The meeting was called to order by Mayor Skaug. Invocation - Pastor Daniel Stime,Emanuel Lutheran Church Mavor Skauq called for aporoval of the minutes of the previous council meeting of September 25,1973.Motion by Hill teS approve the minutes as written.Second by Johnson.Motion earned. ORDINANCE NO.680 -AMENDING 1^73 BUDGET (2nd reading)/O/O The ordinance was read by title only,designating revisions in the Street Fund,Water and Sewer Fund, General Fund and Equipment Rental Fund. Norm Tohnson inquired about the item covering grcu nd water study.Rich Weaver explained that itisastudyoourwelswhichtellswherecurwateriscomingfromandhopingtotelluswhyourwellskeepdrocp?ng;maTbe:we are pumping wrong or spacing them tooclose together.Wemj,:e then *****to simulate the system and looking at the interconnecting of the three zones so we can deliver water across£e zoning boundary and use the pumps and reservoirs to their fullest extent and help us determine if wen^anotLr^ll7sTR is doing the simulation analysis and Robinson &Node is doing the ground water study,plus there is input from our Engineering staff in checking theirwork. Gordon Ebbert asked -What is the Knolls Vista Relief Project?Rich Weaver replied;^{«^^.gfj^j^were drilling in the Lake to give expansion capability in the Knolls Vista areaandRelieve the maxn lift station,Chet Waggener,City Manager,added --this is one of the projects that was authorized by the City Council to proceed with in the Capital Improvements Program. Bob Hill and Norm Johnson inquired about Cascade Park.Norm Johnson thought perhaps the City should »tealookastohowmuchtheCitywantstospendonCascadePark- it seems he thought a good amount ha>salreadybeenspen*there.The Citv Manager stated the project is almost complete,Snly finishing up with our own staff and it will be completed. 1884 llp City Council Minutes:2 October 9,1973 Mr.Waggener stated that he recognize many questions are related to the amending of the budget,but they are also directly related to status of our projects,and it is difficult some times to know exactly the status of each one without the research on our part.He suggested bringing back a status report to the Council on all projects either in construction or in engineering and review with the Council as to exactly where we are in each one. Norm Johnson inquired regarding the Central Area Transportation Study,and Chet Waggener commented that could best be explained in detail under Item 11 on the Agenda for this meeting,but if the Council wished to interject that study now and then come back to the Budget,perhaps that would be better than to answer briefly.The Council concurred. CENTRAL AREA,TRANSPORTATION STUDY Rich Weaver,Public Works Director,related what is involved in the study and what results can be expected from the work.He went on to say that when work was being done on Division Street and Fifth Avenue we were considering traffic signals on 4th &5th and Division and discovered a strange traffic pattern that we did not understand in the Topics Traffic Study and came up with a problem indicating traffic movement occurring across the central area in the southern end,and we were getting a large amount of traffic through the central area that was just traveling through and not seeking parking.In Ron Baker's Parking Study it indicated that - we didn't have a particular parking problem now,but will be on the verge of one.Loss of lots in the down town area would immediately provide us with a parking problem. Also in working with the Highway Department on Broadway in the case -problems at Broadway and Division almost warrant installation of another traffic signal,which would severely impair traffic flow through Broad way and Alder,and that is already bad enough.These things were reinforced in the Community Goals Survey where citizens indicated they saw downtown parking as a problem.Putting all these things together,we ought to take the data we have,put all three studies together in conjunction with the Highway Department and possibly the County, and figure out just exactly what we ought to do. I see it as implementing one of the first things in the Goals Survey.The Council has been asked,and has.already allocated in the budget funds for parking meters,and also have given authorization for new traffic signals.We rave not spent any of that money, and recommend at the end of this survey,we spend it,and possibly be back to Council for additional fuuds.This involves the Community Development Department,problems in the Police Department and problems in the Public Works Department. ChetWaggener, City Manager, added that one of the things that should be discussed in the study, perhaps we should study the feasibility of off-street parking to negate the need for parking meters and discuss it with the bu&iness community whether it is desirable or not. Motion by Boyle to adopt the second reading of the ordinance amending the 1973 Budget,and pass the ordinance.Second by Moe. Bob Hill stated he disapproves of the motion for two reasons - more work seems to be needed than earlier indicated at Westlake for the water system,and also the Transportation Study can wait until the 1974 Budget. ChetWaggenerreplied that the answer could well be a matterof timing until we could do it,and it couldprobablywait until the 1974 Budget,but in our former budget procedure wedid nothave things grouped so strictly according to function.This is transferring one function to another to pay for something beingdone by Engineering,and it is not adding personnel to the project. It does not affectthe number of personnel we do have. Bob Hill replied,that the Budget is prepared in January and should hold through the year, and organize these transfers and make paymentwhen it becomes available,but I don't think new items should be added to the Budget during the year. Chet Waggener stated that we do anticipate passing a budget and staying within that budget during the year, and also allowing for an emergency. This is not an emergency, but it is an emergent project.You approved a budget of purchase of parking meters; nowwe find a traffic pattern that we do not fully understand,and purchasing of parking meters at this time might be a poor investment.We are suggesting that a Transportation Study is necessary as a new program,with no parkingmeters purchased this year. The question was called regarding the motion to amend the 1973 Budget. Motion carried.Opposed by Hill. RESOLUTION NO.642 -ACCEPTING EASEMENT FROM EAST COLUMBIA BASIN IRRIGATION REGARDING GRAPE DRIVE. //N /3 The Resolution was read by title only,providing for acceptance of a drainage easement from the East 1/'Columbia Basin Irrigation District for a drainage way to the Lake to pump overflow water from the storm water storage area located at the corner of Paxton Drive and Murphy Street in the City of Moses Lake. Motion by Ebbert to accept the easement by resolution.Second by Boyle.Motion carried. RESOLUTION NO.64$-ACCEPTING GIFT FROM TAFAN AIR LINES FOR LARSON PLAYHELD \r\hliP The resolution was read in its entirety acknowledging appreciation to Japan Air Lines for their contribution\v of two drinking fountains anri baseball softball backstop and dugouts at Larson Playfield,and for their continuous effort to create good will and a better understanding of culture between Japan Air Lines and the Community of Moses Lake. They won't give the loan for the water system unless they are sure that the other improvements are first going to be made. The question was called,the motion carried.
