1971 07 06\ i 1 1605 COUNCIL MINUTES -Special Session July 6,1971 Council Chambers 8:00 P.M. Members Present-Councilman,W.B.Moe,Norman W.Johnson, Gordon M.Ebbert,Otto M.Skaug,Ernest V.Lindell, and Michael Boyle. Mayor Otto Skaug called the meeting to order. CONSIDERATION OF BIDS -PAVING OF WHEELER ROAD,PHASE B A letter was read from Richard L.Weaver,Public Works Director,stating that bids were opened on June 30,1971 at 2:00 p.m.for the paving of Wheeler Road.Only one prime contractor bid.A comparison of bid cost and the engineering estimates is included below: Wheeler Road -Phase B (Alternate "A") Engineering estimate:$140,275.00 Contractor's estimate:$160,524.50 Wheeler Road -Phase B (Alternate "B") Engineering estimate:$144,200.00 Contractor's estimate:$164,026.75 > His letter also stated that since there was only one bidder,McAtee and Heath,Inc.,we have negotiated with them.As a result,a proposal using Alternate "B"has been negotiated at a price of $161,337.00.He recommended that the City Council accept the bid of McAtee &Heath,Inc. and award the contract on the basis of the negotiated proposal. Councilman Moe -What is the difference between Alternate "A"and Alternate "B"? Richard Weaver -Alternate "A"is 6 inches of crushed surfacing,and 4 inches of asphaltic concrete pavement.Alternate "B"is 3 inches of asphaltic treated base and 3 inches of asphaltic concrete pavement. Alternate "B"is far superior. Richard Weaver explained the negotiated proposal to the Council,which is $2,689.75 lower than the original bid.He explained that with only one bidder,they were able to negotiate.He thought that they came to an agreement that he believed was better and also somewhat cheaper.He stated that money was saved by going to lump sums,and also by eliminating the mineral filler and changing the type of concrete. Bill Moe asked Mr.Weaver if he thought this will give the best sur facing.Mr.Weaver answered yes. Norm Johnson asked if this was a 50/50 deal with the County.Mr. Weaver stated that beyond the City limits the County will pay for all of it. Bill Moe asked if we did not accept this bid,how long before paving would start.Mr.Weaver stated that four weeks are needed for pub lication,and it would be another two or three weeks before they started. There is also a possibility that we could get the same bid or higher. Gordon Ebbert stated they are all pretty busy this time of year. Bill Moe asked when they will start on this.Mr.Weaver answered they have 10 days in which to start,but they have another job coming up in Brewster and would like to finish this one as soon as possible.* He felt they would probably have people working in about five days. July 6,1971 1606 Bill Moe -how long to complete the project.Mr.Weaver stated they have 45 calendar days. Mayor Skaug asked how is 5th Avenue progressing -could it follow some thing like this.Mr.Weaver stated that we will advertise within a week or two,and it will be six or seven weeks before they will start.He stated that McAtee and Heathe plan that they can do Wheeler Road,go to Brewster and come back in time to do 5th Avenue. Mike Boyle -Since there are no other bids,I recommend that we accept the bid of McAtee and Heathe,Alternate "B".Ernest Lindell seconded the motion.Motion carried.
