•Mayor Skaug welcomed the Boy Scouts to the meeting and statedit was indeed a pleasure to have

MayorSkaug also noted that a scout had been assigned to each department head for the afternoon
and hoped this exposure to City Government would be bcth interesting and beneficial to them.
ORDINANCE NO.636 - AMENDING WATER SYSTEM CONNECTION CHARGES (Second Reading).
The ordinance was read by title only.This ordinance is clarifying the connection charges in
water service extended in the Longview Tractg_arga.
Motion by Johnson to accept the second reading and adopt the ordinance.Second by Boyle.
Motion carried.
ORDINANCE -AMENDING FIRE ZONE BOUNDARIES (first reading).
Aletter was read from Don Garrison,Assistant Fire Chief, stating that due to the present trend /^•O ^
toward commercial development in the areas in question,it is the feeling of the Fire Department
that some changes in fire zoning is in order.The proposed extension of the fire zone limits is
also in line with recommendations of the Washington State Survey and Rating Bureau submitted
with their grading of the City's Fire Defenses in 1961.Therefore,it is requested that Ordinance
No.405 be amended to include areas designated on the maps as presented by the Assistant Fire
Chief to the Council.He explained those areas designated are as follows:Fire Zone 1 as very

restrictive,and Fire Zone 2 is less restrictive,as well as Fire Zone 3.The restrictiveness
is based upon the type of building construction.Those buildings already in.a newly formed
fire zone not meeting the requirements of building construction normally do not create a problem
unless they are in such a condition to constitute a property hazard.The proposed fire zoning
is to encompass new growth or future growth in an area.
Motion by Hill to accept the first reading of the ordinance.Second by Johnson.Motion carried.
RESOLUTION NO.552 - RESTORATION OF PASSENGER RAILSERVICE THROUGH EPHRATA
A letter was read from Robert E.Ping,Mayor of Ephrata,stating that it has come to his attention
that the possibility of restoring passenger service on the Burlington Northern Railway (Am track)
is being considered,and feels there is a very important need for this service,and is asking the
Council of Ephrata to adopt a Resolution at their next meeting urging the restoration of partial
passenger service through the northern part of the Stateof Washington.Enclosed was a copy
of a proposed resolution,and if the City Council concurs,he urged that copies of a similar
Moses Lake Resolution be forwarded to our congressmen along with any other letters they see fit.
In concurrence with the request a resolution was submitted and read,urging the Interstate Commerce
Commission and the Directors of Amtrack System to consider restoration of regularly scheduled
passenger rail service between Spokane and Seattle via the former Burlington Northern Routethrough
Odessa,Ephrata and Wenatchee.
Motion by Johnson that this resolution be adopted.Second by Lindell.
Councilman Ebbert inquired if this proposes to have two Amtrack runs through the State or one,
and City Manager Waggener stated it was the intent to deliberately leave that point fairly vague,
possibly not re-route the entire trip into the northernpart of the state,only on alternate days.•
Councilman Hill suggested that Mr.Foley should be included in receiving copies of the Resolution.
The question was called for regarding Councilman Hill's motion. Motion carried.
\GRANT COUNTY AIR POLLUTION CONTROL AUTHORITY -COMMITTEE MEETING -INFORMATIONAL
\0 Aletter was read from J.F.Peddycord,Grant County Auditor,stating that the Grant County Board
of Commissioners have activated the Grant County Air Pollution Control Authority as prescribed
in RCW 70.94.053 Section 1,effective as of February 1, 1972.RCW 70.94.110 states "There shall
be a separate and distinct city selection committee for each county making up an authority.The
membership of such committee shall consist of the Mayorof each incorporated city and town within
such county."This is further followed by RCW 70.94.120 which directs that the city selection
committee shall meet within one month after the activation of such Control Authority for the purpose
of appointing two persons to the Board of Directors ofthe Control Authority.One ofthe twoshall
represent "thecity having the most population inthe County"which inourcase is Moses Lake.
The twothenwill,with the two designated County Commissioners,(Mr.Snead and Mr.O'Donnell)
select one other person to fill out the Board of Directors. J. F.Peddycord will serve as recording
officer,etc.Enclosed also was a legal notice ofthefirst meeting tobe held in the Commissioners'
meeting room in the Grant County Courthouse at 7:30 P.M.Tuesday,February 29,1372.
REQUEST FOR BID CALL FOR GASOLINE AND TIRES
)^'a letter was read from Charles Davenport,Finance Director-City Clerk,requesting Council per
mission to join with the Moses Lake School District No.161 and the Moses Lake Port District
for the purpose of bidding the purchase of the annual requirements of gasoline and tires for the
City of Moses Lake..•*.•_
The bid opening has been scheduled for March 2,1972 at the Administration office of the Moses
Lake School District.This is an annual bid requirement which we have Joined with tne School
District and the Port District for the past several years,resulting in substantial savings to theCityduetotheincreasedvolumeofthethreeorganizationsbiddingtogether.The bid tabulation
should be available for Council consideration at the next regular meeting of March 14,1972.
Motion by Ebbert to grant the request.Second by Hill.Motion carried.

Aletter was read from Richard L.Weaver stating that after a meeting with H.E.Snead,chairmanrf^mnt^n^Commlseloners,and Mr.Hemstead,the Grant County Engineer,who is alsoSolidWasteC1^7 Grant County,an agreement was reached on the following Procedures£ver^^the^ftoSSS Dapartmrnit'.estimates of the various uncorrected yardages being dis-
posedof at the Sanitary Land Fill:
1 In order to determine the expansion factors that should be applied to the City refuse
'and the Grant County Housing Area refuse,the trucks are being weighed.
2 We are reviewing our records to determine yardages of refuse being picked up in countyAustria1areasatWheeler,and the Grant County Airport,and for rural and city
industrial wastes.
fi>He expects to make recommendations concerning industrial disposal rates and acounty charge for
^land fill use on or by March 28,1972.
S City Manager Waggener commented it may be some time before we can come back to the Council
£>regarding the land fill charges,and this is more of a progress report.

'M*™r qkauo announced there will be a coffee-hour for Ralph Rohwedder on Friday,February 25,^972 in £^CouncTchambe s from 3:00 to 5:00 P.M.Ralph is retiring from the Police departmentduetoadisabmty.He has been employed as a law enforcement officer with the City of Moses Lake
since 1955 and had acquired the rank of Police Lieutenant.
RESOLUTION NO.551 -ESTABLISHING SPECIAL LOAD AND USE LIMITS ON STREETS.
The resolution was read in its entirety providing for establishment of special load and use limitationso^.£rtdrf£in the City of Moses Lake,since there exists serious problems resulting from fros.and drainage conditions on the streets,the problem has become acute.The City of Moses }**»'Traffic Code,Section 46.44.093.gives the Council discretion to impose seasonal and use limitations
on the use of city streets.The restrictions imposed until further notice would be as follows:

V City Manager Waggener stated the State has placed limits on Highway 17,therefore the beet trucks
come in on Pioneer Way and go back up Wheeler Road.These arestreets not expecting these kinds
of load weights.Mayor Skaug commented that our streetsare seriously affected by this weather and
perhaps that heavy load traffic will aggrevate them even more so.
Motion by Lindellto adoptthis resolution.Second byHill.Motion carried.
City Manager Waggener commented that U &I Sugar Company will be informed ofthe restrictions.
