Members Present:Councilman Robt.E.Hill,W.B..Moe,Gordon M.Ebbert,Otto M.Skaug,
Ernest V.Lindell,and Michael Boyle.Councilman Norman Johnson was absent.
Mayor Skaug called the meeting to order.Rev.Frank Jackson of the United Methodist Church,gave the
invocation.

"second by Lindell.Motion carried.

Warrant No's.2389through 2462 in the amount of $37,295.06 were approved for payment.
CONSIDERATION OF BIDS -CUSHMAN 3-WHEEL VEHICLE.
A letter was read from City Manager Waggener,stating the accompanying bid was submitted by
Audubon Cushman Sales from .Spokane,in the net amount of $2123.40.He recommended that the
bid be accepted.Also noted that $2300 is budgeted in the Equipment Rental Division for purchase
of this piece of equipment.
Councilman Ebbert asked if this is completely equipped,and the City Manager stated no it is not,
accessories will be transferred from the one the department is using presently.He also noted that this
piece of equipment limits the bidding somewhat from one firm,but it is a legal requirement that anything
over $2000,we mast call forbids.
Motion by Ebbert that the bid be accepted and we buy the vehicle.Second by Hill.Motion carried.
ORDINANCE NO.642 -REGULATING SALE AND USE OFFIREWORKS (2nd reading).
The ordinance was read by title only.This incorporates by reference the State Law regarding safe and
sane fireworks.
Motion by Skaug the ordinance be adopted.Second by Ebbert.Motion carried.

The ordinance was read by title only.Motion by Moe that the ordinance be adopted.Second by Lindell.
Motion carried.
Councilman Hill Inquired,when would the work start,and Rich Weaver,City Engineer,stated the last
he heard,•the Highway Department is planning on calling for bids in September.

^ORDINANCE AMENDING BUDGET FORE.E.A.POSITIONS (1st reading)
The ordinance was read in its entirety.Due to the heavy construction schedule for Cascade Park and
Larson Playfield,and the new street planting,it is necessary to hire two additional personnel within
the Park Department.Under the Federal Emergency Employment Act,funds are available in the amount
of $10,638 to the City of Moses Lake to provide revenue for the additional expenditures,and that the
appropriations within the 1972 Budget be increased in that amount to provide for that in the Park and
Recreation Fund.
Motion by Hill that the first reading of the ordinance be adopted.Second by Boyle. Motion carried.

CHAMBER OF COMMERCE -REQUEST TO COVER METERS FOR CRAZY DAYS
A letter was read from Pat Banks,Chairman of the Business Division of the Chamber of Commerce,
requesting that parking meters be covered on the 19th and 20th of May during Crazy Days promotion.
Motion by Boyle that the request be granted.Second by Lindell.Motion carried.
SANITARY LAND FILL OPERATIONS AND CHARGES.
A letter was read from the Public Works Director stating that a two-month study has just been completed
of the City of Moses Lake's Land Fill operations using methods approved by the County Engineer repre
senting the Grant County Commissioners.He presented a review of the findings along with proposals,
and if the Council approves it will be forwarded to the Grant County Commissioners for action.
He stated that when the Council allowed the County to dump at our land fill,we had no idea how much
it would be until we made an estimate.After we had some idea,and we kept costs over a year to find
out what the land fill operation would amount to,it was determined that 31%came from the County and
67%came from within the City limits.It costs approximately $3100 per month,and looking at what it
was costing the City,which is really a subsidy of the basic garbage collection,he recommended the
land fill charges be revised.The proposed increases are for garbage that would be compacted.For un-
compacted garbage such as onions,etc./there should be a special handling charge,it will probably be
on an interim basis until we complete our solid waste study,then we will know more regarding uncompact-
ed dumping such as onions.
He also recommended that the costs and allocations be reviewed annually November 1,and that all
•payments be made directly to the City of Moses Lake,who will then make payments to the contractor.
He also recommended that the City be allowed to renegotiate one portion of our land fill contract to
assure that it is operated on a seven day per week basis.Presently we are operating five days,and
one day the County is paying for keeping it open,and that one day,he stated,the amount is unimaginable
Also by November 1st will be the end of the period for the industrial waste,and also the time the County
is making up their budget,and will be asking them to probably increase their costs.
Councilman Boyle asked Rich Weaver - At tie present rate could you project how long the present site
can be maintained with the amount of refuse that is being deposited there?

Rich Weaver stated,that assuming that our solid waste is to continue at that site,would say from 6 to 8
years.There is a lot more land available and if that can be taken in,would say probably for about 12 years
more..
Councilman Moe asked him whether he could estimate just exactly what it is costing the City to allow
the County to dump out there?Rich Weaver stated,they should be paying about 31%,or about $540,but
they are paying $300 a month directly to the contractor now.
City Manager Waggener stated that the County received the same information as presented to the Council
through their County Engineer,and after having talked with Mode Snead,he indicated he hoped the Council
would not take final action so they can have more discussion.They are concerned;their budget is set for
this year,and they would like the opportunity to further discuss it and relay their feelings back to the ,
Council before you take any final action.
Councilman Moe stated - I think we should see what their reaction is on it.Therefore,I move we table
it for one month.Second by Skaug.
City Manager Waggener stated he would intend to continue this in some detail as soon as possible.To
table normally would not put it back on the agenda except by motion from the Council,and probably will
have something at an earlier date.Do you want it reported back before that time?
Councilman Moe stated,yes,he would.Motion carried.
y ASSOCIATION OFWASHINGTON CITIES -ANNUAL CONFERENCE
V The Association of Washington Cities Annual Conference will be held at the Olympic Hotel in Seattle
this year,from June 13,through June 16.Mayor Skaug,Councilmen Hill,Moe and Ebbert indicated they
plan to attend.

INBOARD MOTOR BOAT RACES SPONSORED BY THE MOSES LAKE TAYCEES
Cliff Alexander,representing the Moses Lake Jaycees,stated the Inboard Motor Boat Races being
held this week-end at the Westlake Marina,are being sponsored by the Jaycees as a fund raising pro
ject,andasked for the purpose of selling tickets,if barricades could be placed on Wapato Street beyond
the overpass and south of the overpass to Peninsula Drive and also on Lakeshore Drive,in order to
stop the traffic that is going directly to the races.
City Manager Waggener stated he discussed this with Police Chief Bjork,and we recognize the need to
sell tickets for a fund raising project,but we feel that we would run into some serious problems stopp
ing the traffic for this purpose.According to our traffic code,it allows only to close a street to declare
it a play street for winter sledding,or temporarily for a parade,and that is about it.There is no pro
vision for closing the street for this purpose.We honestly feel this would create some ill will for the
City and for the Jaycees too,and would recommend that you invoke control over the property you have
access to and collect for the sale of tickets.We anticipate putting on extra personnel to help with the
traffic problem,that is our responsibility,and not permit the streets be blocked for the sale of tickets.
Motion by Moe that the request be denied.Second by Lindell.Motion carried.
SLIDES -LOWERING WATER LINE ON GRAPE DRIVE
Street Superintendent M.G.McLanahan presented slides showing the Council the project in process
of lowering the water pipe line on Grape Drive.This is being done previous to lowered reconstruction
of Grape Drive.
