proposing a curbed section which would be 48 feet between curbs.The section from Block Street to the Intersection of SR-17 is still subject to discussion.Should we improve that section within the existing right of way,we would propose two 12-ft.lanes with 4-ft.shoulders. Should the City be successful in acquiring additional right of way along this section,strong consideration will be given to two 12-ft.lanes with 10-ft.shoulders We plan to have an informal session with the property owners on this section at a meeting scheduled for April 20th to discuss this project and get opinions of the property owners»To fully qualify this project for future federal aid it would be necessary to at least offer the opportunity for a design hearing which is a federal requirement.Construction-wise we are getting well along into the year to get it accomplished this year;late fall paving has not been satis factory and prefer to schedule paving for the spring and get a much more satisfactory job. Upon inquiry by Gordon Ebbert,Mr.Swanson stated that the existing width of the section is 40 feet and the new construction would be 48 feet wide out to the City limits.Hopefully it can be worked out to handle the financing for the wider section.If we do not have the wider right of way and have to con struct in the present right of way it will be two 12-ft.lanes with 4 -ft.shoulders. In either case the only difference would be the wider shoulders if the right of way is procured. Councilman Moe -What do you have planned for the intersection of Highway 17? Mr.Swanson -All we have planned is a flashing beacon.The funding is not available to do the job properly,which would mean relocating the County Road, Broadway Extended,and to do that would require some expensive right of ways, and just now financially unable to handle it. Councilman Moe -There is a high rate of traffic at this,intersection. Mr.Swanson -The Traffic Engineer has been looking into it and feels a flashing beacon will be adequate for the present time. Councilman Moe -Are you going to have any information as to the accident rate at the intersection at the meeting scheduled for next week? Mr.Swanson -If we can get the accurate figures from the State,we will have it. Mayor Skaug thanked Mr.Swanson and other members of the Highway Depart ment present,and stated the Council will be awaiting the results after the April 20th meeting. CLAIM AGAINST CITY -LEWIS E.LEININGER Lewis E.Leininger has submitted a claim for damages againstthe City./&<Py This was presented for Council notation and referred to the City's Insurance Agent. AGREEMENT FOR ENGINEERING SERVICES -EXPANSION OF GRANT COUNTY AIRPORT SEWAGE TREATMENT FACILITIES.y/^y A letter was read from the City Manager,Chester L.Waggener,stating that the State of Washington Department of Ecology has issued a directive requir ing improvements to the sewage waste treatment facilities at the Grant County 1572 April 13,1971 Airport,with Engineering Report to be completed during the first quarter of 1 971,and plans and specifications for construction to be completed by the second quarter of 1972.A Waterand Sewer Comprehensive Study completed by Stevens,Thompson and Runyan,Inc.,in December 1970, satisfied the requirements for Engineering Report.An accompanying agree ment and contract with Stevens,Thompson &Runyan,Inc.,for professional services will authorize necessary engineering for improvements to the sewage treatment facilities in.compliance with the water quality standards which have been adopted by the Department of Ecology.This document had been present ed to the Council earlier for their approval. The City Manager requested authorization from the City Council to sign this agreement on behalf of the City of Moses Lake. Motion by Ebbert to grant the request and authorize the City Manager to sign the agreement with Stevens,Thompson &Runyan,Inc.Second by Boyle.Motion carried. Motion by Ebbert to adjourn;second by Moe.
