Motion by Hill that the ordinance be adopted.Second by Boyle. Motion carried. A letter was read from Mayor Skaug asking for confirmation of the City Council for the appointments of Ken Jacobs and Dona Kelly to fill the additional memberships of the Park &RecreationCommission. Motion by Skaug to confirmthe appointments.Second by Hill. Motion carried. ORDINANCE NO.659 -ALLEY VACATION -BROADRIPPLE ADDITION.JOfi 7 Theordinance was read by title only. Resolution No. 580was adopted upon request of Richard L.Shumate and William Booth that a section of an alley in the BroadrippleyAddition be vacated and set a public hearing() on October 24,1972.Property owners affected by the proposed alley vacation were duly notified according to RCW 35.79.Therewere no objections to the alley vacation at the public hearing. Ordinance No. 659 provides forthe portion ofthe alley to bevacated upon receipt of payment totalling one-half of the appraised value from the two -owners adjacent to said real estate.Also provisions of Section 17 of Ordinance No.474 are waived and the ordinance shall only be read onoe before its passage. e Larry Hibbard,Community Development Director,stated that payment has been received by the City. Motion by Boyle that the ordinance be adopted.Second by Hill.Motion carried. RESOLUTION NO. 585 -VACATION OF EASEMENT REQUEST IN WESTERN ADDITION -Establish date for Public Hearing./£)/'3 Aletter was read from Larry Hibbard,Community Development Director, stating that the City las receivedarequestto vacatea 70-foot easement inthe Western Addition.The City Council accepted a section ofright-of-way of Pheasant Street in Western Addition at their October 10th meeting.The deeding ofthis addi tional right-of-way was necessary before the easement vacation could be considered.The request was re ferredto the Planning Commission,and they recommended that the easement be vacated provided no new information is presented at the Public Hearing that shows the clear need of retaining the easement. Councilman Ebbert inquired if the property involved would revertbackto the property that it joins, andCityManagerWaggenerstatedthatitwould,depending upon the Council's decision afterthe public hear ing. Motion by Hillto adopt Resolution No.585 and set December 12,1972 asthe dateforthe public hearing, second by Moe.Motion carried. RESOLUTION NO.586 -ACCEPTING STREET GRADES -EAST BROADWAY /O/^ The resolution was read by title only.City Manager Waggener stated that the Highway Department PlanswerepresentedpreviouslyandapprovedbytheCityCouncil.The State is now in a position to call for bidsandare,therefore,asking for a formal resolution that the Council accept the street grades.Motion by ' Ebbert that the established grades be accepted.Second by Lindell. Councilman Moe asked if there are any great changes from what they are now,and K°toriWwerrttwT£ed that essentially no,there are some humps to be taken out but the average grade is the same.The centerUngratisthesame,but the present grade in some instances is slightly above and has to be widened outandtherewillbesomefilling.He stated the City has anunderstanding with the Highway Department thatbackfromThesidewalkabou?24 feet there will be some areas where filling will be necessary,but we willdealw?th the property owners rather than the Highway Department",to meet grade.The question was called. Motion carried. 1786 • 3 \*\° Council Minutes:2 LARSON WATER SYSTEM TANK REPORT November 14,1972 A letter was read from Richard L.Weaver,Public Works Director,stating that he is forwarding for review and acceptance by the City Council "The Report on Elevated Water Storage Tanks for the Larson System, Moses Lake",dated October 19, 1972 from the firm of Stevens,Thompson and Runyan.He has reviewed this report and agrees with its findings and recommends the CJty Council accept the report as final. Councilman Hill asked Public Works Director Weaver to enlighten and expand on the Larson Heights School 200,000 gallon tank reservoir.He explained that because of at the present time there is some question whether we can deliver the full fire flow to that area,and as the housing fills up we will have trouble delivering water on a hot summer day.Councilman Hill then asked whether he thinks we should' proceed with some of the safety factors they recommend?Rich Weaver stated that the Occupational Safety and Health Administration standards should definitely be taken care of. Councilman Ebbert asked as to where the $157,000 is coming from,and Rich Weaver stated this is one of the items we are considering on the water-sewer rate structure study we are doing now.I don't know what the answer is going to be,but the repairing of Tanks #2 and #5 would be an item for consideration.Also definitely recommend that a new tank be built to replace Tank #1 and add another 100,000 gallons to provide fire flow and maintain pressure flow. Councilman Moe asked regarding the dismanteling -what is involved,would you be taking it down for salvage?Rich Weaver commented -that we have not gotten that far. Councilman Hill remarked that Tank #5 is not in use,is there any point in doing anything with that? Rich Weaver stated that they usually deteriorate fast when they are dry,they rust and can't do much then; think we definitely should do the painting. Motion by Hill to accept the report as final.Second by Moe.Councilman Ebbert inquired if approval of the report includes sanction to go ahead with this?City Manager Waggener stated,no,that will follow later with a request for implementation.Motion carried. SOIL AND FOUNDATION REPORT -DIVISION STREET A letter was read from the Public Works Director stating that forwarded for the City Council's review and acceptance is a report from Dames &Mocre of the'Soil and Foundation Investigation Division Street and Alder Street Couplet Moses Lake,Washington'.He stated that probably the most significant statement in the report is the following:"We do not believe that any corrective measure based on overlays or simple increases in thickness of the pavement section will lead to a satisfactory long term solution at this location." The basic finding is that the total street section on Division Street from Seventh Avenue to Nelson Road is in severe distress.This*distress is being caused by two problems = 1.Frost susceptible and poor foundation soil materials.2.The presence of water under pressure in the foundation of the roadway.The remedy is the installation of drains to bleed away the water and replace the unsuitable foundation with a new founda tion.This means that the solution is to completely reconstruct the street between right of way lines at a cost of about $400,000. His letter went on to state that as a part of their report investigations he asked Dames &Moore to-.evaluate a City proposal for a combined storm sewer and drain system so that we might install a dual purpose drainage facility.The report indicates that the proposal is workable and should be incorporated. The Public Works Director recommended reconstructing this road in stages and defer preliminary engineering until 1974 with stage construction to begin in 1975. Mayor Skaug commented -that you recommend preventive maintenance until the year 1974?Rich Weaver . stated,yes,there has been considerable amount done this Fall,and delaying until 1974 due to funding and our ability to handle it. Councilman Moe inquired regarding'frost susceptible and poor foundation*,could that have been avoided when it was constructed.in different choices of foundation materials?Probably we did not have the water problem at that time?Rich Weaver stated,that is probably why,and maybe how it was put in,it certainly is not suitable now.There.is water present all the way from 7th Avenue to Nelson Road just a couple feet below the surface,and with some of the drainage problems in that area,I really don't know what the condi tion was when they put in the road. Councilman Hill asked whether we can afford to let that street go for another 2\years from 7th Avenue to the top of the hill,after last Winter and possibly another such Winter it will look much like a County road. City Manager Waggener explained that we have some money problems,we do not have gasoline tax or other money on hand to do the road,but doubt if the road will get much worse.Councilman Boyle asked if this underground water condition can get worse,and Rich Weaver stated,they did not think it could.It will not get into such a condition that there is danger of anybody getting hurt,it is more solid than that. APPOINTMENT TO RIVER BASIN COORDINATING COMMITTEE In compliance with the request from the Board of County Commissioners to appoint a'representative //7<5 to the River Basin Coordinating Committee for Drainage Basins 36,41 and 42,'Mayor Skaug submitted a letter asking for Council confirmation to appoint Gordon Ebbert to represent our area on this Committee. Skaug moved to confirm the appointment.Second by Boyle.Motion carried.-The initial,meeting will be on November 21,1972 at 7:30 P.M.at the Commissioners Office,Grant County.Courthouse,Ephrata. APPOINTMENTS TO THE INTER-RACLAL COMMISSION FOR HUMAN RIGHTS • " Mayor Skaugrequested Council confirmationof Eddie Yamamoto and Vernon Nash as members of the /Cs*-> Inter-Racial Commission;their terms to expire June 1,1974.Motion by Skaug for confirmation.Second by Moe.Motion carried. CASCADE PARK -BIDS FOR EXTENSION OF WATER MAINS Public Works Director Richard Weaver stated that two bids were received,one from Chinook Plumbing //_?/ .for $13,277.50 and one from C.B.Leonard for $7,458.90.The Engineers estimate was $9,867.50.' He recommended awarding the bid to C.B.Leonard.Motion by Moe to accept C.B.Leonard's bid of $7,458.90 for the extension of water mains in Cascade Park.Second by Lindell.Motion carried. ORGANIZATIONAL DEVELOPMENT PRESENTATION -DRS.PETTIT AND HOLMBERG City Manager Chet Waggener stated that he wanted the City Council to become acquainted with Dr.Pettit and Dr.Holmberg of the Organizational Development Center at Central Washington State College,Ellensburg. Also to bring the Council up-to-date,the City Staff made a previous OD presentation to the Council after O having participated in a number of OD sessions some time in September and October with Drs.Pettit and £>«Holmberg.Dr.Pettit and Dr.Holmberg made a later presentation on OD to the Washington City Managers QQ Association at their Fall Board meeting at the Battelle Institute in Seattle.The reason for the presentation *2*at that Board meeting was they had agreed to act as a sponsoring agency,particularly in requesting for fund- *£?ing of Title I and IPA funds for Organizational Development. O Also onthe City level,we felt it rather important,the need to involveall of our City employees and basicallylet them know what we are doing regarding Organizational Development. We had two 3^-hour sessions on October 30th where all city employees attended one of the sessions.Dr.Holmberg was here that day for the presentation.It was important to go to the city employees at that time because they were probably wondering where they were going to fit into it,and give them some information about Organizational Development. He then turned over the meeting to Drs.Pettit and Holmberg. Some of the points stressed in their QDpresentation was,that on the City level there are more and more demands upon the city for services,and they are going to increase,not decrease.As well,higher institutes of learning resources are fewer and demands are more.Also,low credibility;these are difficult days when the American people have lost the confidences in other people.We are also becoming increasingly accountable and learn how to do more with less and be more efficient.Higher education as well is going to be hard put and begin to say to the American people that we have some knowledge and skills to help people in business, •>—'industries and agencies to do a better job.Therefore,organized this Organizational Development Center at Central Washington College to be able to offer the kind of services to help city government such as Moses Lake to become more efficent and more credible. Dr.Pettit asked for helpful suggestions,and those offered were: •1.Howdoes City Government give the best services to its people? 2.How do we increase the efficiency of the people working for the people? 3s How do we recognize weak spots? Dr.Pettit elaborated on those suggested questions.He stated organizations are made up of different systems or departments,and they in turn are made up of people.When one system or department is faulty the others are in trouble,because they cannot operate in isolation.How do we know when there is a low state of moral,-how well do they like their job,-how well do they like working for the City,-to what degree are they doing their work? In regard to Item 1. -How close are you to the people.It takes team-work.If everyone can tell you what every member of a team does to carry out his day successfully;it takes "in-house exchange".If anyone asks what is going on in city government,and then asks another city employee,they will hear a common description of what is going on in city government. Dr.Holmberg referred to team-work as that of a football team.They review the plays of a game to find their weak spots and mistakes reviewing the replays again and again in order to become a better team.In this same way an organization can increase productivity,and as well personal rewards as a member of an efficient team. It Is important also to have some knowledge,techniques and ways of working at some of the things within the organization and learn to put that together as a culture to the extent that you can identify what your organization is about. Dr.Pettit stated that certain cities will be selected from the East side and West side of the mountains sponsored through WCMA and AWC for funding.Also City Staff services will be valuable as a write off ^i for some of the cost.Eventually we will be bringing,through the O.D.Center,consultants'help and 'specialized training help at one-third of the cost to go through private consulting tirms. Dr.Holmberg commented that talking about Title I money,we are talking about 3 to 5 years commitment and assistance for a long term relationship,and through that do we-envision a continuing change,or might refer to it as a continuing self-renewal and recycling process.
