Mayor Skaug called the meeting to order and called for approval of the minutes of the previous meeting
of June 12,1973.Motion by Hill,the minutes be approved as written.Second by Boyle.Motion carried.

CONSIDERATION OF BIDS -REVENUE BONDS FOR WATER &SEWER ,~^
A letter was read from Willard B.Vadman,Bond Consultant,that bids were received and opened at
2:00 P.M.on June 26,1973 for a $1,100,000 Water/Sewer Revenue Bond for the City of Moses Lake.
Jhe following represents the bidders and their effective interest rates for each,for the bond issue.

The two low bids were checked and only minor differences were found due to the fact that the bonds
are dated July 1and matured November 1.However,the effective rate of interest was verified and
proved cut.
Mr.Vadman recommended the awarding of the bid to the low bidder,Blyth,Eastman,Dillon and
Associatesi Inc.
Motion by Ebbert to accept the low bid of Blyth,Eastman,Dillon and Associates.Second by Boyle.
Motion carried.
CONSIDERATION OF BIDS -DIESEL OIL AND FUEL OIL //0m/
A letter was read from Charles Davenport,Finance Director,stating that bids were opened on June 13,
1973 for the supply of fuel oil to the City of Moses Lake for the ensuing year,with only one bid being
presented with a bid price of sellers posted tank truck price on the effective date of bonds.There is a
three cent discount allowance,the present posted price is twenty-one cents per gallon making an
effective rate of eighteen cents per gallon for the City of Moses Lake. Various agencies involved in
the bid approve the award of the bid to the Standard Oil Company of California.
Motion by Johnson that the bid of Standard Oil be accepted.Second by Lindell.Motion carried.
CONSIDERATION OF BIDS -FIRE TRUCK
A letter was read from Russ Beeman,Moses Lake Fire Chief,stating that after careful consideration of the
bid received on our proposal for a 1500 GPM triple combination pumper on June 20,1973, he recommended
the bid of Western States Fire Apparatus,Inc.,Cornelius,Oregon,in the amount of $56,723.52 be accept
ed.This includes Washington State Sales Tax,optional equipment,and drive-out allowance.This would

leave $3,276.48 under the $60,000 budgeted for the equpment in the 1973 budget.He also noted that
he felt that the specifications of this department are commensurate with the needs of the City of Moses
Lake,and the proposal of Western States Fire Apparatus fulfills those specifications.
Upon inquiry by Ebbert as to why only one bid was received,Chief Beeman replied that others were con
tacted and that it was the single stage pump made i t difficult to bid.But it is a requirement mainly for
the reason that a single stage pump is much more simple to operate,and especially with the volunteers;
the simplicity of operation is why we went single stage.The last one the City bought was also a single
stage.The Fire Chief presented a picture of the vehicle to the Council.
Motion by Hill to accept the recommendation of Chief Beeman and accept the bid of Western States Fire
Apparatus,Inc.Second by Johnson.
Hill inquired as to as far as the Fire Rating Bureau is concerned,are we better off with a single stage
pump than a dual,and Chief Beeman replied,that especially since it is simpler to operate,they are
mainly concerned with the know-how of the firemen to operate the equipment to get the job done.
The delivery time of 300 to 365 days was discussed,and Chief Beeman commented that originally the
Department estimated 18 months,so he felt it was well within a reasonable time limit for delivery.
The question was called,and the motion carried.
CONSIDERATION OF BIDS -FLUSHER TRUCK
A letter was read from Richard L.Weaver,Public Works Director,stating that he reviewed tne bids for
the street flusher submitted on June 20,1973,and recommend accepting the Bid of Moses Lake Ford
Sales/Modern Machinery Company of Spokane to provide a Rosco MTA 3 Street Fiusher on an L-900 Ford,
for $19,984.65 including sales tax less trade-in allowance of $2,200 including Alternate A (Electric Reel
for $1250.15)making a total of $19,034.80.The bid of Moses Lake Ford Sales contains a provision whiQh
does not tie thei r bid down to a firm bid.However,waiving this technicality Will not give Moses Lake
Ford Sales/Modern Machinery Company a substantial advantage over the other bidder,Sahlberg Equipment
Company.The acceptance of the recommended bid would be subject to that —if Ford Motor Company
raises their price before delivery the percentage increase will be on the basis of invoices from the factory
on the truck price of $9,700 only.
Hill noted the drive-out allowance of $650 (from Minneapolis),and City Manager Chet Waggener commented
that the City certainly would prefer the FOB Moses Lake and not assume the responsibility,and in that event
the drive-out would be a deduct.
Motion by Johnson to accept the bid of Moses Lake Ford Sales/Modern Machinery Company including
Alternate A -(Electric Reel).Second by Ebbert.Motion carried.j .'
CONSIDERATION OF BIDS -SEWER CLEANER -'
The Public Works Director submitted an evaluation of bids for a sewer cleaning machine received June 20,
1973,and the Public Works Staff recommended accepting the bid of Flexible Pipe Company for their demonstra
tion model for $18,365.03.The demonstrator qualifies for the recommendation for the following reasons:
1.It meets all specifications with the exception of footage meter,no horn and rotating beacon which we
can supply and they will install.2.There is a delivery date of only thirty days,not one hundred fifty to
one hundred eighty lays.3.-The machine has only been run ninety hours and there is a warranty on it,
although there is no longer/on the truck;it has 13,000 miles on it.
Street Superintendent,M.G.McLanahan,stated the demonstrator has everything we need,with the exceptions
mentioned,the others did not meet our specifications as close as Flexible Pipe.
Motion by Boyle to accept the bid of Flexible Pipe Company of $18,365.03 lor this used Dioce of equipment.
Second by Lindell.Motion carried.Hill opposed,and qualified his opposition due to the face that the
evaluation submitted did not reach the Council until just before the meeting and was not submitted in the
preliminary agenda and felt that lack of time to study the recommendation caused some confusion.
Mr.Waggener stated that he and several staff members were in attendance at the AWC Conference in
Spokane the latter part of the week which caused several agenda items to go out rather late,and that
he could understand Mr.Hill's concern.
CONSIDERATION OF BIDS -WHEELER ROAD LANDSCAPING
A letter was read from the Public Works Director recommending the Council award the bid to G & R Sprinkler
Company in the amount of $9,400.He also noted they were the only bidder.The Engineer's estimate was
$6,200.The difference between the Engineer's estimate and the bid resulted from problems in two areas
1.Running of power from the State's traffic control box to the sprinkler controller.2.Removal and re
placement of soil in the islands that v/as sterilized by City Street Division in late 1371.This landscaping
will take place at the northeast corner on the frontage road near Mathews Steel Building in the triangular
corner.The probable reason for only one bidder was most likely it is not a very large job and the closest
competitor would be Wenatehee or the Tri-Cities,Mr.Weaver commented.Also advisee the Council that
this would complete the Urban Arterial for Wheeler Road,and of this $9,400 the City 's share would $940
and the Highway Department would pay approximately $450 making the cost to the City less than $500.
Motion by Ebbert that the bid of G & R Sprinkler be accepted for this job.Second by Boyle.Hill stated

he is againsl the motion.His main objection is the quality of the shrubs this company carries on their
own lot and what we have seen on the bids we have released to them previously.

ORDINANCES -AMENDING SEWER RATES (CITY AND LARSON)(1st reading)/Q /o~~"
The ordinance was read by title only amending Chapter 9.6 of the Moses Lake City Code entitled
"Watei and Sewer Rates"(CITY SYSTEM) by amending commercial sewer.rates based upon water dis-
charged into the City sewer system.
The change is in section 9.16.13,sub-paragraph (2)last paragraph.Hill asked that paragraph be read
into the minutes."The sewer charges for duplexes and apartments,mobile home parks,motels,schools,and hospitals
during the irrigation se?~,on shall be computed on the average consumption during the previous non-
irrigation season,unless the user elects to install,at his expense,an approved measuring device to
measure water not entering the sewer system.When a user has a swimming pool or an air conditioner
discharging to the sani.tary sewer,he must install an approved meter to determine the amount of water
exempt from sewer charges during the irrigation season.The irrigation season shall be defined as the
period of April through October."
Motion by Johnson to adopt the first reading of the ordinance.Second by Boyle.
Hill stated he is voting against it since he was against the rate change originally and this amendment
would be giving • the break to the high users and penalizing the normal user.It should stay at May through
October instead of "April"through October.We adjusted the billing for April because it was an unusually
dry April,but in justice for all,leave it as it is May through October.
Mr.Waggener seated that we felt we were overcharging some commercials on the sewer rate,for instance
the School 'in excess of $800.Frankly we are not in the business of overcharging someone.We were charg
ing them for services they are not receiving.Admittedly,we can allow them to measure that which goes
out on the lawn.That is another alternative.We goofed v/hen we wrote the ordinance because the month
of April will have high consumption,normallydue to irrigation.
Johnson commented that the motels and people that have this excess for lawn watering should get a
break.
The question was called.The motion carried.Opposed by Hill.
The ordinance was read by title only amending Chapter 9.10 of the Moses Lake City Code entitled
"Water and Sewer Rates and Regulations for Larson Air Force Base Property" by amending commercial
sewer rates based upon water dischrged into the City Sewer System.
The change is in Section 9.10.14,sub-paragraph (2)last paragraph.The paragraph reads the same
as the previous read into the minutes stating "The irrigation season shall be defined as the period
of April through October."
Motion by Boyle to adopt the first reading of the ordinance.Second by Lindell.Motion carried.

KNCLLS VISTA PARK/PINE DRIVE UTILIZATION
Bill.Skeels,Park &Recreation Director,presented a planfor incorporating the vacated Pine Drive.//J2J?
The Park &Recreation Commission at its meeting of June 20,1973 unanimously endorsed the concept.
approval ofthe plan would cut off portion of Pine Drive and not allow any access from Northshore to
Pine and cc^.e into Knolls Vista Park offof Pineand Central ontothe newly formed parking lot which
would allow narkingfor approximately 14 cars.Also not allow parking on the north.side of Knolls Vista
Drive when the LID goes in,and get the school to put in additional angle parking on school propertylocated in a remote area but near the Little League and MinorLeague diamonds. This would give the
people an option where they want to park.
Dick Dean suggested that the new portion of parking by closure of portionof Pine be payed and
Utilized for basketball.City Manager Waggener stated that would be a consideration tor the CttyCouncilinbudoeting.Our plans call for a minimum ofexpense.We are talking about asphalt fortheparking''ot~but this,year we do not have any money for this. It will not be as formal until it ispav«d and striped.What we are talking about this year is with our own crews,and very little out ofpocketcost,and thatwould be for irrigation equipment.He also commented that the angle parking
on school property would require some expenditure by the City and probably do it out of street Depart
ment funding under the LID,and also,we need to own the property.We do not want to talk to tneschooiabout it until we haveCouncil approval.We would prefer to incorporate that into the LID and
if we run into problems/-we can take it out.
Motion by Boyle to approve the concept as far as designated parking areas on the lower one-half of
Pine Drive and secure',if we can from the school district,the parking area near the Little League
and Minor League diamonds.Second by Moe.Motion carried.

CITY COUNCIL ELECTION -POSITION NUMBERS
C\«v0'"•A letter was read from Charles Davenport,City Clerk-Finance Director,stating that he is submitting aformfor the assignment of position numbers to Council positions indicating present incumbents who willbeupforelectionthis year.He has not assigned position numbers thinking that Derhaps the Councilman
themselves would prefer to draw straws or select some other method of assigning positions.This form
has to be filed orior to July 20, 1973. The period for filing for the City Council positions runs fromJuly30throughAugust3,1973.The primary election will be September 18,1973 withthe general elecLion
to be held November 6,1973.
The incumbent Council members decided to keep the same position numberthey had v/hen elected previously
as follows:Johnson -No.4
Lindell -No.5
Hill -No.6
Moe -To.7
City Manager asked if they would accept those as permanent position numbers and not have to go through
this each time.Hill made a motion to that effect.Second by Johnson.Motion carried.
LOCAL IMPROVEMENT DISTRICT NO.28

Public Works Director,Richard L.Weaver,presented plans and specifications for the above project
for approval and requested permission to call for bids.This LID is for grading,graveling,constructing
and installing asphalt concrete pavement of the alley between Division and Alder Streets running from
4th to 5th Avenues.
Hill inquiredwhetherthis could in any way be done with the the Knolls Vista LID?Wreaver replied,
that is a possibility.We might get a better price. If anything give the property owners the best
possible price.They are small enough projects that the two of them together should not take more
than 20 days.We could delay calling for bids with opening on July 18th.
Motionby Hill to combine the bid with the Knolls Vista LID and call for bid opening July 13,1973.
Second by Johnson.Motion carried.
LARSON SEWAGE TREATMENT PLANT -FUNDING FOR CONSTRUCTION
\\H6 Aletter was read from City Manager,Chester L.Waggener,stating heis submitting a letter from the
Environmental Protection Agency advising us of approval of our request for increase in construction
grant and requests authority to sign the amendment on behalf of the City of Moses Lake.Also submitted
a letter from Richard L.Weaver,Public Works Director,requesting authority to engage Stevens,Tnompson
and Runyan,Inc.,to provide engineering services and construction inspection for completion of the project.
Johnson stated that he thought we paid for services for engineering on this plant.The City ManagerrepliedthatweDaidforwhatwehavedone.Now,because ofthe liner problems,we-are cutting some of
the contract and addina some on. This is a part of the second consideration.We are taking out a part
of the contract and substituting a new part,plus asking STR to do the construction inspection for that
portion.
Motion by Ebbert that the City Manager be authorized to execute the papers necessary for prccurring
this money.Second by Boyle.Motion carried.
The City Manager commented that we like to handle the construction inspection whenever we can ourselves,
but there are some problems,because everyone interprets specifications differently,there are advantages
to have the engineers who did the design work, do the inspection. I know the kind of person they plan
to bring in. It will be the same inspector on our present city plant, and that is his specialty,strictly
construction field insDection.STR was not doing the inspection .entirely on the original contract,tney
were coming in on a call basis.The increased cost will cover a resident inspector and will be full time
on the job.
Motion by Moe that STR be contracted to take care of the engineering services and construction inspection
for completion of the Larson Sewage Treatment plant under the terms outlined in the Public Works Director's
letter.Second by Boyle.Motion carried.

Other technical sections of the agreement have been amended to comply with those changes.He requested
authorization from the City Council to sign this agreement on behalf of the City of Moses Lake.
Motion by Johnson that the City Manager be authorized to sign the agreement on behalf of the City of
Moses Lake.Second by Ebbert.Motion carried.
ARCHITECTS -PU3LIC SAFETY FACILITIES,ETC.
City Manager Waggener suggested that perhaps the Council would want to handle this in the same mannerasquotationsoninsurancewerehandled,and that would be to have a study session andinvite each ofthe architects personally. Mr.Hollingberry Dresented a thick book, he stated,which would be difuculttomakeduplicate copies ofand send outto the Council.Perhaps the Council would like to meet thearchitectspersonallyand be givena list of contractors they have worked withandalso discuss preliminaries
of plans and specifications before making a decision.
Bill suggested a c-mmittee of about four Councllmen to visit Mr.Vernier's location and Mr.Hollingberry'slocations and come back to the Councilwith ourviewpoints, and then invite the architects to a study session.
Mayor Skaug commented,if thatis the wish ofthe Council,who will volunteer?Hill,Johnson,Moe andSkaugvolunteeredtomakeuptheCommitteeto visit the different locations as a group rather than individually.The City Manager asked, if it be in order,he would liketo accompany the group,not in a decision makingcapacity.The Council concurred.It was agreed the Committee would meet July 5,1973 at 10:00 A.M.
MISCELLANEOUS
Mayor Skaug announced that Dave Johnson,Public Relations man for Rimrock Meadows requested arepresentativebepresentthereJuly1,1973 (Sunday)for "Moses Lake Day".Councilman Norman Jonnson
agreed to be present representing Moses Lake on that day.
