COUNCIL MEETING -Regular Session January 25,1972

MEMBERS PRESENT:-Councilman Robt.E. Hill, W. B. Moe,Gordon M. Ebbert, OttoM.Skaug,
Ernest V.Lindell and Michael Boyle.Councilman Norman W.Johnson was not present.
Mayor Skaug called the meeting to order.Minutes of the meeting of January 11,1972 were approved as
written upon a motion by Hill; second by Boyle.Motion carried.

CONSIDERATION OF BIDS -VIDEO EQUIPMENT
Aletterwas read from Wm.E.BJork,Police Chief,stating that bids were called for tobe opened January /£)//?
20, at 2:P.M. Onlyone bid was received,that of Aero Marc Inc.,forthe total amount of $4,294.85 including
sales tax.The bid of Aero Marc was on the equipment specified and the bidding guidelines were followed
as specified and he recommended acceptance oftheir bid for the equipment.The amount includes installa-j
tion and is in line as to what the State expected to pay,in fact,Chief Bjork stated it Is a little less than
they were prepared to pay.
Motion by Hill that the bid of Aero Marc,Inc.,be accepted.Second by Boyle.Motion carried.
RESOLUTION NO.550 -AMENDING PERSONNEL RESOLUTION NO.516 /o9&
A letter was read from City Manager,Chet Wagener,stating that the suggested revision to Section 18and
to Section 27 of Resolution No.516 are intended to clarify and to resolve problem areas in administering
the resolution.Section 18 previously provided for leave for serious illness,which has been difficult to
interpret and has caused misunderstandings in its administration.The proposal is to grant leave for death
of relatives,with leave for other purposes being charged to sick leave or to vacation.The proposed amend
ment to Section 27 specifically provides for insurance coverage by the Workmen's Compensation Act of
the Stateof Washington or other comparable insurance as a prerequisite to authorization for off-duty employ
ment.This has become-particularly important because of the Law Enforcement and Fire Fighters Pension Act,
which obligates the City for payment of medical expenses continuing until death of the employee.The pre
vious section on this reads,"Each employee is expected to see that his outside employment is covered by
Workman's Compensation."The amending resolution strengthens the insurance requirement that they furnish
the City with a Certificate of Insurance,or a letter stating they have insurance coverage for the particular
individual.
Councilman Moe inquired as to how does Section 1of the proposed resolution differ from the previous one?
City Manager Waggener stated that it was previously specifically for severe illness and death benefit,and
it has been changed to funeral leave,not to exceed a time limit as specified in the resolution,and all dher
leave to be charged to sick leave or to vacation.
In regard to off-duty employment,Councilman Ebbert inquired if the amending resolution covers this in every
way.City Manager Waggener stated he didn't think we can tell an employee that he cannot work on his own
time or days off.If the employee insists to work off-duty without submitting a certificate of insurance,and
should he do so and become injured,the City may still te obligated to pay his medical expenses.There
fore,it is important to meet the insurance requirement of the resolution in order to remain an employee of
the City.

tion is adopted,it will be updated.
Motion by Hill to adopt Resolution No.550 amending Resolution No.516.Second by Lindell.

CERTIFICATE OF COMPETENCY,WATER WORKS -TOHN HARDEN
A letter was read from Robert E.Leaver,Secretary,Board of Certification of the Pacific Northwest
Section of the American Water Works Association,announcing that a Certificate of Competency is
being issued to John Harden as a Waterworks Specialist -Cross Connection Division.He recently
participated in a special,highly intensive,five-day course devoted to cross connections.He sub
sequently passed a qualifying examination in the detection and elimination of cross connections and
the servicing of backfiow prevention devices.As a successful qualifier,he became among the first
group of men to be certified under this new division of water works specialist.Mayor Skaug presented
the Certificate of Competency to John Harden and congratulated him for his efforts and achievement of
the certificate.
CERTIFICATES OF COMPLETION OF STATE FIRE SERVICE TRAINING -VOLUNTEER FIREMEN
,\\ok letter was read from Russ Beeman,Moses Lake Fire Chief,stating that twelve of the eighteen volun-
yJ teer firefighters now onthe force have completed a Washington State "Fire Service Fundamentals"train
ing course and have received certificates.The community should be very proud of these menfor the time
they have given to better their skills in order to give the citizens a better trained fire department and
safer community in which to live.These certificates were earned by the following volunteer firemen:
Pete Erickson,Robert Hale,Jim Harris,John Hetherington,James Hottell,Duane Leitzke,Jim Colson,
Don Price,Robert Bernd,Dick Deane,Jake Watterson and Ray Torrence.
Mayor Skaug presented the certificates to each volunteer fireman and expressed appreciation on behalf
of the City of Moses Lake for the time and efforts put forth by this group of men to improve the service
of firefighting,and making it a safer community to live in.
REQUEST TO CALL FOR BIDS -MICROFILM EQUIPMENT
0^Aletter was read from Police Chief,Wm.E.Bjork,requesting permission to call for bids for microfilm
^;equipment for the Police Department.He has beenadvised by James M.O'Conner,Administrator,that
our application for a grant for Moses Lake for the improvement of the record systems of the Police Depart
ment, was awarded by the State Committee on Law and Justice.This record system was included in the
1972 budget of the Police Department.
Motion by Ebbert to grant permission to call for bids for the microfilm equipment.Second by Skaug.
Motion carried.'
GRAPE DRIVE -PRELIMINARY DESIGN PROPOSAL
Bob Buzzell of Redford Engineers presented preliminary design proposals for Grape Drive.It is an Urban
Arterial project with matching money approved by special levy in 1969.He stated the design has progressed
to the point that some decisions should be made and now are ready to go into the final detailed construction
plans,and wants the Council to be familiar with the decision they have to make regarding the design.
The project is approximately 6000 feet in length on Grape Drive from Dale Road to SR-17.
The first design he presented was a basic 4-lane street.He stated that perhaps with this type street the
utilities could be a problem in future when all electrical and telephone lines will be going underground.
The second design he presented was a boulevard-type section which basically provides for five-foot side
walks on both sides and a twelve-foot median,with the median as a corridor holding the utilities for future
undergrounding such as storm and sanitary sewer,gas,electrical,water and telephone lines.Also

ing.The actual lighting is not included in the project.
The cost of the boulevard-type section would be $412,000,and the standard-type section would figureabout$420,000.Sidewalks are provided for,but hot included in either design;they wiir be constructed
in the future.
Mayor Skaug,and also Councilman Ebbert,were of the same thought regarding sidewalks to go in at the
same time,and inquired'about the additional costof sidewalks.Bob Buzzell stated thatto do the entire
project on both sides would cost approximately $40,000 additional to the $412,000 for the boulevard-
type section,but also commented that a big part of the area is not developed,and the need is not there
at the present time.
City Manager Chet Waggener commented that sidewalks would have to be removed to put in utilities
later.Perhaps they are thinking sidewalks roughly along Basin Homes to SR17;but can we afford it
cost-wise to put them in and be torn up again with utility installations ?
Councilman Moe inquired if this will have to be referred to the Planning Commission,and the City
Manager stated that if the Council feels the Planning Commission should look at it and make recommenda
tions,they can,but it affects mostly street design.
Upon inquiry by Councilman Moe as to time limit,Bob Buzzell stated the time table would be about
the middle of April.Presently we will need to know what design you prefer,and come back before
going into the final stage.
Motion by Hill to adopt the boulevard concept of design.Second by Boyle.Motion carried.
Miscellaneous .
Councilman Hill inquired about the County using the land fill.Last October the one-year time speci
fied was up,and we were going to negotiate with them.City Manager stated that we have been going
overthis andtryto have this for discussion with you andthe County Commissioners at the next CouncU
meeting. Since it will affect them financially, a Joint meeting would be desirable.
