Councilman Ebbert asked if It is necessary to include in the motion anything concerning thealary items that are not entered a£this time. Citv Manacier Waggener stated that will not affect any of the funds listed in this ordinance.There is^Z^ZsetT^l in each of the funds for anticipated salary increases/it will not increase this total. RESOLUTION NO.*47 -REGULATING PARKING ON innuST LANE.FIFTH AVENUE AND GRAPE DRIVE Resolution No.547 was read inits entirety designating no parking on Locust Lane from-Peninsula Drive •^ to SR 171-Fifth Avenue from Pioneer Way to Division Street;Grape Drive from Central Drive to SR 17.i1leLrwasreal^m Public Works Superintendent,M.G.McLanahan,stating the Resolution is re-^by O^nce Number 629.Motion by Lindeliand Second by Moe that the Resolution be adopted.U Motioncarried.^r 10^ Council Minutes:2 December 28,1971 RESOLUTION NO.548 -REGULATING SPEED AND PARKING ON STATE ROUTE 171 (BROADWAY AVENUE) Resolution No.548 was read by title only.City Engineer,Richard Weaver,presented a map of the route,and stated that when we passed our new Traffic Code we cancelled our old traffic code which included most of the parking restrictions and,with about'two exceptions,are now recommended in this resolution what was before.Also we are proposing to erect the new school crossing signs that when a red flag,is placed by the school patrol,the speed limit drops to 20 mph. Motion by Hill and second by Johnson that the resolution be adopted.Motion carried. Councilman Lindeli inquired -when we get all of these school zones with the flag,will we make this public in the paper? City Engineer Weaver -We hope so -there will be new signing and everything. AMUSEMENT DEVICE ORDINANCE REVIEW Aletterwas read from City Manager,Chet Waggener,stating this item was reviewed bythe City /0^^ Council on November 23rd and instructed him,in cooperation with the City Attorney,to present a pro posed draft of an amending ordinance to the City Council onthis meeting date.He further stated that he requested the Association of Washington Cities provide us with information regarding practices of other cities regarding common practice and license procedures regarding amusement devices.We have not yet received the necessary information,and will prepare a proposed ordinance for your con sideration at the earliest possible date upon receipt of the research information requested. 'REQUEST TO CALL BIDS FOR VIDEO EQUIPMENT Aletter was read from Police ChiefWm.E.BJork,requesting permission to call forbids for video /O/7 equipment to be used in our Highway Safety Program.This system is to be purchased with a grant ' from the Washington Traffic Safety Commission which has been approved by the Director,Clifford E.Aden. Chief Bjork wa s present and stated that at the time our Traffic Code was evaluated,a committee was appointed to evaluate the safety in our community with the Highway Safety Standards,and came up with some of the things we needed that we are not doing.As a result,we qualified for matching funds to obtain a new breathalyzer,and we did obtain a breathalyzer without cost to the city.Another one of our standards in that report was video equipment to go along with the breathalyzer program, and applied for it,and recently given permission to go ahead with the application.This will provide us with video station equipment with a recorder which will take a picture of the actual testing program that the officer gives when booking a suspect.This program also will provide a portable video recorder and a hand held camerawhich can be taken into the field,for instance,at an accident,and the recording can be reproduced onthe console forthe court. It will showconditions at the scene of an accident,at the time of booking, and testing at the police station.Hefeels it will be a very valuable tool for the police department. He further stated that the application did come back approved with the authority to purchase the equip ment withnocash fund outlayto the Cityof Moses Lake,including operation, installation andtraining of people to operate it. Councilman Ebbert inquired - - if afterit has been installedand your people trained,are you at liberty to use it as you wish. Chief Bjork -Yes.This is an area with a high incident rate,and because ofour location,the Washington StatePatrol book at ourstationandalso the Sheriffs'office books at ourstation. Councilman Boyle inquired - -do you feel thatafterthis is in.use,will it have more ofa deterent effect than the actual breathalyzer itself? Chief Bjork -Yes,definitely.Before the video equipment was in use,some cities used a regularmoviecameratoshowthe effect of drunk drivers.regular City MariagerWaggener noted that this equipment is provided for in the 1972 budget.We will actuallvmakeRepurchaseandbereimbursedbytheState.Maintenance will not be needed1 for^L fL yeaV.
