MONTY HOLM -FINAL APPROVAL A letter was read from Larry Hibbard stating the Planning Commission recommended at their November 29th meeting that final approval be given to the Monty xlolm Plat.All platting requirements shown in the pre liminary plat have been satisfied,and the $1,000 posted by Mr. Holm to insure completion of the plat may be released to him. Motion by Skaug to accept this plat.Second by Moe.Motion carried. NORTH CENTRAL REGIONAL LIBRARY -AGREEMENT FOR USE OF SPACE 9 A letter was read from City Manager Chet Waggener,stating that the accompanying agreement provides for rental of 160 square feet of floor space at our Moses Lake Library by North Central Regional Library.The rate has been determined through consultation with local realtors,based upon the market value of similar rental space in Moses Lake.We have anticipated the receipt of $480 in revenue from North Central Regional .Library in compiling our 1974 budget.He requested authorization from the City Council to enter into this agree ment on behalf of the City of Moses Lake. He explained that the North Central Regional Library has virtually phased out their book mobile throughout the region and now conducting it through a mail catalogue procedure.Therefore,the garage provided at the Library for the book mobile will no longer be needed for them.The rental is for office space only.He also called attention to the "$.25 per square foot"is for "per month".Also noting --the City shall gi/e notice in writing to the Board prior to August.lof its intention to alter the rental charge"-the Intent is to give notice before they make up their budget.The garage is presently used by the Fire Department to store the Rescue Boat. Eventually it will probably be used for storage by the Library.In answer to Bob Hill's inquiry -he explained, this:provides for a reduction from $2,000 to $480 annually.We pay the Regional Library 2 mills and we pro vide the Library and the maintenance,for which they provide the circulation of books and err.pby all the personnel and supervise them and then they pay us back,in this .instance the $40 per month rental for their use directly for the Regional,and this money goes into the Library Fund. Motion by Moe that the City Manager be authorized to enter into an agreement with the North Central Regional Library for rental of Library Space.Second by Ebbert.Motion carried. REQUEST TO CALL BIDS -LIQUID CHLORINE Y A letter was read from the City Manager requesting authorization from the City Council to publish a Bid Call for the City's requirement of liquid chlorine for the period of February 1,1974 to February 1,1975.Our annual cost for chlorine exceeds the $2,000 limitation imposed by state statutes for direct purchase without bids. Motion by Boyle to grant the request.Second by Hill. Bill Moe inquired if the City anticipated any Increase in chlorine to be used.City Manager Waggener replied the City is using slightly less at the treatment pla«i because we have a proportionate chlorinator in now. Also the amount put in our various pumping or lift stations can vary from year to year depending upon the kind of Summer.More is used if It is extremely hot,in order avoid the septic condition of the sewage going in., Also additional chlorine will be used because of the new pool at the Cascade Park site.It is difficult to speculate on what the difference may be,but would anticipate the total volume used will be somewhat higher than last year. Rich Weaver commented there is no chlorine used at the new Larson Sewage Treatment Plant -it.is so designed that the treatment is complete at this time to allow the effluent from the plant to be discharged to the ground waters without being chlorinated.Chet Waggener pointed out that EPA standards change from year to year and it does not require chlorination at this point,but it cerfainly may in the future.
