MONTY HOLM PLAT -Preliminary Plat //J>/
A letter was read from Larry Hibbard,Community Development Director,stating that the Planning Commission
held a public hearing September 24, 1973to consider the preliminary plat of the Monty Holm Plat.Prelimin
ary approval of the plat was given.Mr. Holmnow is requesting that he post a plat bond to assure completion
of the plat so that a building permit can be given for construction on one of the lots being platted.
Larry Hibbard recommended that Monty Holm be permitted to post a $1,000 plat bond so that the building
permit can be issued.The bond will be refunded upon final approval of the plat.
Motion by Johnson that we accept the recommendation from the Planning Commission. Second by Hill.
Motion carried.
RANCH &HOME -REQUEST TO BUILD ON UNPLATTED PROPERTY.
A letter was read from Larry Hibbard,Community Development Director,stating that Bill Dress,of Ranch
and Home Supply has purchased property along west Broadway next to the Texaco Service Station on which /
he is planning to build.As the property is now unplatted,Mr.Dress was considering platting the property,
but due to the high cost of extending sewer to the property as part of the platting requirements,he does not
wish to plat at the present time.Since the proposed building site is unplatted,a building permit cannot
be issued without resolution of the Council.He recommended that the Council authorize a permit to be
Issued for the building with the following conditions:1.That anytime sewer is brought within 200 feet of
the property,the owner be required to hook up to the sewer.2. That the owner will plat the property at
such time that his property is further divided.
After the letter was read,Larry Hibbard,stated that the purpose of platting would be two-fold,that of
getting the area monumented for future reference,and the second is for utilities.The utility requirements
are somewhat unreasonable,having to come 1000 feet for sewer for one restroom,and allow him to plat at
a later time giving more leverage in order to get utility at a later time.Therefore,the two stipulations
mentioned in his letter,and also he would add a third item;that the owners would not oppose an LID for
.sewer.This would most likely satisfy his property now and assure that proper utilities be ins'\-lled when
the area becomes more dense and septic tanks become more of a problem.
Mayor Skaug inquired - It must be assumed that the conditions are agreeable to both parties?Larry Hibbard
stated that Mr.Dress is agreeable to the terms set forth.
Bob Hill asked if we can legally add the stipulation that the property owner not oppose an LID at a later
date and hold them to it.What if they were to oppose it?City Attorney,John Calbom replied that it all
depends on what percentage of the property he owns.Actually part of the condition is the assurance of
the building permit is that he will not oppose a future LID.and consequently if le did,the conditions
would be viola ed,but of course,he already has the building up,but at the same time I think we could
possibly go to the point in question whether this building was conforming,because it could be in viola
tion'of his agreement.We allow special permits,and building going on doing certain amount of landscaping
and other things that make it adaptable to the area.So,it is a sticky question,but at the same time we
would have some rights if the property owner refused to abide by his agreement.•<-*•

COMMUNITY SURVEY

returned.Five different areas were covered -Medical,City Appearance,Recreation,Industrial Development j• and Shopping Facilities.About.40%werereturned. He briefly covered some highs and lows percentage-wise,j
and some of the highlights of the answers on the returns were as follows:I

Medical Facilities and Services:-Almost 50%felt it is inadequate .With Ambulance Service -only less
than 10%felt that it is inadequate.
Industrial Development:Encourage and Discourage -but they all felt we should encourage but be selective,
with expansion of local industries being of top Importance,with the larger industries being the least -being
a one-industry town is not the direction.to go.A few felt no controls should be exercised,and others felt
controls should be exercised thinking this can be done within reason and needs to be done.

Recreation Programs and Facilities:We asked if the facilities and programs should be extended.The
year-around swimming facility showed up being the top priority of persons responding.Apparently the
community has met the facility of ball fields and apparently they feel this need is being met.
We then asked if they are willing to financially support the programs,and about 60%felt they are willing
to support such programs.Then we asked what method is best In supporting the programs,and most
suggested users fees should be used.A comparison check was made between response from the Base
residents and those in the City and support of the programs was entirely the same.In fact,in the Knolls
Vista area,a high number felt taxes should be used rather than users fees.
The next step is that of the Goals Committees.These committees will be given three charges,to take
the Information given through the survey and other information and develop goals,and then to develop
priorities from those goals,and the third is to develop some method of carrying through with the top
priorities,and it is hoped the City Council would lend their support in whatever way they can.The
City Council will be reviewing these priorities and make changes.Numerous comments were received
on the questionnaires and they are very interesting,and we have them listed under the various categories,
and anyone interested is welcome to come in and look them over.
Norm Johnson commented to Larry Hibbard -Don't you think some of these questions do not pertain to the
City,shouldn't they be more what the City should do rather than what the businessman in town should do?-
I feel this is a City project in part.Larry Hibbard replied,he agreed,in part,we are working with the
Chamber of Commerce and the Port District on this and think also as a city we are interested not only in
those that we financially get involved in but also to assist in areas of needs not met through dollars,but
by lending our support in achieving those needs.
BASIN V/ATER QUALITY STUDY
A letter was read from Richard L.Weaver,Public Works Director and Councilman Ebbert,stating that forward
ed for review and discussion by Council is a preliminary copy of the analysis of municipal waste water
problems in the Moses Lake Metropolitan area and some alternative suggestions for correcting those problems
where solutions are apparent.The draft has been prepared by the Water Quality Basin Studie"consultant in
conjunction with the technical and coordinating committees.Items of immediate significance to the City
of Moses Lake are:
1.The requirement for removing all sewer treatment plant effluent from Moses Lake and
pumping it to a proposed land disposal site somewhere south of Moses Lake.
2.A proposal that we be part of a monitoring program to be established to evaluale the
effectiveness of the land disposal of waste waters.
3.A recommendation for a study of industrial waste disposal,demands,practices and
efficiencies in the Moses Lake area to be conducted by one of the three entitles able^to
under Washington State Law. The only entities that could legally conduct a Industrial
Sewage Disposal Study In the Moses Lake Metropolitan area are the Port of Moses Lake,
City of Moses Lake and the Grant County Public Works Department.The Industrial Sewage -
Disposal Study is needed now to verify whether or not a regional.sewer system in the Moses
Lake Metropolitan area is necessary.
City Manager,Chet Waggener,commented that first it might be well that If everyone knew what the Basin Water
STudy is.This is a requirement of cities by theDepartment of Ecology and we are located in Basin No.. 41.
These studies 2ie necessary in order to go ahead with any future projects.The study is a requirement.
Gordon Ebbert is representing the City as a member of the Coordinating Committee and Rich Weaver is a
member of the Technical Committee.
He commented on a point in the letter regarding the "immediate"removal of sewer treatment plant effluent
from the Lake.He mentioned that the Council will remember the information sent to them earlier regarding
the various programs in which the City is involved at nc choice of ours.This is one of those requirements
that by 1985 there shall be "0"discharge in any body of water.Therefore,it is necessary to remove effluent
from Pelican Horn.It is also felt that there is very little change in water there that will improve that small
sectton south of the railroad track.We do not discharge effluent north of the railroad"track,and felt,per
haps this could be done at a lesser cost than in 1905. The immediate requirement is only a .suggestion.
Gordon Ebbert commented on the importance of the Technical Committee,and that they have done a tremendous
Job, and it makesus realize that the controls should be locally and not a National or State coordinated affair.
This District No.41 Is the only district in theState that has made application to set up a control in this area
by the people monitoring it.The determination of what flows into the major bodies of water,like the Colqmbia
River,or any river will handled by the Department of Ecology,b.ut regarding Crab Creek,all the way up near
Davenport,those people will drop out of the control in the area of the lakes around Potholes Dam. If we did
not make application to control this area,this group then could keep coming up the river and all the Federal
and State regulations would affect every farmer and processing plant on a more or less common basis,and
then by 1985 all cities under this regulation would be required to get their discharge out of the bodies of
water.If controlled locally and tested before moving on into the Columbia,and put clear enough water in
here,so they will not get it down in the lower Columbia -that is what the Technical Committee is doing for
us now.
The City Manager mentioned •merely presented to give the Council Information.Referring to
•monitoring'as to whether the Port,Moses Lake or Grant County is going to be the agency as to how to this is
handled is something the Council may well be thinking about,whether it is close enough to the city to want
to be Involved in it.At this point, being involved in the Larson Sewage Treatment Plant,we would have the ^
expertise on this.We do not need to make an immediate decision,but It is a point needed to be alerted on.
He also added,that as far as the local area is concerned,such as American Potato and the Wheeler Road

start on the marratives almost immediately.The statements will be delivered to the City Council
this week and then start going through them by departments any time after this week.The Council
concurred to meet Tuesday,October 2,1973 at 8:00 P.M.for discussion on the narrative statements.
COMMUNITY SURVEY (Continued)
Before the Council meeting adjourned Dr.Tracy and Dr.Young asked to comment regarding the Community
Survey,especially the medical facilities and Services.Dr.Tracy stated he would have preferred some
input from the Medical Profession before It was put out and would like a little input into some of the
committees that are being formed on this particular subject.He felt the medical profession has been
singled out,and the type of questionnare that it was,does not really show an accurate and helpful de
scription of the medical profession in the City,and felt they were cast in a real bad light,and some of
the reports In the evening newspaper implied negativity.
Dr.Young stated that our emergency medical service was described as inadequate,and yet.when a survey
was conducted comparing our hospital with others east of the mountains such as the Trl-Clties,Wenatchee
and Yakima,we find more people in emergency service here.We have a coordinated program of availability
of the 12 Doctors where one is available on a 24-hour basis at the hospital.The hospital itself is 15 years
old,but considering it Is being used 24 hours a day,comparatively it is at least 45 years old.We need
to update our building,or build a new one.He also wished to emphasize that the Doctors in this community
are all about the same age -which is around 50 years of age -and it is only practical for the community to
do something to attract the younger doctors just starting in the profession to choose to come here,since
time will take it's toll,and the area might find itself without local doctors.The survey,he stated,does
not do a great deal unless the community works as a whole to get the new young doctors to come here.
Mayor Skaug commented that the City did not have any particular way in controlling the answers,or in
how the people answered regarding the medical profession,the retail merchant,or recreational outlet.
At least it brought you two doctors to come up with an opinion relative to your profession,and nake it
known to the Council.
