1971 06 011591 COUNCIL MEETING -Special Session June 1,1971 Council Chambers 8:00 P.M. Present were:Councilmen,Robt.E.Hill,W.B.Moe,Norman W.Johnson Gordon M.Ebbert,Otto M.Skaug,Ernest V. Lindell and Michael Boyle. \;Mayor Otto Skaug called the meeting to order.He explained to the Council and those in attendance that the special meeting is confined to the single subject of the proposed "rock festival",June 18,19 and 20,1971,and the Resolution pertaining to same./&*. Resolution No.531 was read in its entirety opposing holding of a rock festival and requesting State cooperation and assistance to protect the property, health,safety and welfare of the citizens of the City of Moses Lake and Grant County. Motion by Moe to adopt Resolution No.531.Second by Lindell. Councilman Hill asked if this covered only the June 18,19 and 20,1971, could this be enlarged in the future -what about July 15 or any future date ? Maybe we should make a resolution encompassing future planned rock festivals. City Manager,Waggener,stated that in drafting the Resolution there is a specific date proposed and if we are going to the Governor,our request should not be in general.It would be more effective if we related to the specific dates when the festival is being held.The new Law does relate to music festivals. Councilman Ebbert -In other words,we have to generate one of these Resolutions every time ? Mayor Skaug -The new Law pertaining to Rock or Music Festivals pre-empts any others and becomes the Law for all of us. Councilman Hill -What are we asking for —if they are going to have the rock festival ? Mayor Skaug -We stipulated appropriate State Agencies of Law Enforcement. Mayor Skaug called for a vote upon the motion.Motion carried.Opposed by Councilman Ebbert. Councilman Hill pointed out that the word "unanimously"will need to be deleted in the last paragraph on Page 1 of the Resolution. Councilman Ebbert - You can't make this a supporting factor if it wasn't unanimous. Mayor Skaug -The Council has adopted Resolution No.531,not unanimously, but by majority vote. 1592 June 1,197L City Manager,Waggener -We do have concurrence from the Council to delete the word "unanimously"from the Resolution? Motion by Hill todeletethe word "unanimously"in the last paragraph on Page 1, of Resolution No.531.Second by Johnson.Motion carried. Motion by Moe to adjourn the meeting.Second by Johnson. H.L.Beachamp,of the Eagles Lodge,was present,and made a special request to be heard in order to thank the Council on behalf of the Lodge regarding the request to sell fireworks,and extends the cooperation of the organization.
